    Confiscated vehicles worth billions of rupees are left to rot in the yard of the customs office.

    The Nepali Government has failed to auction the seized vehicles that were brought to the Gaur Customs Office during different times.

    Due to the untimely auction, hundreds of vehicles that have been confiscated for the past four years have become useless.

    A timely auction of these vehicles could fetch the Nepali Government billions of rupees in revenue.

    According to an official at the Customs Office, around 800 motorcycles, 60 four-wheelers and a big truck were dumped in and around the Gaur Customs Office premises.

    “A number of vehicles have been turned into junk as the auction process has not progressed yet,” said the spokesperson of the Gaur Customs Office, Abhijit Kumar Singh.

    He also said that millions of rupees could be collected if the government completes auction process on time.

    Likewise, the illegally imported parts of the vehicles that were seized and brought to the customs office have started becoming unserviceable. Moreover, some parts have been stolen from the premises.

    It took the Taliban just over a week to take control of virtually the whole of Afghanistan, and all the border crossings. President Ashraf Ghani fled the country on Sunday as the terror group swept into the capital Kabul.

    “The Taliban have won with the judgement of their swords and guns, and are now responsible for the honor, property, and self-preservation of their countrymen,” posted President Ghani on his FB page.

    Amid this chaos, western countries, including Nepal, are scrambling to evacuate their citizens.

    The Nepali Government has urged all Nepalis currently residing in Afghanistan to contact the government.

    On Sunday, the Ministry of Foreign Affairs (MoFA) has launched an online registration for the collection of the details of Nepalis in Afghanistan.

    Nepalis who want to return home can now register their name and provide other relevant details in the official website of the Department of Consular.

    • 977-9749326459 – Nepali Ministry of Foreign Affairs

    The Nepali Government also sent diplomatic requests to the US, UK, Canada, Germany, EU, Japan, and the UN to rescue Nepalis working with diplomatic missions and international organizations in Kabul.

    The Nepali Embassy in New Delhi has already issued a travel advisory requesting Nepalis to avoid any travel to Afghanistan.

    Nepali Government has received approval for a loan of USD 165 million from the Asian Development Bank (ADB) to procure COVID-19 vaccines.

    The fund will support Nepal’s National Deployment and Vaccination Plan and help procure around 15.9 million doses of COVID-19 vaccines, sufficient enough to inoculate about 6.8 million Nepalis.

    “ADB’s support will help the Nepali Government procure much-needed COVID-19 vaccines to protect its citizens from the further spread of this disease,” mentioned ADB President Masatsugu Asakawa.

    “It is essential that COVID-19 vaccines are quickly purchased and administered to help get the economy back on track by enabling the restoration of livelihoods and economic activities, as well as the resumption of educational and human development pursuits,” he added.

    The ADB has offered support to Nepal through its USD 9 billion Asia Pacific Vaccine Access Facility launched in December 2020. The Facility aims at providing prompt and equitable vaccine-related support to ADB developing member countries.

    However, the ADB’s fund must be used for vaccines that meet at least one of the  APVAX eligibility criteria:

    • The vaccine must be selected for procurement through the COVID-19 Vaccines Global Access (COVAX) mechanism
    • The vaccine must be pre-qualified by the WHO
    • The vaccine must receive regular or emergency authorization by a Stringent Regulatory Authority

    Nepal is on cloud nine after it has received as many as 1.5 million doses of COVID-19 vaccine from the United States, especially at the time when the country is reeling under a severe vaccine crunch.

    A regular flight ferrying the single-shot vaccines vials from Johnson and Johnson landed in the Tribhuvan International Airport today morning.

    American Ambassador to Nepal Randy Berry officially handed over the vaccines to Nepali Health Minister Krishna Gopal Shrestha during a program at the TIA. The vaccine consignment has been moved to a Teku-based vaccine storage facility managed by the Department of Health Services.

    “Today, we’re giving Nepal enough #JNJ COVID19 vaccines via #COVAX to fully vaccinate 1.5 million people. I’m proud that the US is the largest single-country donor of #COVID19 assistance to Nepal. This gift, on behalf of the American people, has the singular goal of saving lives,” tweeted Ambassador Berry.

