    Nepali Hindu community is celebrating the auspicious Maghe Sankranti 2020 with fervor across the country on January 15, 2020.

    The celebrations are planned on a grand scale beginning with the traditional #bullfight, as every year. Marking the festival day, the country is going to see exciting bullfighting events across different areas.

    The bullfighting event will be seen in Nuwakot and Dhading districts, adjoining the Kathmandu valley, as the major highlight of the #MagheSankranti2020 celebrations in Nepal.

    Hundreds of public are going to be seen in Taruka village of Nuwakot district to watch the joyful event.

    The local sport has its origin in Taruka village and has been played since some 200 years ago in the 19th century.

    Bullfight in Nepal

    Bullfight in Nepal is different from those in other parts of the world! #NepaliBullFight event includes both bulls and oxen, where they will be fighting continuously for nearly an hour period.

    Ethnic appearances by the women of Tharu and Magar communities are going to be other highlights of the day.

    ‘Maghe Sankranti’ – The Auspicious Day

    Maghe Sankranti Celebration

    Maghe Sankranti, which falls on the first day of the Nepali month of Magh as per the lunar calendar, marks the transition of Sun into the Hindu zodiac sign called Makara (Capricorn), putting an end to winter and welcoming the other seasons of the year followed by summer.

    As per the tradition, Nepali Hindus visit various holy shrines and rivers to observe traditional pujas and Makar Snan (holy river bath) at the confluence of major rivers on this auspicious day.

    While the confluence of the holy Kali Gandaki and Trishuli rivers in Devghat hold great significance, devotees also take holy dips at various other rivers such as Dolalghat, Devghat, Ridi, Triveni and Baraha Kshetra, among others across the country.

    A large number of people from Sunsari, Ilam, Morang, Saptari, Siraha, and Jhapa districts and a good number of people from various places of India gathered at Kankai River for Makar Snan, the tradition that is observed every year.

    Nepal Delicious Sweets of Maghe Sankranti

    Marking the celebration as the start of New Year, Nepal’s Tharu community people will visit the Kathmandu Valley’s open ground Tundikhel (to commemorate Maghe Sankranti, the community’s biggest festival).

    Meanwhile, the Newar Community also celebrates the festival as Ghyo Chaku Sanlhu with delicious dishes like ghee, chaku and remembering their beloved and departed souls.

    As per the tradition, the elders apply a little amount of oil to the younger ones who then proceed for holy dip in sacred rivers. It is believed that sharing and eating ghee and chaku, vegetables and yam and sesame seed candy on the festival day adds to a healthy life.

    Another special delicious item, a mixture of black gram and rice with hot spices and ghee, called Khichadi is also served on this auspicious festival day.     In 2019, a three-day-long fair was held in Gulmi at the pilgrimage site of Ridi of Ruru area at a place, a
    tri-junction of Gulmi, Syangja and Palpa districts.

    Meanwhile, another big religious fair was also celebrated in Devghat of Chitwan district with thousands of participants gathering at Devghat Dham for taking holy dip and observing the festival rituals.

    Tharu community people also gathered at Tundikhel on a larger scale to mark the festival celebrations. Dressed in cultural attire, the community performed various cultural and religious dance shows at the event.

    The traditional bullfight is one most famous animal sports event played as part of the Maghe Sankranti celebrations across Nepal and India. Commemorating the start of Magh and holy Sankranti festival, traditional bullfight sports event will be held across Nepal on January 15, 2020.

    While Magh is also celebrated as the feast of molasses, Nepal’s mountainous district Nuwakot looks at it in a different way.

    Marking the start of the Magh, the country observes the annual bullfighting event, a traditional animal sport that dates back to more than 225 years.

    “This is the tradition which we (farmers) have continued for years. We have been herding the bulls and the government has been giving allowance to buy the tractors. However, we are not getting any sort of help or aid despite preserving the tradition for long,” says Bhoj Bahadur Bhandari, a participant of this traditional bull sport.

    This annual bull-taming festival in Nepal is similar to that of the most-famous Jallikattu in Tamil Nadu of India and the Spanish Bullfight.

