    Nepal’s monsoon season this year has come to an end finally.

    The Meteorological Forecasting Division (MFD) issued a weather bulletin in the morning today stating that the monsoon this year has exited from Nepal on Monday evening.

    However, the monsoon season this year subsided nine days later than the usual time. Generally, monsoon subsides from October 2 every year.

    This year, the monsoon season started subsiding from some parts of the country on Friday and exited fully on Monday evening, stated the MFD.

    The monsoon had subsided from Sudurpashchim Pradesh, Karnali, and the western part of Lumbini Pradesh from Friday, mentioned the Division.

    Nepal Monsoon

    The late exit of the monsoon this year resulted in 15% more annual rainfall in the Himalayan nation.

    According to senior meteorologist Indira Kandel, Pokhara received 4,270 millimeters rain in the monsoon season this year. Usually, Pokhara receives 3,064 mm of rain on average during the monsoon.

    Likewise, Mustang, which normally receives 158.5mm of rain on average, has received 430mm of rain this monsoon.

    Nepali cricket team made a confident start in the tri-nation series in Oman as part of the ICC World Cup League 2 Qualifiers.

    In the first ODI match played against Papua New Guinea, the Himalayan team bestowed a humiliating defeat on PNG by knocking out the team for 134 runs in 33 overs.

    On Dhan Diwas, Nepal’s most significant agricultural festival, farmers across the Himalayan nation were seen celebrating the significance of farming by singing, playing in the field, and planting saplings for a new crop.

    However, few farmers in the Terai diverged from the tradition and instead opted for modern plantation techniques to place the saplings.

    However, this is not the first time that Nepali farmers have ditched traditional practices for mechanical farming methodologies.

    Megh Nath Timalsena, an officer of the Prime Minister Agriculture Modernisation Project (Project Implementation Unit, Chitwan), stated Nepali has been farming with mechanical assistance since 2014.

    “When I was in Jhapa, one Hari Silwal had returned to Nepal after studying in Europe. He might have observed and learned the European style and agricultural technologies there; hence he brought with him a four-wheel-drive riding-type rice planter, a combined harvester, and 5,000+ plastic trays. In 2014, he introduced them in the Kankai Municipality of Jhapa,” he said.

    Megh Nath is currently posted in Chitwan, and there, farmers have already shifted to modern farming. However, Nepal’s efforts to modernize the farming methods are stunted by the high costs of the machinery. Although the mechanization drive is being implemented across all the districts, stakeholders are shirking away from the drive due to the high investment values.

    Understanding these concerns, the government kicked off the drive with the PM Agriculture Modernization Project (PMAMP) a decade ago. Despite being armed with a budget of NPR 130 billion, the project has failed to realize its full potential due to political instability and headwinds.

    1) Reaping Rewards from Modernization

    Change is never fully embraced by all, especially in the Himalayan nation, where Nepalis have farmed with their bare hands and toiled under the sun to reap their harvest. However, with the introduction of modern farming methods, some people became the early adopters of the technology.

    “Traditional methods are precious, and we should definitely respect them, but modernization in agriculture is important to adopt new ways and result in efficient harvest,” said Megh Nath.

    But, does the Himalayan nation need farming mechanization, which would render the traditional methods obsolete? PMAMP Director Baikuntha Adhikari answered it with a resounding yes. “The whole agricultural scenario has seen a decline in Nepal. There are physical risks involved, which drives people away naturally. Agriculture also requires more labor, so people today refrain from that. And on top of all, people now have new, better, easier sources of income, driving them further away,” he opined.

    “So, in this scenario, we need mechanization not just to maximize the human resources we have but also to maximize the productivity and make it uniform.”

    Agricultural engineer Sandesh Poudel, who works with PMAMP, concurred with the Director’s observation.“The machines can decrease the labor input, making farmers more efficient and resulting in more harvest. This in return makes them independent.” As Poudel explained, in an instance, the plantation machine plants six saplings instead of one sapling at the moment.

    Also, another helpful machine which is gained admiration from Nepali is the bailer machine which collects hay and bundles them into bales. These bales are retailed as cattle fodder and utilized for mushroom farming. All this collection and packaging is done by one machine alone, which would require a lot of manpower. The reduction of the workforce is saving a lot of time and money. With an increment in savings, modern farming has become a lucrative deal for most.

    As per the PMAMP data, corn farmers of Chitwan saw a reduction in seed sowing expenses. The data reflected that the costs were trimmed by 14 to 25 percent, and labor expenses were halved. The data is buttressed by another finding in Bardiya, where farmers witnessed 70 percent labor expenses wiped away by the usage of machinery.

    In Manang, Mustang, and Jumla, farmers saw a 1,000 percent jump in apple production, and farmers of Bardiya, Nuwakot, Sindhupalchok, and Dadeldhura experienced better productivity of potatoes.

