]]>According to the Department of Foreign Employment (DoFE), the Israeli Government has selected 1,175 Nepali job seekers, including 821 women and 354 men.
In January 2021, Nepal and Israel signed an ‘Implementation Protocol’ for the implementation of ‘Agreement related to temporary employment of Nepali workers in the labor market of Israel’.
As per the agreement, the Israeli Government has made public the list of 1,175 Nepalis selected for employment in their country.
The shortlisted Nepali youths will get the opportunity to work as caregivers and in hospitals, nursing homes, and daycare centers.
Israel is one of the most lucrative foreign employment destinations for Nepalis. The Middle Eastern nation provides most of the jobs related to caregivers.
According to the Nepali Embassy in Tel Aviv, there are around 2,500 Nepalis working in Israel.

]]>53 percent of Nepalis were devastated as they lost their jobs during this second-wave lockdown. Additionally, the lockdown measures claimed both the jobs and income of 40 percent of the citizens.
The survey, which was performed during the third quarter of May 2021, was conducted by Sharecast Initiative Nepal with the help of UNICEF. The survey was conducted across 3,000 families with kids across Nepal.
People the witnessed income loss in the form of remittances and sales dips. Other sources of additional income were also impacted.
The survey concluded that agriculture and tourism, Nepal’s most significant employment sectors, suffered the most. This triggered the massive Nepali downslide on the employment front.
The employment seekers of Bagmati and Karnali were the worst hit, as per the survey.
“This large-scale job and income loss threaten to further deteriorate the socio-economic well-being of children and their families,” the survey said in its findings.
The survey cautioned that due to loss of income, most families might trim down food consumption and other essential requirements to ax expenses. About 99 percent of families are not receiving any monetary support to spar with these unexpected hardships.
UNICEF’s survey, Child and Family tracker, observed that more than 60% of households with kids suffered livelihood and economic losses in the initial two months of the lockdown.
Despite most of the aggrieved families recovering from the loss since 40 percent of the families are prone to slip into poverty, UNICEF emphasized.
Acting on the startling conclusions of this survey, UNICEF has transferred monetary resources to Nepal to safeguard over 10,000 children. The United Nations agency has commended Nepal on the expansion of the Child Grant Program and the social security allowance boost. The Nepali government has hiked the social security allowance 33 percent.
“It is important to increase the amount of the transfer to deal with the additional stress caused by the pandemic,” the UNICEF survey said.

]]>Among other South Asian countries, Nepal is ranked at No. 4 alongside Maldives, while Bhutan, Bangladesh and India are ranked way behind Nepal projecting a 2030 status of 81, 55 and 47 percent of unskilled high-school graduates, respectively.
The survey titled Voices of Youth interviewed 32,000 young people in South Asia and revealed their concerns on how they were being prepared for the modern job market.
It was found that South Asia is much below the global average in terms of preparing the next generation of young people for jobs in the 21st century.
Drawing inferences from the statistics, the UNICEF concluded that an estimated 54 percent of South Asia youth will leave school without acquiring the skills to get a decent job throughout the next decade.
Many young people from the region are of the opinion that their education system is outdated and do not prepare them for jobs.
Among the key barriers they face while searching employment, 26 percent students cited lack of work experience, 23 percent said that they received inadequate support services to improve employability and 44 percent point at rampant corruption in the employment sector outlined by bribery and unfair hiring practices.

The data has been jointly collected by the Global Business Coalition for Education (GBC-Education, the Education Commission and UNICEF.
“Every day, nearly 100,000 young South Asians – a large sports stadium of young people – enter the labor market, almost half of them not on track to finding 21st-century jobs,” said Henrietta Fore, Executive Director, UNICEF.
An overview of the Nepal Education System shows that it still has to go a long way in terms of producing an able, problem-solving and critical thinking generation.

According to Youth Ministry Vice-Chair Madhav Dhungel, the theme has been created with the aim to link youth with the national goal of promoting entrepreneurship, innovation and self-employment along with transforming education through the provision of quality and professional education.
A 201-member committee has been formed for the main ceremony with the coordination of Nepal Youth and Sports Minister Jagat Bahadur Sunar. Besides, a 17-member secretariat under Vice-Chair Dhungel has been formed to make the week-long event a successful one.
The event will be celebrated at Nepal Academy on August 12, 2019 with various programs where Prime Minister KP Sharma Oli will be Chief Guest.
As per the 2068 BS national census, Nepal’s total population comprises of 40.3 percent youth.

]]>The government said that the workers should undergo mandatory skill development training program to get work permits starting from June 01, 2019.
Besides, those applying for foreign work permits should disclose their professional skill certificate under the Foreign Employment Act, 2064, says Bhola Nath Adhikari, Ministry spokesperson.
This decision is coming in the backdrop of skill-related challenges being faced by Nepali youth across foreign destinations.
The concerned department has already begun searching for institutes that provide professional training to foreign job aspirants across the local and provincial levels.
The training will be offered in five key areas such as cook, security guard, waiter, steel fixers, wiring electrician, cleaner, housekeeping, plumbing and scaffolding.
According to the department statistics, around 70 percent of Nepali migrant workforce going abroad are unskilled.