    Apart from being a tradition, this unique bullfighting event is also adding to the promotion of Nepal tourism.

    Today, the country celebrates Maha Navami, the ninth day of the Dashain celebrations. Nepalis will be visiting temples of Goddess Durga, who is believed to be the ‘deity of victory & might’. Also, Nepalis worship the deity Vishwa Karma, the ‘God of Creativity’.

    Animals, especially buffaloes are sacrificed on the occasion to honor the goddess. Military officers dressed in their uniforms with their medals play bands of war tunes and perform gun-firing in the air.

    When the ceremony ends, the temple courtyards are filled with blood till ankle-level.

    On this day, people get their vehicles, machinery, musical instruments and anything else that gives them a blessed livelihood.

    Let’s take a look at the preparations and celebrations of Dashain 2076 (2019) across the country:

    As part of celebrations of the Dashain festival in Nepal, devotees have been visiting various temples of Goddess Durga, Mahalaxmi, Mahakali and Maha Saraswati and other deities reminiscent of power, knowledge and wealth.

    In Kathmandu, devotees are visiting the Bagalamukhi, Bajra Barahi, Bhadrakali, Bagalamukhi, Bijeshwari, Naradevi, Guheshwari, Maitidevi, Naxal Bhagawati and Shova Bhagawati temples among others in large numbers.

    More than 1 million people in 10 days have left their villages to celebrate the Dashain festival. 992, 867 individuals alone left from Kathmandu as of October 01, 2019. 119,467 vehicles were used to carry these individuals from the city, informed the Metropolitan Police Traffic Division (MPTD). Likewise, a total of 60,000 people have entered Kathmandu Valley for the Dussehra celebrations.

    1) Natives Sow Jamara in Gorkha’s Dashain Ghar – On the first day of Bada Dashain festival, natives of Gorkha sowed the traditional Jamara – barley shoots to mark Ghatasthapana (the first day of Dashain). The ritual was performed at the Gorakhali and Manakamna temples in Gorkha on September 29, 2019.  People worshipped Lord Ganesh, diyo and kalas as mentioned in the vedas.

    2) Students Receive Dashain Expense from PM KP Sharma Oli – In view of the upcoming Dashain festival, Nepal Prime Minister KP Sharma Oli presented students with a Dashain cash gift of NPR 5,000 on October 01, 2019. The Prime Minister has announced his guardianship for the students one and half years back. They include Grade 2 students from Ramdulari Secondary School of Kalyanpur municipality and two others from Mugu district.

    3) NCP Organizing Dashain Tea Party – The ruling Nepal Communist Party has decided to hold a Dashain tea party on October 16, 2019 in view of the Dashain, Tihar and Chhath festivals. The NCP said that it will be inviting more than 100,000 individuals to the event, which will be held at Bhrikutimandap. This includes artistes, business community members, constitutional body officials and diplomatic agencies representatives among others.

    4) Nepal Rastra Bank Issues New Currency – The NRB announced that it will be issuing new banknotes for the Dashain festival from September 27, 2019. It further stated that a person could avail of new banknotes up to NPR 18,500 until October 01, 2019. The new currency was made available at different banks and financial institutions.

    1) Connectivity

    The Nepal Government has made some important announcement regarding its most-awaited connectivity project with the neighboring nation. President Bidya Devi Bhandari participated in a ‘High-Level Meeting of the Second Belt and Road Forum for International Cooperation’ in Beijing on April 26, 2019.

    Nepal China Railway Project

    Speaking on the sidelines of the meet, the President expressed a strong hope that the development of ‘Trans-Himalayan Multi-Dimensional Connectivity Network’ and the ‘Nepal-China Cross-Border Railway’ will enhance connectivity between Nepal and China.

    2) Malaysian Climber Rescued

    Wui Kin Chin (48), an anesthesiologist, summitted the 26,545-ft-long Annapurna peak along with 31 other international climbers on April 23, 2019. However, the climber failed on his descent to the lower camp and had to remain stranded for two days on his return journey from the world’s tenth highest mountain.

    Finally, a rescue helicopter team spotted him on April 25, 2019 and brought him back, after which, the climber was rushed to hospital in Kathmandu.