    Likewise, White House Press Secretary Jen Psaki said, “There are no strings attached to our vaccines that we’re providing. We’re providing them around the world to save lives and to be a contributor to the global effort to fight the pandemic.”

    According to the US Embassy in Nepal, as the vaccine is a single-shot type, 1.5 million Nepalis can be fully vaccinated with received vaccines doses.

    “This is one crucial step toward ending the pandemic, recuperating economic losses, and resuming the in-person social connections we all crave,” said the US Embassy.

    As per the preliminary news, people in the age group 50-55 will be inoculated. However, the Nepali Government is yet to decide the same.

    The Nepali Government has resumed all the domestic and international flights that remained grounded since the outbreak of the coronavirus second wave in April.

    However, domestic flights are restricted to operate with only 50% seat capacity to prevent the risk of COVID-19 transmission. Meanwhile, the international flights will be operated on par with the safety protocols enforced earlier by the government.

    In line with this, the government has ordered the Ministry of Civil Aviation to prepare a detailed flight schedule for each airline company. The Ministry is set to release the schedule by the evening today.

    The Nepali government has projected its tourism industry to recover in about two years to its former glory. Tourism is one of the major revenue streams of the Asian nation.

    The National Planning Commission observed that the tourism sector could take two years to welcome tourists as it did before the onset of COVID-19.

    From July 2019 to July 2020, 1 million and 197,000 foreigners touristed Nepal. Despite the government announcing the Visit Nepal Year 2020 tourist campaign, the tourism sector didn’t pick up pace due to the tepid tourist response. The campaign was shut down after three months, owing to the pandemic.

    With the fiscal year ending next month, the country realized that around 230,000 tourists visited the country. The numbers are unlikely to increase as the second wave has paralyzed most of the world. This happens to be the lowest tourism footfalls recorded in two decades.

    Nepal Tourist Campaign

    The country’s planning division estimated that 500,000 tourists would visit Nepal in the next fiscal year. The numbers will double in the fiscal year of 2022/23, which will be close to the FY 2019/20 level.

    The poor performance of tourism has attracted the ire of tourism entrepreneurs. They opined that the government failed to provide a proper strategy on the revival of tourism after the pandemic.

    Germany has donated critical medical supplies to Nepal as the latter continues to fight the deadly virus with its limited medical resources. 112 ventilators, 29,000 oximeters and 34,030,000 surgical masks, isolation tents, 400 gumboots, and 34,030,00 K95 masks constitute some of the aid. Nepal has received the first batch of aid on Tuesday.

    “This German support of today is part of a bigger European effort. I am grateful to the European Civil Protection Mechanism for ensuring coordination amongst all EU Member States and for organizing our transport logistics. And I am confident that here in Nepal, through the Nepali tracking system eLMIS, these goods will reach the places in Nepal where they are really needed,” said German Ambassador to Nepal, Roland Schafer.

    Nepali Health Minister Sher Bahadur Tamang received aid was from the German Ambassador Schäfer. Also present were other ambassadors of France and Finland.

    The Himalayan country previously received a series of humanitarian aids from Spain, Finland, France, and Belgium. The shipments were these facilitated by the EU Civil Protection Mechanism. Thanks to this mechanism, more shipments are to follow.

    “We also need more vaccines, to make us all safe. The EU has already exported 240 million doses to 90 countries, which is about as much as we have used within the EU. And the European industrial partners have committed to deliver 1.3 billion doses of vaccines before the end of 2021 to low-income countries at no-profit and to middle-income countries at lower prices. This is the real effect of “Team Europe”. Nepal should be able to receive or purchase its share of vaccines by the end of the year,” added German Ambassador Schäfer.

    Medical Supplies From Germany

    While receiving the German shipment, the Health Minister of Nepal expressed gratitude on behalf of the Nepali government and the nation to Germany for their continuing support in Nepali’s COVID-19 response. The Minister reiterated that this aid would be very vital in their fight against the deadly virus.