]]>The program is expected to cover around 106, 872 unemployed Nepalis waiting for job opportunities across the local units.
The government has allotted a total of NPR 2.36 billion budget for this program.
In this regard, each local government body has already received a minimum NPR 500,000-10 million for job creation to all the unemployed locals.
Now, the target for the local units is to ensure jobs for 106,872 unemployed for 30 days in the next two months period.
This decision comes in line with the government’s ‘minimum employment program’, which it has planned to include in the ongoing policies and programs, and the FY 2019-20 Budget.
The Nepal Government is working extensively to create more and more job opportunities for its unemployed population.
Adding to the government’s efforts of conducting a series of targeted programs, the Public Service Commission (PSC) is preparing to announce vacancies for 8,000 posts in the first phase on May 29, 2019.
Vacancies for the posts will be announced in the fourth, fifth, sixth and ninth positions in both technical and non-technical categories.
The commission’s move comes in response to the uncertainty related to the recruitment of government staffers.
Meanwhile, the government is also coming up with a special youth program worth NPR 1 Bn for the coming fiscal year.
Hope the efforts of this kind will start addressing the gaps in the employment sector of Nepal.

]]>In a move filling the vacant government posts, Nepal Ministry for Federal Affairs and General Administration issued a notification for job postings under the Public Service Commission.
With this, PSC is now getting ready to announce job postings ad related advertisements for 11, 492 vacant posts in various departments across the local units.
Currently, there is a requirement for over 16,000 staff in around 753 local units.
In response to the Ministry’s enquiry on vacancy details, 437 local units responded reporting the requirement of 11,492 personnel.
Given the rise in a number of Nepali nationals moving out for jobs, the Government of Nepal has expressed his commitment to creating enough job opportunities locally.
In an announcement in January 2019, the Labor Minister Gokarna Bista informed that the government is formulating youth-targeted job programs.
He informed that the government is undertaking measures towards effective utilization of domestic human resources, and also create more scope for employment in various sectors including agriculture.
In this regard, the government has also planned for setting up of Labor and Employment Offices across the local units.
First such one was already established in Gandaki Province in January 2019, and more across all the seven provinces are currently under plans.
“Every month, the working age population increases by 35,000 people and Nepal must create 286,900 jobs a year to maintain its employment rate,” said a World Bank report in 2018.
Will have to wait and watch to understand how successful will the government be in fulfilling the set targets.

]]>Towards this end, Nepal Government is currently preparing a 25-year plan called ‘Long Term Vision of Nepal’ to transform the country into a ‘developed nation’ by 2043.
Nepal Planning Commission (NPC) has already prepared a concept note and also held discussions with the federal and provincial governments’ officials last week.
“The vision paper is being drafted to give the country a clear direction in achieving the long-term goal of prosperity for the people after the country gained political stability with the elections last year. The main goal of the vision paper is to achieve minimum level of development to be recognized as a developed country by 2043,” said NPC Vice-Chairman Pushpa Raj Kadel.
Besides the Long Term Vision, NPC is also working on a new five-year periodic plan for implementation from the coming fiscal.
While Nepal’s per capital income stands at USD 1,012 currently, the vision aims to double it in the next five years.
In line with this, the ruling government is considering the current fiscal as the foundation year for the country’s future economic prosperity. Government is aiming at an 8 percent economic growth rate in the current fiscal and plans to double it over the coming five-year period.
Under the vision, the country aims to zero-down poverty level, achieve per capita income at the level of industrial economies and ensure employment for nearly 40 percent of population belonging to lower income category.
Besides, the vision also aims to:
“We plan to publish the vision paper along with the five-year plan before the end of the current fiscal year,” informed Kadel.
In line with development agenda, the government has also paid high regard to infrastructure and other aspects of local development in the Federal Budget.

]]>Recently, the Nepal Labor, Employment and Social Security Ministry (MoLESS) has begun collecting various opinions from stakeholders including youth leaders from various political parties on the upcoming employment scheme.
Nepal Youth Leaders Opinions & Suggestions
Speaking at a recent survey program for youth leaders, Rashtriya Janata Party-Nepal Youth Leader Ranjeet Kumar Singh called the program a ‘first-of-its-kind’ program in Nepal, where millions of youth opt for foreign employment.
“Such schemes have been introduced in our neighboring countries, but never before in Nepal. In the absence of such government efforts, even educated people are migrating abroad and are forced to take up menial jobs,” said Singh.
He adds that the government should create jobs opportunities for the youth based on their geographical regions.
Similarly, Nepal Congress – Youth Wing Nepal Tarun Dal Uttam Chapagain suggested that the Nepal Government should give equal importance to vocational training under the program.
“Unemployed youths should be provided with skill-based training so that even uneducated people can have income opportunities and earn respect for what they do. As an agricultural country, the program should generate jobs in the farm sector,” said Chapagain.
In addition, Nepal Communist Party’s Youth Association Nepal (YAN) President Ramesh Poudel emphasized on the need for creation of a ‘Development Force’, which can be used for ‘big developmental projects in the country’.
“Such force should be developed under this program so that they get to work and contribute to nation-building. Also, various scattered programs of giving employment to youths should be merged into one,” adds Poudel.
Scope of the Employment Scheme
The ambitious project aims to create a minimum of 100,000 jobs in the country, per year and will engage Nepal unemployed youth in agriculture, forest & environment, animal husbandry and reconstruction, among the total 11 sectors.
MoLESS has also collaborated with Nepal private sector to generate employment in the aforementioned sectors, which will undertake prestigious projects including ‘National Pride Projects’.
“All Nepalis will have pride working under this common program, which is meant for everyone in the working age. Youth’s skill, energy and enthusiasm will be utilized in the country,” said Gokarna Bista, Pointing that foreign employment should be an option and not a choice of compulsion.
