With an aim to improve higher education in the country, the Nepali Government launched Nurturing Excellence in Higher Education Program (NEHEP).

The government launched the NEHEP program with a budget of USD 60 million, with the support of the World Bank.

The University Grants Commission, Ministry of Education, Science and Technology, and the World Bank jointly launched the five-year program.

The main objectives of the NEHEP are:

    • Improving the quality and labor market relevance of Nepal’s higher education
    • Enhancing collaborative research and online learning
    • Expanding access to academic institutions for underprivileged and vulnerable students from disadvantaged areas
    • Expanding targeted scholarships to disadvantaged students to pursue labor market-driven academic programs
    • Offer equity grants to higher education institutions in disaster-affected areas

“Investing in human capital from early childhood to higher education is key to helping young people in Nepal realize their development potential,” said Education Secretary Ram Prasad Thapaliya during the inaugural ceremony.

“This program will help strengthen the higher education sector in collaboration with industries and ensure students across Nepal including those from disadvantaged groups have access to quality higher education”, he added.

Nurturing Excellence in Higher Education Program (NEHEP)

Likewise, World Bank Country Director for Maldives, Nepal, and Sri Lanka, Faris Hadad-Zervos said, “By improving access of students, especially those from disadvantaged communities, to quality higher education and skills that are in demand in the labor market, this program will support Nepal’s COVID-19 recovery.”

“This is critical as the country forges efforts towards green, resilient, and inclusive development, which the World Bank is committed to support”, he mentioned.

The coronavirus pandemic has severely impacted the functioning and outcome of education systems. This is true across the world and affected all children, restricting their educational opportunities.

According to a report by UNESCO Institute of Statistics, the closure of educational institutes due to the pandemic has put an estimated 4.5 million girls at risk of missing school.

The closure of schools since March 2020 has proliferated the risk of thousands of girls never return to their schools.

“Such crises lead to long-lasting impacts on gender equality and education with irrevocable consequences on the most marginalized girls,” said the report.

“The risk of child labour, gender-based violence, early and forced marriage, and early and unintended adolescent pregnancy may increase, leading to many girls never returning to school.”

“Despite faring poorer in quality, girls’ access to education had increased significantly in the last two decades,” said Binay Kusiyait, Tribhuvan University professor.

“Though it is hard to say to what extent, the pandemic is surely taking away the achievement.”

    Nepal School Children

The retention of children in school had been a challenge even before the pandemic. And the pandemic has further deteriorated the situation.

According to the government’s economic survey report for the FY 2020-21, over two-thirds of the students enrolled in Grade 1 drop out of the school by the time they reach Grade 12.

The report shows that the retention rate up to grade 12 in the current FY was 29.2 percent.

Nepal’s Ministry of Education, Science, and Technology has hammered out an action plan for reopening educational institutes amid the pandemic.

In accordance with the ‘Smart-Lockdown Procedure, 2078’ issued by the Nepali Government in August, the Education Ministry has drafted the action plan for the operation of schools and colleges as they plan to reopen physical classes.

The Education Ministry has categorized schools into four sections, red zone, dark yellow zone, yellow zone, and green zone. Depending on these zones schools will either be closed or opened.

According to Deepak Sharma, Education Ministry Spokesperson, schools that fall in the red zone and dark yellow zone will be closed, either located in the local levels or districts.

Likewise, the schools and colleges in the yellow zone can resume physical classes with minimum presence of students. One-third of students can be allowed for the physical classes on a daily basis.

The local level schools in green zone can fully resume physical classes. However, the schools must adhere to the health protocols issued by the ‘School Operation Framework 2077’.

    Nepal Back to School

Moreover, the Ministry has categorized students into various groups based on their access to technology.

The categories include students who have no access to any technology, students who have access to television, students who have access to radio or FM, students who have access to computers but do not have internet, and those who have access to internet and information communication.

The schools in red and dark yellow zones are instructed to categorize their students and conduct classes accordingly.

In a bid to improve quality of higher education in the country, the Nepali Government has signed USD 60 million (NPR 7.12 billion) loan agreement with the World Bank.

The concession loan to be provided by the international bank will help the Nepali Government to accelerate The Nurturing Excellence in Higher Education Program.

The Program aims at enhancing the quality of higher education, improving online learning, and expanding access to quality education for underprivileged and vulnerable students.

It is also intended to align the higher education sector with labor market needs, boost collaborative research and entrepreneurship.

    Education

The financing agreement was signed at the Finance Ministry, Kathmandu. Finance Secretary Madhu Kumar Marasini and World Bank’s Country Director Faris Hadad-Zervos signed the agreement.

“Investing in human capital was a key priority of the government to help young people realize their development potential,” said Finance Secretary Madhu.

“This project supports the government’s focus on recovery from the COVID-19 pandemic by strengthening the higher education sector and ensuring students all across Nepal including those from disadvantaged groups have access to quality education amid the pandemic’s challenges,” he added.

Likewise, WB Country Director Zervos said, “An important aspect of Nepal’s recovery efforts from the pandemic is to ensure that quality higher education was accessible, inclusive, and relevant to the demands of the labor market.”

“This is key to helping Nepal build back better and strengthen its resilience,” he added.

Amid the threat of third wave of the pandemic, the National Examinations Board (NEB) has postponed the Grade 12 Examinations for the academic year 2020/21 until further notice.

    Previously, the NEB scheduled the grade 12 examinations from Shrawan 31, 2078 (August 15, 2021) till Bhadra 9, 2078 (August 25, 2021).

The latest decision comes on the heels of the recommendation from the COVID-19 Crisis Management Center (CCMC) to postpone all upcoming examinations.

    Nepal Grade 12 Examination

“The Grade XII examination is postponed until another notice is published,” informed NEB President Prof. Dr. Chandramani Poudel.

    Grade 12

According to the NEB, around 3,86,000 class 12 students are appearing for Grade 12 examination this year. A total of 4,335 examination centers were allotted all over the country.

Citing the multiple postponements, the NEB is likely to cancel physical examinations and follow last year’s module of allotting grades to students based on the internal assessment by their colleges.

Over 385,000 Class 10th students will have to wait longer for the SEE results as 24 schools came under the scanner for providing arbitrary marks.

According to the National Education Board (NEB), 24 schools across Nepal have given ‘A’ and ‘A+’ grades to their students even without including the practical subjects.

Schools in all the three districts of Kathmandu Valley have granted ‘A’ and ‘A+’ grades to most of their students, while those in eight districts in the Terai region provided arbitrary marks.

Without further ado, a meeting of NEB on Thursday has decided to investigate all the 24 schools.

Thus, the results of the Secondary Education Examination (SEE) 2021, which were scheduled to be published within August 9, have been delayed.

    Secondary Education Examination (SEE)

For the academic year 2020/21, the NEB had made a new provision that the schools must provide a specific reason if they allot more than 80 marks for any student.

However, most of the private schools and some renowned government schools were found to be given marks to their students by violating the rules.
