    Nepal’s incumbent Prime Minister Sher Deuba is poised to meet the Indian Prime Minister Narendra Modi at COP26 in Glasgow, Scotland. The COP26 is United Nations Framework Convention, and it is a conference among 26 state parties.

    Deuba is departing for the United Kingdom on Friday, and his attendance at this global event will mark his first visit abroad as the Prime Minister of Nepal.

    It was Nepal’s idea to meet the Indian Prime Minister on the sidelines of COP26, and a source close to Narendra Modi stated that the Indian government agreed to Nepal’s idea.

    Although the global climate event will continue till November 12, the foreign ministry said Deuba would return to Nepal on November 4.

    The foreign ministry elaborated that the Nepal PM will attend the opening ceremony of COP26 on November 1. Deuba will address the global conference by delivering a national state and attending a state reception hosted by Boris Johnson, British Prime Minister, on November 1.

    Deuba will also confer with British parliamentarians and other Nepali leaders residing in the UK.

    The Indian embassy didn’t allow the global contagion to mar its spirit by celebrating international yoga day on Monday in Kathmandu.

    This event marks the seventh international yoga day. The embassy organized it virtually as part of its ongoing celebration of India@75 ‘Azaadi ka Amrit Mahotsav’.

    Underscoring safety, This year’s theme was ‘Be With Yoga, Be At Home’, to make people practice yoga ‘for wellness’.

    The Ministry of Ayush of Government of India approved a lecture-cum demonstration as part of the Common Yoga Protocol. The protocol oversees the celebration to be broadcast live on TV with Nepali Voiceover. It was organized by Swami Vivekanand Culture Centre of the Indian Embassy.

    The same was broadcast on its Facebook page. Yoga Guru Loknath Khanal conducted the yoga workout. The Indian Embassy stated that people across Nepal watched the entire event. The celebration was aimed at taking the spirit of yoga to every Nepali home.

    The relevance of yoga during this contagion was discoursed upon by Yogacharya Sunil Maan. The discourse was broadcast on ten radio channels across all the Nepali seven provinces. The embassy also virtually organized an essay writing contest as part of the celebration.

    International Yoga Day

    The International Day of Yoga is celebrated annually on June 21 after its inclusion in United National General Assembly in 2014. Narendra Modi, the incumbent Indian Prime Minister, suggested June 21 as it happens to be the longest day in Northern Hemisphere.

    Nepali Prime Minister K P Sharma Oli and his Indian counterpart Narendra Modi are all set to inaugurate the Integrated Check Post (ICP) at Jogbani-Biratnagar border today, i.e., January 21, 2020.

    The two Prime Ministers will officially open the check post through video conferencing at 11 A.M.

    The check post has been built incorporation with India in a bid to ease the cargo trade and movement of people between two countries.

    Key Points of ICP:

    • Cost of the project: NPR 140 crores
    • Area used: 260 acres
    • Modern facilities for immigration clearance of foreign passengers and cargo
    • Can handle 500 trucks per day

    Integrated Check Post (ICP) Biratnagar is the second ICP on the Nepali border and the first one was built at the Raxaul-Birgunj border.

    Two Prime Ministers Will Officially Open The Check Post

    Apart from this, both the Prime Ministers will talk on the progress of the ‘post-earthquake reconstruction housing project’ in Nepal.

    Earlier, Modi Government has agreed upon providing USD 1 billion for the reconstruction of 50,000 houses in the Gorkha and Nuwakot districts of Nepal. So far, 45,000 houses have been rebuilt.

    Two weeks after the Pulwama terror attack killed 40 soldiers of the Indian Central Reserve Police Force, the Indian Air Force (IAF) carried out strikes on a terrorist camp along the Indo-Pakistan Line of Control (LoC).

    According to ANI, IAF conducted the strikes at 3:30 AM on February 26, 2019 by releasing 1,000 kg laser-guided bombs on the terror camp and completely destroying it. #IndiaStrikesBack

    This included Balakot, Chakoti and Muzaffarabad terror launch pads along with Jaish-e-Mohammed control rooms (mastermind behind attack).

    According to sources, the strike was 100 percent successful and was carried out as planned.

    India Surgical Strike

    The terror group Jaish-e-Mohammed admitted to carrying out the terror attack on February 14, 2019 and also posted videos of the bomber, who had joined the terror group a year ago.

    “On February 14, 2019, a suicide terror attack was conducted by Jaish-e-Mohammad in Kashmir. The JeM has been active in Pakistan for the last two decades. This organization which has been proscribed by the JeM has been responsible for a series of terror attacks,” informed Foreign Secretary Vijay Gokhale.

    India has struck the biggest training camp of Jaish-e-Mohammad in Balakot, a large number of JeM terrorist were eliminated, added Gokhale.

    Prime Minister Narendra Modi met up with top ministers, who are part of the cabinet committee on security to learn about the situation at his home in New Delhi on February 26, 2019.

    External Affairs Minister Sushma Swaraj, Minister of Defense Nirmal Sitharaman, National Security Advisor Ajit Doval, Minister of Defense Nirmala Sitharam, Union Home Minister Rajnath Singh, Finance Minister Arun Jaitley and other top officials of the Indian Government were present at the meeting.

    “Necessary step (taken) by Air Force. PM (Narendra Modi) had given this freedom to the armed forces, and now the entire nation stands behind the armed forces,” said Javadekar Prakash, Union Minister while responding to reports of India’s strike on terror camps over Line of Control.

    The Prime Minister then briefed Indian President Ram Nath Kovind on IAF’s strike carried out at LoC.