    3) Restoration of Heritage Sites

    Marking the fourth anniversary of the deadly April 2015 earthquake, PM Oli emphasized on the need for reconstruction and restoration of the quake-hit heritage sites in their original styles. Oli said this at the National Reconstruction Authority (NRA) and Kathmandu Metropolitan City (KMC) meeting held on the occasion of the 4th Earthquake Memorial Day in Kathmandu city on April 25, 2019.

    Considering the nation’s vulnerability to natural disasters, PM urged them authority to strive for the construction of quake-resistant structures.

    4) Ncell Tax Case

    Seems the government’s directive has not reached to the intended extent for the country’s leading telecom operator.  Ncell has failed to pay its tax liability of NPR 39 billion even after the Large Taxpayers Office (LTO) urged it to do so within a seven-day grace period.

    The telecom operator has reportedly approached the apex court on April 22, 2019, seeking an order to vacate the LTO decision. In this regard, LTO has also issued official notices calling for the halt of Ncell services until the liability is paid. Read More

    Chief Justice Cholendra Shumsher Rana administered oath of office to the five newly-appointed justices at the Supreme Court on April 21, 2019. Dinesh Chandra Thapaliya as Chief Election Commissioner and Bishnu Maya Ojha as National Inclusive Commission Chairman, were among the top high-level officials announced.

    In a decision on April 24, 2019, Japan Civil Aviation Bureau approved the Nepal Airlines Corporation for operating its direct flights to Osaka. Navaraj Koirala, Deputy Spokesperson at Nepal Airlines, said this a statement, informing that they received fare clearance for the Kansai International Airport and Osaka. “We filed the fare tariff last Friday,” Koirala informed.

    7) Social Media Fraud

    Around 100 youth from Sindhuli district have been deceived in the name of jobs. Surprisingly, the youth fell prey to the fraudsters on social media channel Facebook, where they gave NPR 6,700 each as a training fee and for job confirmation. “When I demanded my salary, Magar said that he would pay me soon. Now he has stopped receiving my calls,” says Karki, one of the victims, who have already filed a complaint at the Central Investigation Bureau of Nepal Police in Kathmandu.

    8) Sudurpaschim at High Malaria Risk

    Sudurpaschim Province of the country is reportedly at high risk for malaria infection, says the Epidemiology and Disease Control Division. According to the Division’s new survey, more than 50 percent of malaria cases in Nepal are being reported from Sudurpaschim Province alone, particularly in Kailali, Kanchanpur and Bajura districts.

    Out of 1,187 malaria cases in the last fiscal year, 586 were seen from Sudurpaschim Province alone. This was revealed on account of the World Malaria Day 2019 on April 25, 2019.

    9) 4000 Workers NRA Workers Resign

    In a surprising move, more than 4,000 technicians of the National Reconstruction Authority working in 32 earthquake-affected districts have resigned en masse, citing lack of allowances and timely payments.

    “We waited for long believing that the authority and the government would address our demands, but they showed no response to our demands. So, we have decided to resign,” says Abinash Amar, Chairman of the National Reconstruction Authority Technicians Welfare Protection Struggle Committee.

    The workers’ decision has suddenly halted the earthquake reconstruction works.

    Nepal is currently facing the absence of ambassadors at nearly six of its foreign missions. The number reached six with the latest recall of the Nepali Ambassador to Qatar Ramesh Koirala. The government has been waiting to fill the vacant posts since months’ time.

    The criteria will be followed gradually and appointment of the new envoys will gain momentum after some days,” Kundan Aryal, press adviser to Prime Minister KP Sharma Oli, said in a statement.

    Issuing the order, Justice Ishwar Prasad Khatiwada questioned the government seeking their justification on the decision to ban the game.

    The court cited Article 17 of the Constitution of Nepal that guarantees ‘freedom of expression’ and also lists situations when it can be curtailed legally.

    Considering this, the court said none of the issues raised by the government comply with constitutional provisions.

    The Deputy Director of the Nepal’s telecom regulatory body, who raised serious concerns on PUBG playing among children, also reportedly failed to prove his point.

