45,000 metric tonnes of urea have been sent to Nepal by Bangladesh. The landlocked country received this agriculture shipment via a government-to-government agreement.

The fertilizers were received by the provincial offices of Krishna Samagiri Company in Birgunj, Biratnagar, and Bhairahawa.

Both the Asian countries signed an agreement that would have witnessed Nepal receiving 50,000 metric tonnes of urea. Additionally, Nepal would have already received the complete agriculture delivery.

Nepal Fertilizers

However, due to the pandemonium caused by the contagion, Bangladesh sent the fertilizers now. The rest of the 5,000 metric tonnes, along with an added 2,000 metric tonnes, will be sent by Bangladesh in a week.

The timing of the fertilizer arrival was apt as the monsoon season has begun. The paddy plantation is initiated by the farmers across Nepal at this point in time.

]]>
A national survey has brought forth discouraging data indicating that the lockdown enforcement has axed jobs and incomes.

53 percent of Nepalis were devastated as they lost their jobs during this second-wave lockdown. Additionally, the lockdown measures claimed both the jobs and income of 40 percent of the citizens.

The survey, which was performed during the third quarter of May 2021, was conducted by Sharecast Initiative Nepal with the help of UNICEF. The survey was conducted across 3,000 families with kids across Nepal.

People the witnessed income loss in the form of remittances and sales dips. Other sources of additional income were also impacted.

The survey concluded that agriculture and tourism, Nepal’s most significant employment sectors, suffered the most. This triggered the massive Nepali downslide on the employment front.

The employment seekers of Bagmati and Karnali were the worst hit, as per the survey.

“This large-scale job and income loss threaten to further deteriorate the socio-economic well-being of children and their families,” the survey said in its findings.

The survey cautioned that due to loss of income, most families might trim down food consumption and other essential requirements to ax expenses. About 99 percent of families are not receiving any monetary support to spar with these unexpected hardships.

UNICEF

UNICEF’s survey, Child and Family tracker, observed that more than 60% of households with kids suffered livelihood and economic losses in the initial two months of the lockdown.

Despite most of the aggrieved families recovering from the loss since 40 percent of the families are prone to slip into poverty, UNICEF emphasized.

Acting on the startling conclusions of this survey, UNICEF has transferred monetary resources to Nepal to safeguard over 10,000 children. The United Nations agency has commended Nepal on the expansion of the Child Grant Program and the social security allowance boost. The Nepali government has hiked the social security allowance 33 percent.

“It is important to increase the amount of the transfer to deal with the additional stress caused by the pandemic,” the UNICEF survey said.

The post Nepal Government Revises Economic Growth Rate By 1.49 Percent appeared first on Nepali Sansar.

]]>
The Nepal Government has revised the economic growth target to 7.01 percent, down by 1.49 percent of the projected target of 8.5 percent.

The Nepal Finance Ministry lowered the projection following the Nepal budget 2019-20 implementation trend in the first three months of the ongoing fiscal.

According to the Ministry officials, the revised economic growth projection was based on the anticipation of low agricultural growth throughout 2019-20 and the slow pace of government expenditure.

The government has a projected a drop in paddy production this year, owing to faulty Garima seeds. Due to the drop in paddy production, the government is also anticipating an overall drop in Nepal’ agriculture output as paddy makes up for a major part of the country’s overall agricultural production.

In FY 2018-19, Nepal’s economy grew by 7 percent due to a major contribution the agricultural sector, especially paddy production.

The drop in agriculture is further likely to impact Nepal’s Gross Domestic Product (GDP) as agriculture alone makes up for 28.5 percent of it.

Nepal Agriculture

Likewise, the Nepal Government has not been able to increase the pace of its capital expenditure spending. This is due to the low pace of development and economic activities in the country. In the first three months, the government spent only 5.8 percent which is NPR 23.97 billion of the total allocated NPR 408 billion under capital expenditure of the current fiscal.

“All these factors show that we will not be able to meet the economic growth target initially projected for 2019-20,” said a source at the Ministry.

According to Economist Raghubir Bista may fail to achieve the targeted growth rate even if it managed to increase public spending.