    Tuesday oversaw the arrival of the German aid, which contained 62 ventilators; 27,500 FFP2 masks; 30,000 surgical masks; 100 gumboots; 200 body bags; five isolation center tents; and 25,000 liters of disinfectant. Many more medical German supplies will follow, and the EU’s Civil Protection Mechanism also facilitates this aid of Germany.

    At a time when the country is supposed to focus on reviving the economy through a strategic budgetary allocation, the Nepali Government has allocated a hefty amount to purchase new vehicles in the next fiscal year.

    In the Budget of 2021/22, the government has earmarked NPR 1.7 billion to purchase new vehicles, twice the amount allocated in the last fiscal year.

    The allocation sparked criticism across Nepal, claiming that the government has allocated a mammoth amount in an unproductive investment when the nation struggles to manage sufficient funds for healthcare and coronavirus vaccination drive.

    As per the annual reports of the Office of Auditor General (OAG), the government allocates hefty funds to unproductive purchases every year.

    The 57th OAG report revealed that the government spent NPR 5.86 billion on purchasing vehicles in the FY 2018/19, 406% more than the actual amount allocated in the budget.

    The 56th OAG report found that though 622 of the total 800 four-wheelers under 22 ministries in Singha Durbar are operational, many government offices try to purchase new vehicles instead of using old ones.

    Moreover, the government often transfers funds from other headings and utilizes contingency funds to purchase new vehicles, besides directly allocating huge funds.

    For the coming FY, the government has allocated NPR 36.64 billion for contingency purposes, 36 times more than the amount of NPR 990 million allocated this year. This gives the government more flexibility to disburse more money for unproductive spending in the coming fiscal.

    Moreover, the government has allocated NPR 5.37 billion for the maintenance of vehicles, an increase of NPR 600 million from the current FY.

    As the coronavirus returns in a most infectious variant, the Himalayan nation, same as the other global countries, has started reimposing curfews, partial lockdown, and other restrictions to curb the second wave.

    Lately, the Nepali Government has decided to suspend issuing new work permits for citizens aspiring to seek employment in foreign countries, with effect from today, i.e., May 7, 2020.

    Issuing a public notice on Thursday, the Department of Foreign Employment (DoFE) has directed the Foreign Employment Office to stop issuing new work permits for foreign employment until further notice.

    The decision from the DoFE comes on the heels of the government’s decision to suspend both domestic and international flights till May 14 in a bid to control the deadly second wave of the coronavirus pandemic.

    During the first wave last year, the government had suspended issuing work permits on March 12 and reopened it only after six months.

    Addressing the nation on Monday, PM KP Sharma Oli has informed that the Nepali Government has decided to operate medical colleges, large public and private hospitals across the country as COVID-19 hospitals. The decision comes in the wake of the devastating second wave of the coronavirus pandemic.

    As the second wave of COVID-19 infections stretches out and spreads across the country, Nepal has recorded more than 7000 cases for the second straight day.

    In the last 24 hours, Nepal has recorded 7,388 new cases, the highest number of fresh cases in a single day since the pandemic outbreak. With this, the total number of cases in the country reached 343,418. Currently, there are 54,041 active cases and 286,015 recovery cases in the country.

    Meanwhile, 37 people have succumbed to the virus in the last 24 hours, pushing the nation’s death toll to 3,362.

    In a bid to deal with the sudden surge in coronavirus cases, the government has directed the Nepal Army (NA) to construct a 1,000-bed temporary hospital in every state and the capital, according to the PM.

    He said that the government had intensified efforts to build primary hospitals with 5 to 15 beds capacity at all local levels.

    PM Oli also informed that the new building of Bir Hospital and the Tri-Chandra Military Hospital of the Nepal Army would be operated as COVID-19 hospital.

    All the large public and community venues, including stadiums, party palaces, meeting halls, hotels, factories, and other structures, would be temporarily transformed into well-equipped quarantine, isolation centers, and holding centers to tackle the second wave, said the PM.
