]]>A cabinet meeting of the new government held on Friday made the decision to this effect.
Earlier, before his dethroning, Oli was planning to appoint 11 ambassadors after 45 days of the recommendation, even in the absence of the Parliamentary Hearing Special Committee after the dissolution of the House of Representatives. On the same lines, KP Oli had appointed various officials in various constitutional bodies.
According to the Parliamentary Laws, any appointment subject to the hearing can be endorsed if the Hearing Committee fails to give a concrete decision in 45 days.
However, the then Oli-led government misinterpreted those appointments can be made after the period even when the Hearing Committee did not exist.
With the reinstatement of the HoR, the Deuba-led government had rejected Oli’s decision to appoint the ambassadors even though the Hearing Committee has also been revived.
Unfortunately, the Ministry of Foreign Affairs had already sent letters to the concerned nations requesting agreements in the listed names to make appointments as soon as the 45 days are completed.

]]>Sher was conferred with the Prime Ministerial position using Article 76(5) of the Nepali constitution. He was appointed as PM after Supreme Court’s mandamus secured 165 votes in parliament. Sher needed 138 votes to win the vote of confidence in parliament.
During the vote of confidence, a total of 249 parliament members were present in the House of Representatives (HoR) on Sunday. While 83 parliamentarians vote against Sher, 165 parliamentarians voted in his favor. Only one member stayed neutral during this vote session.
With this victory, Sher will effectively stay as Prime Minister of Nepal until the next general elections are held in 2023. The positive development was taken cognizance by Indian Prime Minister Narendra Modi as he took to Twitter to congratulate Sher.
“Congratulations Prime Minister @DeubaSherbdr and best wishes for a successful tenure. I look forward to working with you to further enhance our unique partnership in all sectors, and strengthen our deep-rooted people-to-people ties,” Modi tweeted. The Indian PM is the first leader to congratulate Sher Deuba’s victory.

]]>Poudel put forth a budget of NPR 1.647 trillion through an ordinance. Since then, the ambitious budget has hit roadblocks of sorts.
It has now hit the biggest roadblock as the administration which introduced it is no longer in charge of its implementation.
It is nebulous whether the new Prime Minister will go ahead with this budget and whether he would choose to implement the budget by clearing the legal hindrances.
However, judging by the signs, Sher might not revive the predecessor’s budget plan as all the ministers and staffers who worked for the Oli administration have been ejected from their posts.
From Attorney General Ramesh Badal to secretariat expert Bishnu Rimal, various people have been relieved from their official positions.
Security has been increased at Budhanilkantha as Sher takes charge as the Prime Minister of Nepal. Sher will head to Baluwatar after a short period.

]]>The Prime Minister indicated his suggestion at a meeting with Chief Election Commissioner Dinesh Thapaliya and others of EC. Finance Minister Bishnu Prasad and Prasad Poudel, election commissioners Ram Prasad Bhandari and Janak Devi Tuladhar were also present at this meeting.
He urged the commission to implement the elections swiftly, considering the mid-term elections, due to being held on November 12 and 19.
“On the one hand, COVID pandemic is raging, and on the other, (the) election should be carried out within six months. There is no situation for deferring the election due to the pandemic. Amid the pandemic too, various countries including India, the US, the UK and Brazil have successfully completed elections,” PM Oli said.
The PM reassured the Chief Election Commissioner that adequate security arrangements would be made available. The budget and human resources will also be provided to the EC.
Although the PM advised the EC to conduct the polls in two phases, the Chief Election Commissioner advised the PM to review that decision as the EC is keen on holding the elections in a single phase.
The voters list will be updated after a political consensus emerges about the related laws, which is expected once the viral infection rate drops in the landlocked nation.

]]>In a first public response on the issue, Nepal PM KP Sharma Oli said the Kalapani area at the tri-junction of India, Nepal and Tibet belongs to Nepal.
In this regard, he urged, “India should immediately withdraw its army from there.”
Oli made these sensational statements at a meeting organised by his party’s youth wing ‘Nepal Yuva Sangam’ on November 17, 2019.
“We will not allow even an inch of our territory to be occupied by any country, India must vacate it,” said Oli adding that they will hold dialogues after India “withdraws its army from our land”.
The PM, however, ruled out recommendations that Nepal should come up with an amended map with the contested areas.
As part of this all-party meeting, former PMs, foreign ministers and other key high-level officials urged Oli to take up the matter on an immediate basis.
Even the Nepal Foreign Ministry has made it clear in its statement on November 06, 2019, where it said, “the government is clear that the Kalapani area lies within Nepalese territory.”
In response, Indian External Affairs Ministry spokesperson Raveesh Kumar said, “Our map accurately depicts the sovereign territory of India. The new map has in no manner revised our boundary with Nepal.”
Kumar further added that it’s boundary delineation exercise with Nepal is currently on under the existing mechanism.
“We reiterate our commitment to find a solution through dialogue in the spirit of our close and friendly bilateral relations,” said the official.
India had also stated the two nations should guard against “vested interests trying to create differences between the two”.