“Despite increased investment in infrastructure, capital expenditure is far below the level needed to achieve the ambitious growth target,” said Bista.

Projections by World Financial Giants

World Bank

The World Bank had projected a growth of 7.1 percent for the Nepal economy in the ongoing fiscal, which would be propelled by private investment and consumption. On the other hand, the Asian Development Bank (ADB) also projected a growth of 6.3 percent and said it would grow further if the capital expenditure increases even at the sub-national level and the private sector strengthens its hold.

Economists say that even a growth of 8.5 percent is achievable, however, the government has not done enough to manage infrastructure for the growth of the economy.

“Along with inadequate infrastructure, the government has not managed to expedite project development and budget expenditure, improve project implementation and attract ample investment,” said Biswo Poudel, an economist, adding that achieving the initial economic growth target of 8.5 per cent against this backdrop would have been difficult.

The private sector has also expressed dissatisfaction over the country’s business environment.

Nepal has recorded successful completion of Paddy transplantation on 80.18 percent of its rice fields as of July 28, 2019.

According to data from Nepal Department of Agriculture (DoA), transplantation has been completed on 1.09 million hectares out of the country’s 1.42 million hectares of paddy cultivable land.

Sudurpaschim Province has registered the highest transplantation rate with a share of 94.17 percent cultivable land (155,033 hectares).

Two of the province districts -Kailali and Kanchanpur have reported 100 percent transplantation.

Likewise, Jumla has also recorded 100 percent paddy transplantation.

Nepal 100 percent paddy transplantation

Province-wise Paddy Transplantation (Highest to Lowest):

Province Paddy Transplantation Percentage
Sudurpaschim Province 94.17
Karnali Province 92.40
Province 5 84.60
Gandaki Province 84.56
Province 3 78.83
Province 1 71.65

Hilly Areas and Tarai Paddy Transplantation

Area Paddy Transplantation Percentage 2018-19 2017-18
Fields in Hilly Areas 84.92 87.73
Hilly Areas 80.66 79.49
Tarai Districts 79.80 81.78

According to the department, paddy transplantation as of July 28, 2019 fell by 1.12 percent points compared to July 28, 2018.

“Though monsoon was delayed by 10 days this year, transplantation took momentum right after the monsoon,” said Mahadev Prasad Poudel, Senior Agriculture Economist at DoA.

Nepal’s annual paddy production capacity is close to 5.61 million tons. According to officials, delayed monsoons has impacted paddy transplantation this year.

“Because of delayed monsoon, many farmers have been forced to transplant mature seedlings which do not grow as expected. Farmers in Tarai districts transplant seedlings a bit late compared to other parts of the country. So transplantation in the region continues till the third week of August,” said Poudel.

Usually, paddy transplantation in Nepal is completed by mid-August, 2019.

In a rare initiative, Kathmandu Metropolitan City announced that it will beautify major traffic islands with colorful flowers using the aeroponic technology.

Aeroponic technology is a form of agriculture, where plants are grown in closed, humid environments. The plants are grown without the usage of soil, instead roots of the plants are suspended in the air and given required water and food though a cloud nutrient solution.

Mayor Bidya Sundar Shankar announced the implementation of this technology after he signed a tripartite agreement with Nabil Bank and Aero Roots Pvt Ltd – the brainchild behind the technology.

Aero Roots is the first Nepali agriculture company that is producing fruits and vegetables without the need for harmful pesticides.

“With this new technology, we are hopeful varieties of flowers will bloom in the specified areas before Dashain this year,” said Biplove Singh, chief executive officer at Aero Roots.

The first phase of the project aims to grow flowers over a period of one year. The technology will be utilized for the traffic island in front of the New Road gate and the island in front of the City Hall.

“Once this technology proves to be a success, we will adopt this technology on other roads,” said Shakya.

“When I was a newly elected mayor, I had started to plant flowers on the traffic island for road beautification. However, it was not successful. But with this technology, we are very hopeful the plan will materialize,” added Shakya

Nabil Bank is investing NPR 2.9 million for the project and will give NPR 1.4 million to the company to begin the project. The remaining amount will be given only after seeing progress from the current year.

