The HoR scheduled the meeting in the afternoon.
The primary obstruction for HoR’s meeting is CPN-UML, which may try to block the meeting from happening.
The meeting was held before. However, it was interrupted seven minutes into the meeting as CPN-UML protested.
The political party, UML, accused Speaker Agni Prasad Sapkota of splitting the party by not stripping 14 lawmakers of their offices.
The UML had previously boycotted the all-party meeting initiated by Prime Minister Sher Deuba. The all-party meeting was called for by the Prime Minister to wick away the parliamentary differences.

]]>However, the exams will be held only after COVID-19 vaccination arrangements are made for class 12 students.
The NEB said that they are ready to conduct the examination before Dashain if the Covid-19 Crisis Management Center (CCMC) allows it.
The Board also confirmed that 15 days prior notification will be issued for the students after receiving approval from the CCMC.
Last week, the Parliament’s Education and Health Committee has recommended the NEB to conduct the Grade 12 exams promptly, for the repeated postponements would negatively impact the students.
Education Ministry Secretary Ram Prasad Thapaliya blamed the CCMC for postponing the Grade 12 Exams at the last moment.
“All students in the Kathmandu Valley sitting for the tests were vaccinated against COVID-19.”
“Both the Board and the Ministry are in favor of holding the tests,” he added.
The NEB recently postponed the class 12 examinations, which were scheduled to start from Shrawan 31, upon recommendation from the CCMC.
As the exam has already been postponed twice, the NEB stated that it is working on a schedule to ensure that the examination does not have to be rescheduled again.

]]>“President Bhandari ratified the ordinance at 1:10 pm today on the recommendation of the Council of Ministers in accordance with Article 114 (1) of the Constitution of Nepal,” said the president’s personal secretary Dr. Bhesh Raj Adhikari.
The Political Parties Act 2017 Amendment Ordinance enables political parties to split if 20% of the Central Committee members or the Parliamentary Party members agreed so.
Prior to this ordinance, the political party could only split if at least 40% of members opted for it.
Even the former Prime Minister KP Sharma Oli attempted to pass similar ordinance in April 2020. However, at that time, Nepali Congress and other political parties of the ruling alliance had apposed it.
Ironically, as soon as the ordinance was issued, the Mahanta Thakur faction of the Janata Samajwadi Party (JSP) has initiated preparations for the registration of a new party.
After losing the legal battle to claim the JSP party, the Thakur’s faction was waiting for the ordinance to register a new party.
According to leader Laxman Lal Karna, Thakur faction is set to reach Election Commission today for party registration. Janata Samajwadi Party (Democratic) is the new party name and bicycle is the election symbol.

]]>Sources informed that the Council realized it was time to amend the Political Parties Act, 200. The act facilitates the political splits. However, the percentage parameters were not set when it was drafted.
The Council decided that a split is possible if the exiting party has 20 percent political populace in the parliamentary committee or party’s central committee.
The ordinance makes things easy for Madhav Nepal of CPN-UML and Mahanta Thakur of Samajbadi Party, who are keen to ditch their current parties.
Ex-PM Oli initially pursued this ordinance in 2020. He set forth that amendment that a split would be possible if the exiting member commands 40 percent strength from the central committee or parliamentary party. The then-PM had to withdraw the ordinance back after he received flak for it.
However, the latest ordinance has not gone down well with CPN-UML as it vows to protest if it is implemented. The party’s spokesman, Pradeep Gyawali, said that the incumbent government would be held responsible for the consequences this development brings forth.
“We will protest because this will bring more instability,” Pradeep stated.

Expressing serious concerns over the decision of the party members to defy the party’s original decision, the CPN-UML has asked the 22 lawmakers to submit clarification.
A Central Committee(CC) meeting of the party held on Monday made the decision to this effect.
“The meeting today has asked the lawmakers, who voted for NC President Sher Bahadur Deuba to submit clarification within 24 hours. The party will further take action against them,” said CPN-UML.
Meanwhile, at least nine leaders in the Madhav Kumar Nepal-led faction had walked out of the Parliament even though the Nepal-led faction earlier announced its support to PM Deuba.
Claiming that the decision of the Mahantha Thakur-led faction of the Janata Samajbadi Party (JSP) to vote in favor of Deuba was an ‘immoral’ act, the lawmakers argued that they would not take part in such a floor test.
PM Deuba won an overwhelming majority of votes in the floor test. Of the total 249 lawmakers present in the HoR meeting, Deuba won 165 votes.