    In a major update questioning the cash transparency, Nepali International NGOs (INGOs) have reportedly received three times more funds than what they have shown to the government in the last three fiscal years.

    The Officer of Auditor General (OAG) revealed this in its 56th annual report released on April 12, 2019.

    According to OAG, the funds received by INGOs are three times more than what they disclosed to the concerned government authority through the Aid Management Platform (AMP).

    AMP, managed by the Finance Ministry, keeps tracks foreign aid to Nepal received from the government and non-government sectors. While, the Social Security Council (SSC) is the authorized department to monitor international and domestic non-government sectors.

    INGOs disclosed NPR 58.58 billion to AMP as their foreign aid earnings for FY 2015-16 and FY 2016-17. But the deposits they made to commercial banks show NPR 153.72 billion as the total funds received.

    By doing so, INGOs have violated the Project Agreement Appraisal Guidelines of SSC that mandates them to maintain data transparency with SSC and AMP.

    “The mobilization of funds received by INGOs to implement the projects should be made transparent. Monitoring should be strengthened,” OAG report stated.

    “Such a massive gap between their reporting to the government agencies and bank accounts certainly raises questions over the transparency of funds received by them,” says a senior official at the Ministry of Finance.

    SSC officials opine that INGOs’ non-disclosure of the fund received from residential donor agencies might have caused this discrepancy in overall amount.

    “As per the existing laws related to the non-government sector, INGOs should be affiliated to the Social Welfare Council and work after signing an agreement with us, but a number of INGOs are yet to be affiliated to us,” says Shiva Kumar Basnet, SSC Spokesperson.

    The government has been failing to stop the flow of funds through INGOs for local development projects.

    According to Nepal’s Development Cooperation Policy, the donor funds to the country should not come through INGOs.

    “The government’s position is that INGOs should bring funds with their own efforts from abroad, but this policy largely remains unimplemented,” says a Finance Ministry official.

    According to the Finance Ministry’s Development Cooperation Report 2018, residential donors have pumped in around USD 134.33 funds through INGOs, amounting to 10 percent of the total aid received by donors In the fiscal year 2017-18.

    USAID, WFP, EU, UNCF, German Aid Agency (GIZ), Norway and the Swiss Agency for Development and Cooperation (SADC) are among the international donors (with residential offices in Nepal) that have contributed to INGOs in the last fiscal.

    Surprisingly, the Association of INGOs (AINGOs) Nepal is not aware of the situation!

    “I am not aware of this matter. What I know is all INGO funds raised either from outside or inside the country should technically be reported in their project agreements with the Social Welfare Council,” says Shibesh Chandra Regmi, Chairperson of AINGOs Nepal.

    Meanwhile, local NGOs also disagree with the fund mobilization through INGOs and raised the concern in the 9th General Convention in December 2018.

    They opine that the mobilization through INGOs results in higher administrative costs, leaving little fund for actual works on-ground.

    In a major decision regulating tax payments, the Supreme Court has directed the leading telecom service providers to pay their pending taxes very soon.

    The apex court has ordered Nepal’s telecom provider and Malaysia-based Axiata to pay their pending capital tax gains to the government within the next three months period.

    The company’s buyout, sale of shares and distribution of bonus will be halted till the payments are made, SC added.

    In this regard, a special bench led by Chief Justice Cholendra SJB Rana and other Justices issued a mandamus order in the name of defendants, Ncell and Axiata, urging them to pay the huge tax they had skipped three years ago.

    The issue dates back to the time when Axiata bought Reynolds Holdings, a majority shareholder in Ncell, from Sweden-based TeliaSonera for NPR 1.03 billion.

    Reynolds Holdings is the subsidiary of TeliaSonera and is registered in tax haven of Saint Kitts and Nevis.

    Civil society members argue that tax evasion has happened during the transfer of management from TeliaSonera to Axiata.

    Ncell has reportedly already paid NPR 23.57 billion in two instalments as an applicable tax on the profit generated through its sale, with NPR 9.97 billion in May 2016 and NPR Rs 13.60 billion in June 2017 owing to the intense pressure from a cross-section of the society.