Nabil CEO Anil Shah said that the implementation of this technology will present a brighter outlook of the country.

“We are the first investors for this technology. I request other private organizations to invest in the beautification of our city as well,” added Shah.

Nearly a month after the Nepal Investment Summit 2019, the Investment Board Nepal (IBN) held a press conference on April 21, 2019 to announce the developments from the summit.

IBN informed that it received as many as 48 applications for 31 out of 50 projects showcased at the summit. The cost of the 31 projects are over NPR 2,500 billion.

Number of Investment Applications for Nepal Projects

Nepal’s upcoming pride project Nijgadh Airport received the highest number of prospective investor applications. The USD 3.45 billion mega project in one of the most costly projects that the government has been trying to draw investment for.

Investment Applications for Nepal Projects

“As many as six investors, the largest number for a single project, have applied to build Nijgadh International Airport,” read the IBN press statement.

Furthermore, the Kathmandu Valley’s Outer Ring Road and Bus Rapid Transit (on Ring Road) projects received four applications each.

In terms of infrastructure, five Nepal agriculture infrastructure projects received seven investor proposals. Tourism infrastructure projects received three proposals. Education and health infrastructure received one application, each.

Similarly, nine transport infrastructure projects received 22 investment proposals.

Investor Application Deadline Extended

However, IBN has not revealed the identity of the prospective investors as officials say that the deadline for investors applications is extended by one month to May 20, 2019.

“We are giving additional time to prospective investors to submit detailed proposal since these projects are complex and we received requests from interested parties to allow them more time to work on their applications, like in Nijgadh’s case,” said Adhikari.

However, industry experts opine that extension of application deadlines will make a difference, if the government doesn’t implement the FDI act, which was passed just before the summit.

Factors such as approval procedures from the government, time taken to initiate processes and the high cost of doing business can hamper the growth of investments in Nepal.

In the meanwhile, IBN revealed that it is planning to start the application review process shortly.

“The IBN has divided the projects into three categories. We will review the applications accordingly,” said Maha Prasad Adhikari, IBN CEO.

Adhikari added that 27 projects have been kept in the first category. It plans to shortlist eligible developers for the projects within three months or by August 20, 2019.

The next category of project developers will be selected in nine months from now or by February 20, 2020. While the third category has big and complex projects, for which IBN will select prospective developers over a period of 14 months or by August 20, 2020.

Investment Board Nepal Conference

The IBN board of directors that met in a meeting last week have decided to form a six-member panel, under the Secretary of the Prime Minister’s Office (PMO) and the council of ministers, to shortlist applications and implementation of 15 MoUs signed during the summit.

The panel includes Joint Secretaries of Ministry of Culture, Tourism and Civil Aviation, Ministry of Energy and Water Resources, Ministry of Industry, Commerce and Supplies and Ministry of Physical Infrastructure.

Increasing the concerns of the Himalayan Nation, the Ministry of Agricultural Development revealed that Nepal will not be able to meet its production target for 2018-19.

The country will fail to meet its agricultural product target in accordance with the 14th Agriculture Development plan.

Nepal projected an increased paddy harvest this year besides corn, paddy, and vegetables.

However, major items such as egg, fish, fruits, legume, meat, potato and wheat failed to meet their respective targets.

According to Ministry statistics, following are the products with their production performance in 2018-19:

• Nepal produced 3.08 million potatoes against the target of 3.25 million
• Wheat production stood at 1.94 million tons against the targeted 2.21 million tons
• Pulses with a total of 369,000 will fail to meet the target of 438,000 tons
• The amount of meat so far will not meet the target by 70,000 tons
• Alarmingly, milk and fish fail to meet the target margins by 509,000 tons and 12, 870 tons, respectively

Looking at the current situation, analysts say that the country’s attempts to curb the deepening trade deficit through milk and meat production will be futile.

Paddy and Vegetables Exceed Targets

Paddy performed exceptionally well when compared to last fiscal 2017-18. The total amount of paddy produced this year was 5.6 million metric tons compared to 5.1 million metric tons last year.

However, it fails to meet Nepal’s overall demand which stands at 6.1 million metric tons.