]]>Sher was conferred with the Prime Ministerial position using Article 76(5) of the Nepali constitution. He was appointed as PM after Supreme Court’s mandamus secured 165 votes in parliament. Sher needed 138 votes to win the vote of confidence in parliament.
During the vote of confidence, a total of 249 parliament members were present in the House of Representatives (HoR) on Sunday. While 83 parliamentarians vote against Sher, 165 parliamentarians voted in his favor. Only one member stayed neutral during this vote session.
With this victory, Sher will effectively stay as Prime Minister of Nepal until the next general elections are held in 2023. The positive development was taken cognizance by Indian Prime Minister Narendra Modi as he took to Twitter to congratulate Sher.
“Congratulations Prime Minister @DeubaSherbdr and best wishes for a successful tenure. I look forward to working with you to further enhance our unique partnership in all sectors, and strengthen our deep-rooted people-to-people ties,” Modi tweeted. The Indian PM is the first leader to congratulate Sher Deuba’s victory.

]]>As Sher Deuba stepped in as the new PM, Oli said this verdict of the Supreme Court would negatively impact Nepal’s multi-parliamentary setup.
Although he stated he and his party implement the court order, he emphasized that the order will destroy the political party system and roil the multi-party democracy.
“The terms and language used in the verdict has alarmed all those who believe in a multi-party system.
“The order has violated the system of check and balance [of power between state organs].
“This is just a temporary joy. It’ll have a long-term impact,” he commented.
He also said that he was not ousted by Nepal nationals but because of the Supreme Court verdict.
“I have not been ousted because of the people’s mandate but because of the court’s mandamus.
The exiting PM lobbed off a few parting shots at the Supreme Court. He accused that the apex court deliberately passed the verdict in favor of the opposition parties.
Oli said, “It is the duty of players to play the game. The referee is there to maintain fair play, not to help any one team to win.”
He stressed that the apex court overstepped its jurisdiction by passing verdicts on political matters.

The apex court has adjourned the hearing of this case to June 23.

]]>Speaking at an inauguration ceremony of an industrial estate in his home district, Jhapa, on Sunday, PM Oli challenged the Dahal-Nepal faction of the ruling Nepal Communist Party (NCP) to ousts him from his post if they can.
“Remove me if you can. If I am ousted, I’ll emerge victorious with a two-thirds majority in the next election,” he challenged the rival faction.
“KP Oli is still the parliamentary party leader of the NCP. He is the party chairman as well as the prime minister. If you have restored parliament, remove KP Oli from the prime ministerial post,” said PM Oli.
He also challenged the Nepal-Dahal faction to table a vote of a no-confidence motion against him and approve it.
“My resignation is not the way out. This will lead to political instability and chaos and will recur the tendency of horse-trading lawmakers,” added PM Oli.
“I have become the prime minister through democratic means,” said PM Oli stating that it was not Prachanda who made him the Prime Minister.
He also criticized Prachanda saying, “In fact, he precisely said that he would form a coalition government that is comfortable for others because he has never, in the history, been comfortable for the Nepali people and the country.”
PM Oli further condemned the rival faction for obstructing the government’s works saying, “The government was consistently under pressure from them. They interfered in every sector and every step. Instead of cooperating with the government, they were hell-bent on defaming it.”
Meanwhile, the Nepal-Dahal faction has been working rigorously to garner support from Nepali Congress (NC) and Janata Samajbadi parties in an apparent bid to remove Oli from power.

]]>He said that people favor elections, and the Supreme Court’s decision on the HoR dissolution case will be in favor of people and the country as a whole.
During the meeting, he said that the reinstatement of the dissolved HoR will not only be against the public interest but also lead the nation towards instability. He further informed that it is beyond his imagination that the Supreme Court would pass a verdict to reinstate the Parliament.
“We cannot even imagine that the Supreme Court will pass verdict otherwise under any pressure,” said PM Oli.
He also said that his party would launch an agitation if the Apex Court gave its verdict against the HoR dissolution.
Other prominent leaders of the Oli-led faction, including Home Minister Ram Bahadur Thapa and senior leader Subas Chandra Nembang, too addressed the mass gathering.
The mass gathering was organized to showcase their strength and inform people about the reasons behind HoR’s dissolution and calling of the mid-term elections.
Meanwhile, the Dahal-Nepal faction of the NCP formed a human chain around the outer sphere of Tundikhel as a protest against the HoR dissolution by the Oli-led government. Hundreds of participants formed the human chain and chanted anti-government slogans during the protest.