    Whereas, TeliaSonera failed to pay capital gains tax on the sale of its share (80 percent) in Ncell to Axiata in April 2015. As of June 17, 2017, the Swedish firm’s tax liability stands at NPR 60.71 billion.

    Finally, Paragliding is making its way to Nepal national games!

    Yes, Paragliding is going to be played at the 8th Nepal National Games scheduled to be held across Province 5 from April 18, 2019.

    In a recent release, Nepal National Sports Council informed that the paragliding competition would be organized at Pokhara from April 19, 2019.

    This will be the first time that paragliding will be played part of the National Games.

    According to General Secretary at the Nepal Paragliding and Hang Gliding Association Shailendra Raut, Nepal Army and 46 men & 9 women participants are participating in the competition for six gold medals. A team of 14 athletes including 10 men and 4 women from Tribhuvan Army Club are in the game.

    The Civil Aviation Authority of Nepal (CAAN) designated Nepal Airsports Association (NAA) as the sole authority for paragliding and hang gliding.

    This year’s theme for #WHD2019 is ‘Universal Health Coverage’ with key focus on essential health services to the needy across the globe.

    In its official statement on the 2019 World Health Day, the World Health Organization (WHO) pitched on the need for strengthening basic health infrastructure and boost up investment in stronger health systems, globally.

    “Today, half the world’s population cannot access essential health services. Millions of women give birth without help from a skilled attendant; millions of children miss out on vaccinations against killer diseases, and millions suffer and die because they can’t get treatment for HIV, TB, and malaria. In 2019, this is simply unacceptable,” WHO said in a statement.

    The good news is that there is a growing movement to address these inequalities, it added.

    Nepal Observes World Health Day 2019

    In line with every other nation, Nepal has also officially observed the World Health Day 2019 on April 07, 2019.

    On the occasion, UN Nepal organized a special event at Kathmandu’s Durbar Square, calling on Nepalis from all walks of life to reflect, draw and sign on the #WHD2019Theme ‘Primary Health Care’.

    “Via the interactive art program, organized by National Health Education, Information and Communication Centre (NHEICC) under Department of Health Services (DoHS), Ministry of Health and Population (MoHP) and World Health Organization (WHO) – Country Office Nepal, the public art program highlighted the concept of Universal Health Coverage and Primary Health Care (PHC),” read an official statement by UN Nepal.

    The program was an effective interactive session on promoting and spreading awareness on UHC and PHC under #WHD2019.

    • PHC Key for UHC

    UHC ensures that all individuals and communities receive health services without financial   burden, covering a range of basic and quality health services including health promotion to  prevention, treatment, rehabilitation and intense care. This also promotes access to key  health services that address the factors leading causes of disease and death, and PHC      stands vital to the process.

    PHC, as a means to UHC, ensures basic health services that cover majority of individual’s   healthcare needs with key focus on key aspects of physical, mental and social health and  wellbeing. Achieving this is a serious mission that demands effective workforce. Currently,     the world has an estimated shortfall of 18 million health workers, with only 8 countries (out   of available data of 30 countries), spending at least USD 40 per person on PHC per year.

    Nepal has been striving hard, over the years, to ensure healthcare coverage for its citizens. Some of the efforts include:

    • Nepali Parliament endorsed the historic Health Insurance Bill announcing Universal Health Coverage for Nepalis, including mandatory enrolment of all Nepali households in the universal healthcare program for preventive, promotive, curative and rehabilitative support.
    • The Himalayan nation has also proposed National Migration Health Policy (NMHP) exclusively for its migrant population
    • The country has made some remarkable progress in child and maternal healthcare
    • Nepal has been successful in fighting out global menaces like Diabetic Retinopathy, Rubella, Polio, Leprosy, among others
    • Besides, the country has been making sincere efforts to control growing concerns of rheumatic arthritis, cardiovascular, diabetes, mental health, among other serious healthcare issues
    • The country has been taking necessary measures with key announcements on almost every health awareness day such as World Hepatitis Day, World Hemophilia Day, and more
    • The Himalayan nation signed ‘Delhi Declaration’ to ensure improved medical access
    • The country has been making serious efforts to increase the availability of tetanus vaccines and other disease-fighting drugs

    List not exhaustive! Nepal has been making sincere attempts with formulation of new policies, new measures and more to improve healthcare coverage to its citizens. On the other side, WHO Nepal has also been organizing special programs to promote gender-based equality, strengthen health communities, the level of diagnosis on deadly diseases like Cancer, among others.