Ministry Secretary Yubakdhoj GC said that rains, timely arrangements for fertilizers, use of hybrid seeds and the minimal damage caused from natural disasters were the key contributors for the boost in paddy production.

Province 2 was the highest producer of paddy this year with a produce of 1.49 million metric tons, recording an increment of 209,000 metric tons.

In terms of vegetables, Nepal produced 4.1 million metric tons against the target 4 million metric tons. Let’s see if the country will be able to meet its target before the end of the fiscal year 2018-19.

Commercial farming is taking a different turn in Nepal under the support of government’s public schemes.

As the latest reports say, different schemes under the 10-year-long ‘Prime Minister Agriculture Modernization Project’ are giving positive results for the country’s potato farming.

As a result, more number of farmers are inclining towards commercial potato farming availing the government schemes and increasing farming mechanization benefits.

With this, farmers could double their potato production year-on-year while significantly minimizing production costs in farming.

Potato Farming

Kamal Rural Municipality is one locality that benefited the most out of this scheme and emerged as a ‘potato pocket’ zone. Potato cultivation in this area has seen a two-fold rise in this region from 35 dedicated farmers last year to 60 farmers this year.

A special potato management committee has been formed under this project to help farmers plant seeds using potato planters. “The committee also helps farmers harvest their produce by using a potato harvester without charging them any extra cost for the machine,” says Yam Bahadur Rai, chairman of the committee.

According to Tanka Kattel, a facilitator of Integrated Pest Management (IPM) Agriculture Cooperative, the committee helps farmers to also sell their products upon harvest.

Potato Farming NepalWe have received 50 percent of subsidy on potato seeds, and the committee has been helping us with potato transplanter and harvester which have significantly reduced our costs of production,” says Durga Prasad Parajuli, a local farmer in Kamal Rural Municipality.

While it takes a day to plant a potato in a katta of Nepali land using traditional methods, it takes only 20 minutes to do the same with the machine.

“The potato planter saves time and costs significantly. Almost 75 percent of our costs are cut down, and because of this more and more farmers are willing to grow potatoes for a living,” says Govinda Shrestha, another local farmer.

The NPR 130 billion project envisages adoption of modern farm techniques to boost productivity and increase the country’s self-reliance in food.

Wish the project implemented in 2016 will go a long way ahead to benefiting the Nepali farming community!

Timely and sufficient monsoon rains have given due boost to the Nepali agriculture sector.

As a result, Nepali farmers are preparing to harvest the largest-ever paddy crop in this fiscal year, said the Nepali Ministry of Agriculture and Livestock Development (MoA&LD).

According to the Ministry Secretary Yubak Dhoj GC, this year’s paddy harvest is expected to reach 5.66 million tons, showing a 10 percent year-on-year growth.

Officials state that this record harvest is going to curtail the rice import bill and also contribute to government’s overall economic growth target.

GC further informed that paddy transplantation was successful in more than 95 percent of the country’s 1 1.55 million hectares of rice fields in this fiscal.

With regard to supporting raw material, none of the key paddy-producing areas, especially the country’s food basket Tarai, reported shortage of chemical fertilizers.

Due to timely and regular monsoon, productivity has increased. There were no disease outbreaks and floods either. At the same time, we expect the country will be removed from the food deficit list this year – Yubak Dhoj GC, Ministry of Agriculture, Nepal

He further stated that this progress in the agriculture sector will help Nepal Government to achieve its 8 percent economic growth target, given the fact that the country is largely agriculture-dependent i.e. worth NPR 3 trillion.

So, monsoons mean a lot for the country as only 30 percent of its farmland currently has round-the-year irrigation facility.

“If we can increase the round-the-year irrigation coverage to 80 percent of the land, we can potentially produce around 10 million tons of paddy annually,” says the Secretary.

While the country’s monsoon season is from June-September, there was an early arrival this year two days prior to the regular case.

The harvest in this fiscal is going to be an encouragement and recovery from the previous year’s number that took a hit due to severe floods in August 2017 in around 31 districts.

It was lastly in 2016-17 that the country saw its record harvest of 5.23 million tons and is eagerly waiting for its new high of 5.66 million tons!