    Although Nepal introduced modern farming techniques six years ago, no comprehensive study was conducted on how modernization impacted the farmers. “Nevertheless, in the recent chaite dhan (winter paddy) harvest, we saw a 5 to 10 percent increase in production. But, because the crops were earlier treated with saltwater, that might have increased the production too,” said Poudel.

    Compounding the adopting hindrances is the hesitation of the laggards. Although farmers are aware of the benefits, the hesitation and lack of inertia are slowing the adoption drive.“We are still in the adaptation phase. Many are reluctant to change. Those who have changed their ways are benefitting, but full adaptation will still take time and strong advocacy to accelerate the transitions,” said Poudel.

    2) The Adoption

    The PMAMP stated that Nepal was using different types of machinery as per the requirements. The machines were used in different stages. From farming to marketing, farmers have integrated modern machinery with their farming methods.

    As the project data reflects, up to the financial year of 2019/20, 2,368 machines were in use. The harvester, thresher, reaper, and transporter machinery themselves account for 120 units.

    As per the early adopters, the machinery which Nepalis prefer to use comes from Japan and Korea. To be specific, the Japanese technology machines are manufactured in Korea and used by Nepalis. As Megh Nath put it, this is Japan-Korea machinery is prevalent in most of South Asia.

    3) Cost Concerns

    Although the benefits outweigh the costs of the machinery, most farmers balk at the steep costs of the machinery. Most of the machinery used today for farming was procured by the farmers with the help of the government.

    “They need government sponsorship or heavy subsidiaries to be able to use it. In Jhapa, the authorities gave machines with 85 percent aid,” an official says.

    “Farmers cannot afford it. A single heavy machine is heavy and costs an investment of two million rupees. Also, because the machines are used only for around a month and shelved for the next 11 months, it gives a low return in investment (or ROI) and more burden to the farmers to buy on their own,” the official adds.

    Also, the farmers are frugal and smart with the machinery usage. For instance, Surya Bogati procured a harvester by roping in other farmers of the area. “It has been five to seven years that we have been using it. It takes four hours to cover two bighas of land.”

    Underscoring the lack of monetary resources, Megh Nath said, “The government only distributes seeds and organizes occasional training, which is not enough. If we are to accelerate the modernization, we need the proper equipment.”

    PMAMP Director was non-committal, however. He said, “There are many factors starting from the budget itself. In five years, the project has spent some 61 percent of the budget, but the mobilization of the resources is not satisfactory.”

    4) The Future

    The Future of Nepali Agriculture

    The Director did admit that the project failed to meet the expectations of the agricultural stakeholders. “It came into existence to introduce modern approaches in the Nepali agriculture space. The project aimed to better the production, make Nepal self-sufficient, and promote the agro-economy of the country. For this mechanization, modernization and alternative agricultural approaches have been pushed forward simultaneously,” he stated.

    “But, not just the people outside but those within the organization are not fully in sync with the organization view. On top of that, the ecosystem among the departments of the Agriculture Ministry and other ministries [roads, infrastructure development] also has been poor, and it has resulted in us lagging behind our work. Everyone thinks it is our responsibility alone; there is no coordination that we need.”

    He elaborated by saying that the stormy political winds of Nepal have compounded the execution of the project. To make matters much more complicated were the frequent changes of the project team. With so many changes, the PMAMP is mired in various implementation problems despite its noble goal.

    Buttressing the execution issues perspective was the Director’s statement where he stated the department cannot fulfill the objectives of the project. “With today’s graph, we can sadly only achieve 70 percent of the objective.”

    “But, we still have five years. If we can change our ways, mobilize the resources, get all the stakeholders from ministries to the local level to coordinate, and even get the additional budget, the original objective of the project can be achieved. We can only hope.”

    A Nepal Airlines airplane is set to fly over to China to bring vaccines acquired by the Himalayan nation. Nepal had procured these vaccines earlier.

    As per the Department of Health Services’ Logistic Section, 800,000 doses of the Vero Cell vaccine will be shipped in the second phase. Another 800,000 will flown in depending on the jetliner’s capacity, said the Administration Chief of the Logistic Section Upendra Dhungana. Additionally, the vaccination program implementation speed will determine when this next batch of vaccines needs to be flown in.

    The health services department stated that the jet would head to China and get the vaccines this week. The chief of the health services department, Dhungana, said that a total of 1.6 million vaccines would be flown to Nepal this week. These Chinese vaccines will be dispatched to Province 1, Sudurpashchim, and Karnali Provinces.

    Dr. Jhalak Gautam, Immunization Section Chief of the health services department, said that these vaccines would be allocated to the areas where no vaccination campaigns were conducted earlier. The vaccines will be allocated on a priority basis.

    Additionally, Japan shall provide 1.6 million doses of AstraZeneca vaccines within two weeks. China shall provide the rest of the vaccines in phases.

    During a special ceremony at the Ministry of Health and Population (MoHP), the Indian Ambassador Vinay Mohan Kwatra presented the beds to the Minister of Law, Justice and Parliamentary Affairs Gyanendra Bahadur Karki.