    WHO’s Call for Universal Health Coverage

    In the Sustainable Development Goals, all countries have committed to Achieving Universal Health Coverage (UHC) by 2030. To meet that target, we need to see 1 billion people benefitting from UHC in the next 5 years.

    This is not an unattainable dream, nor will it require billions of dollars to implement. UHC is achievable, right here, right now, for all of us.

    “Strong and sustainable primary health care is the bedrock of universal health coverage, and the best defense against outbreaks and other health emergencies,” WHO adds.

    Health for all is possible even with health systems that are less than perfect – countries at many different income levels are making progress with the resources they have.

    The Way Forward

    Towards achieving UHC goals, WHO, on April 05, 2019, formed partnerships with various global health and development organizations to symbolize the shared commitment of ‘health for everyone, everywhere’.

    “This shared commitment will be fundamental as we move forward to the next milestone in the global push towards universal health coverage – at the United Nations High-Level meeting on Universal Health Coverage in New York later this year,” WHO added.

    “At that meeting, world leaders will have the opportunity to demonstrate their commitment to UHC to ensuring that every mother can give birth safely, that every child survives past its fifth birthday, and that no one dies simply because they are poor,” WHO noted in its conclusion statement.

    The Asian Development Bank (ADB) has come up with another new announcement on Nepal’s economic growth.

    In its latest Nepal Macroeconomic Update released on April 03, 2019, ADB projected Nepal’s economic growth rate at 6.2 percent for FY 2018-19 and 6.3 percent for 2020.

    Though there is only a slight rise in projection from 2019 to 2020, ADB says the Himalayan nation can achieve more, and in a sustained manner.

    “The outlook is for a stable growth on the back of strong domestic demand, fueled by a larger budget allocation to sub-national governments and accelerated post-earthquake reconstruction,” said ADB Country Director for Nepal Mukhtor Khamudkhanov.

    However, the country needs to address some challenges for smooth implementation of fiscal federalism and maintain fiscal discipline to achieve the expected growth.

    “Challenges to smooth implementation of fiscal federalism and maintaining fiscal discipline at large could pose potential risks to the outlook. Nepal has the potential to achieve and sustain higher growth rate over a long period of time if these challenges are addressed,” Mukhtor adds.

    Sector-wise

    ADB projects a positive outlook for the agriculture sector, which is likely to grow up to 4.5 percent from 2.8 percent of the previous year, favored by monsoons.

    This monsoon season is expected to boost Nepal’s paddy production to 5.5 million tons, giving an 8.4 percent year-on-year rise.

    Industry sector is another area poised for a growth rate, at around 7.1 percent supported by enhanced power supply and favored investment climate.

    Services sector is also expected to grow by 6.4 percent in FY 2019 as a result of positive trend in wholesale & retail trade and hotel industry, among other related areas, the report added.

    Here comes another important step welcoming the development of another model city in Nepal.

    Darchula’s Mahakali municipality has taken a firm stand to develop the municipality as an educational city.

    Towards this aim, they engaged different stakeholders in the field of education to realize their dream from the coming academic year.

    After the successful completion of consultations in all the nine wards, now the municipality authorities began next-level discussions with the locals in the field of education.

    The municipality authorities have formed a special educational strategic plan to achieve the goal.

    Education in Nepal

    According to Municipality Mayor Hamsharaj Bhatta, the consultations are aimed at discussing ways to explore the ways to build a different identity for the municipality through education.

    “We have a dream to make the municipality a hub for education as part of its three-year strategic plan. The plan for educational reform would be put in place through upcoming budget,” says Bhatta.

    Hope the sincere efforts would reap positive results for the municipality authorities in the days to come.

    Developing model places is not a new feat for Nepal. Dhankuta as a model village and Bhujung as ‘Cleanest Village’, among others have already proved the country’s capabilities.