The former Indian cricketer Sachin Tendulkar led the Indian cricket team called ‘Team Blue’ in a match with Nepal’s ‘Team Red’ led by former Nepali cricket captain Binod Das.
That was an 8-over friendly match between the two sides at the Tribhuvan University Grounds on November 16, 2019.
With a 7-run contribution, Sachin led his team to victory against Das’ team in winning the 45-run target at loss of 4 wickets.
UNICEF organized this event marking the 30th anniversary of the ratification of ‘Convention on Children’s Rights Convention’.
Addressing the event, UNICEF representative to Nepal Elke Wisch commended for its efforts in improving lives of children. “But we need to continue to work to ensure children have the voice, skills and agency to become productive citizens of the future,” Elke said.
Addressing he ceremony, Sachin urged parents and caregivers to allow and support children in achieving what they love.
“Don’t clip their wings, let them fly,” he said, urging them to better understand what kids’ strength is while having a good time with them.
Sachin is also the goodwill ambassador to UNICEF.
As part of his visit, Sachin met the PM KP Sharma Oli. “Pleased to meet Sachin, a famous cricket player, and UNICEF goodwill ambassador today. He appreciated the efforts undertaken by Nepal for the promotion of the rights of the children and their welfare,” Oli tweeted.

]]>Nepal observed the fourth anniversary of its 2015 earthquake on April 25, 2019, recalling the disaster that caused huge damage for the nation, killing more than 9000 public and made millions homeless.
Marking the day, Prime Minister Oli joined the gathering of locals and civil servants at a memorial in Kathmandu’s Durbar Square.
“I would like to offer my condolences to those all who lost their lives. We are here remembering the pain of that day… and it is also important to examine how much work we have been able to do in the last four years to restore and rebuild what we lost,” Oli said in a statement.
Durbar Square is also one of the important structures hit by the earthquake and is being rebuilt.
Portraits of the earthquake victims who lost their lives were put on display at the reconstruction site of Durbar Square.
The gathering observed a minute silence at around 11:56 am, the same time the 7.8 magnitude earthquake had hit the country in 2015.
On the occasion, the National Reconstruction Authority (NRA) said that half of the earthquakes who lost their houses in the disaster have already built their new ones. While another 30 percent are in the process of reconstruction.
As per the reports, the government has already sanctioned USD 3,000 in aid over three installments for the victims to rebuild their houses.
“We still have a lot to do and we will complete it in the next 20 months,” says Sushil Gyawali, NA Chief.
Meanwhile, more than USD 9 billion fund has already been plagued by the political issues, and the government is also facing USD 4 billion shortfall in the overall reconstruction fund.
“We are now sharing a three-roomed flat. Even this was built with a loan. Quake victims need more support from the government,” says Sri Ram Shrestha (48), one of the earthquake victims who lost his two-story house.
Surprisingly, three new tremors touched the country’s landscape on the fourth anniversary day!
May the old lessons help the nation assess its readiness to unexpected disasters and take necessary steps to avoid such incidents in the future!

]]>After the ‘Strategic Outlook on South Asia’ on January 22, 2019, Oli participated in another panel discussion titled ‘Shaping the Future of Democracy’ held as part of the ongoing conference.
Addressing the panel session part of #WEFDavos2019, Oli said Nepal Government strongly believes in democracy and has been successful in forming a federal government.
“We have brought tremendous changes in the field of democracy by abolishing an autocratic system to establish a federal democratic republic. Nepal follows the prime ministerial system with the executive powers resting on the cabinet and Prime Minister,” Oli told the session.
Oli clarified that there is no centralization of power and the country is enjoying independent parliament, judiciary system, press freedom and sovereignty among citizens.
“The government is committed to bringing changes on good governance and economic development which is guided by our motto of prosperous Nepal, Happy Nepalis,” Oli said.
Speaking about the press freedom, Oli maintained the Nepal Government maintains a normal relationship with Nepal as the democracy demands.
“In an autocracy, media is controlled to praise the rulers but in a democracy, they criticize, which is normal,” stated Oli highlighting press freedom in Nepal.
Speaking on yellow journalism, he said, “In the name of press freedom, if somebody gives false news and hurts others and damages other’s family life, prestige and business then it is not good.”
The Prime Minister also raised about impact of social media on young population, cautioning about possible misleads through such usage.
Colombian President Iván Duque Márquez, Prime Minister of Armenia Nikol Pashinyan, American journalist Arthur Gregg Sulzberger, and Founder and CEO of the Leadership Now Project Daniella Ballou-Aares were other dignitaries present in the session.