    On occasion, Ambassador Vinay reiterated India’s commitment to supporting Nepal in combating the pandemic, including the revival of the critical healthcare infrastructure in the country.

    Appreciating the gesture from the Indian Government, Minister Karki mentioned that the latest support from the neighboring nation would be a crucial milestone in Nepal’s fight against COVID-19.

    On Monday, the Nepal Supreme Court dropped a bombshell when it reinstated the dissolved House of Representatives and ordered the appointment of Nepali Congress (NC) President Sher Bahadur Deuba as Prime Minister. With this verdict, the running PM KP Sharma Oli is ousted from his post.

    The bench of five judges led by Chief Justice Cholendra Shumsher had concluded hearings on the petition filed by 146 lawmakers, including Deuba.

    Reacting to the SC’s verdict, CPN-UML spokesperson and former foreign minister Pradeep Gyawali claimed that the move is unexpected and contrary to the Constitution.

    “Wrong and unjustifiable, but will abide by it,” said Gyawali.

    On Tuesday, President Bidya Devi Bhandari has appointed Deuba as the Prime Minister of Nepal, as per Article 76(5) of the Constitution of Nepal.

    By the evening, the incoming PM Deuba has taken Oath of Office and Secrecy amid a special ceremony at the Office of President, Shital Niwas. President Bhandari administered the oath.

    Earlier, Deuba had rejected the oath as the statement issued by President’s Office failed to mention anything about Article 76(5). Instead, the statement mentioned only the mandamus of the SC to appoint Deuba as the new PM.

    Meanwhile, PM Deuba picked four ministerial candidates.

    NC Chief Whip Bal Krishna Khand has been appointed as Home Minister and former finance minister Gyanendra Bahadur Karki as Law Minister. Likewise, Maoist Center party leader Janardan Sharma has been appointed as Finance Minister and Pampha Bhusal as Energy Minister.

    President Bhandari also administered an oath of office and secrecy to these four ministers.

    On the back of political snafus, battered healthcare infrastructure, and vaccine sparsity, the second wave of coronavirus pandemic deepens in Nepal.

    Though the number of positive cases is comparatively meager, the Himalayan country has recorded a COVID-19 positivity rate thrice that of India.

    According to the Ministry of Health and Population (MoHP), Nepal’s COVID-19 test positivity rate stands at 37.7%, while it is 10.4% in India.

    Moreover, Nepal’s COVID-19 fatality rate stands at 5%, while it is 2.8% in India.

    On a good note, both countries are witnessing a gradual decline in the COVID-19 test positivity rate and death rate lately.

    In the last 24 hours, the Himalayan nation has reported a total of 4,436 new infection cases, taking the country’s caseload to 557,124. As many as 6,205 patients have successfully recovered from the infection on Sunday, pushing the total recoveries to 440,995.

    Unfortunately, 109 people have lost their lives due to COVID-19 in the past 24 hours. Now, the total COVID-19 fatalities in Nepal stands at 7,272.

    Currently, there are 108,897 active cases of COVID-19 in Nepal. Of them, 101,334 are in home isolation, 7,563 in institutional isolation, 1,545 in ICUs, and 407 on ventilators.

    According to MoHP, a total of 10,986 PCR tests and 1,784 antigen tests were conducted on Sunday.

    We tear when we cut onions. But Nepalis are now shedding tears ‘for’ onions!

    This is no sarcasm, considering the skyrocketing prices of onions across the country, currently at NPR 230/kilo.

    After being priced NPR 200/kilo on November 25, 2019, the prices went up NPR 30/kilo in a single day, touching the record high of NPR 230/kilo.

    The reason is lack of supply after India stopped exporting the vegetable to the Himalayan nation. Nepal has 98% of its onion demand met by Indian imports.

    The price of onion has been on a rising trend since two months as India imposed ban on export of its onions citing low harvest.

    Responding to the situation, government authorities are literally suggesting consumers to stop consuming onions.

    “The import of onion has almost stopped. Smuggled onion is not enough to meet the soaring demand in the domestic market. Our domestic production is paltry. Against this context, we can do nothing except to ask consumers to stop or lessen onion consumption,” says Binaya Shrestha, deputy director of Kalimati Fruits and Vegetable Market Development Board.

    Shrestha explains that there are only 35 tons of onions available in the country now against the usual demand of 270 tons in Kathmandu alone.

    India Stopped Exporting Onions

    He says increasing domestic production is the only short and long-term strategy to curtail the shortage or sudden price hikes of onion.

    “Imports are always costlier. Now, we need to learn a lesson from this situation to focus on production of onion in our own country and be self-reliant,” Shrestha adds.

    While Chinese onions are an option, Nepali traders won’t prefer them. “Chinese onions are larger in size and have a lot of water portion in them. The taste of Chinese onions is not preferred by Nepali people,” says a vegetable supplier.

    Looking at the scenario, one of the households admits that she has completely stopped using onions and looking for alternatives, as they don’t see any scope of price control.