    According to ANI, Doval, Indian Army Chief Bipin Rawat and IAF Chief BS Dhanoa are reviewing the security situation on the borders after Indian Air Force strikes.

    Earlier, the Indian Army had also carried out surgical strikes on seven terrorist launch pads across the Line of Control (LoC) on September 29, 2016, after terrorists attacked its base camp in Jammu and Kashmir’s Uri, earlier that month.

    India Air Force has put all air defense systems on high alert along the International Border and LoC.

    In a recent bilateral visit to India for Raisina Dialogue 2019, Nepal Foreign Minister Gyawali discussed about the recently-concluded India-Nepal EPG meet with his Indian counterpart Sushma Swaraj.

    In this regard, Gyawali reportedly urged the Indian side to accept the report given by the EPG team pertaining to bilateral ties.

    “The EPG was a wise initiative. It was based on the realization that all bilateral aspects should be reviewed according to new paradigm of the 21st century. I am confident that it will be submitted and implemented,” said Gyawali, speaking on India’s reluctance to Nepal-India EPG report on Indo-Nepal ties.

    Gyawali was in India to attend the Raisina Dialogue 2019 during January 08-10, 2019.

    The BackGround

    Earlier on June 30, 2018, the Indo-Nepal EPG met to address key gaps concerning bilateral ties of both nations and come up with a joint-report on the same.

    The meeting ended with important recommendations including the 1950 Peace and Friendship Treaty, new regulations for Indo-Nepal border crossing and measures to control trafficking and terrorism, among others.

    While the report has been prepared and shared with both government heads, the Indian side is not pleased with the recommendations of the report.

    Nepal said that India cannot raise questions about the report since it was prepared by a joint team that was nominated and appointed by both countries ruling governments, while expressing concern over the situation.

    Nepal Minister for Communication and Information Technology Gokul Baskota said that Nepal Government cannot even imagine that India will not accept the EPG report, as it was jointly prepared by both nations.

    Moreover, he said that Nepal is hopeful of the report’s early implementation, which seeks to redefine Nepal-India relations in the wake of Nepal’s changed political scenario, answering media queries.

    “EPG was formed following an understanding reached between the prime ministers of both countries and the report was prepared by members nominated and accepted by both countries, so Nepal does not think that India will not receive the EPG report,” adds Baskota.

    Indian Prime Minister Narendra Modi has reportedly been hesitating to meet the Indian EPG side who have to submit the EPG report.

    They have been seeking an appointment with Modi since the last five months but have not been successful owing to his busy schedule.

    According to sources, Modi is not happy with some of the joint report’s recommendations.

    Minister Baskota opines that if India continued to avoid the report, it may result in indifference between the two nations bilateral relations.

    The contents of the report have not been revealed, however, a section of Indian policymakers and strategy builders have already expressed dissatisfaction over its contents.

    A few recent media reports indicate that Modi has been advised against the reception of the EPG report as it calls for revision of some ‘unequal’ treaties, going against India’s interests.

    Indian ruling party leader Vijay Jolly said publicly that the report was unacceptable for India, during his visit to Kathmandu.

    Creating a record for itself, India is now home to the ‘world tallest statue’, the ‘Statue of Unity’!

    India has constructed a 183 m (600 ft) statue as a tribute to the country’s Iron Man Sardar Vallabhai Patel, who was responsible for the unification of India’s erstwhile princely states.

    The ‘Statue of Unity’ is built against the scintillating view of the Vindhyachal & Satpura mountain range and the Narmada river in Gujarat. It features the iconic national figure Patel walking on the Narmada river towards the Sardar Sarovar dam.

    The statue was inaugurated by Indian Prime Minister Narendra Modi on October 31, 2018, the Birth Anniversary of the legendary Patel.

    Interestingly, Modi laid the foundation stone for this iconic sculpture on the same day five years ago.

    The World's Tallest Statue, 182 Metres - Sardar Vallabhbhai Patel

    Statue of Unity — Construction and Design
    In terms of design and execution, the statue posed a great challenge to experts who had to consider aspects like location, height and pose.

    Starting from the core, the statue is made of 210,000 cu mt of concrete, 18,500 tons of reinforced steel and 6,500 tons of structural steel.

    Additionally, the statue is filled with 1,700 tons of bronze and is clad with 1850 tons of bronze.

    Facts Behind the Making of the Statue

    • A team of over 3,000 workers and 250 engineers were employed in the making of this tall figure
    • Famous Noida sculptor Ram V was contracted to come up with matching features and body parts of Patel
    • Ram went through 2,000 archival photos of Patel and spoke to several historians to come up with the final version of the iconic figure
    • The statue is built to withstand heavy winds of up to 130 km per hour and earthquakes up to 6.5 on Richter scale
    • Engineers used two 250-ton mass dumpers to keep the structure strongly rooted
    • Engineers adopted sophisticated technology such as light detection, ranging technology, telescopic logging, several stages of mock up, 3D scanning and computer numerical control production to ensure an accurate replica of Patel

    Pointing that the region must first focus on eliminating poverty to realize its full potential, Oli said that the BIMSTEC Poverty Plan of Action must be fully implemented.

    Addressing ‘climate change’ he says, member states should build stronger ties to adapt and eliminate this menace.

    “Strong political will, coupled with right mix of policies, institutions, and resources could ensure the success of BIMSTEC,” he said.

    Coming to connectivity, Oli said connectivity of infrastructure & industries and connectivity of markets have the power to trigger multiplier effects to ignite innovation, spur growth and propel progress.

    “I underline the importance of developing and operationalizing a Buddhist Circuit in the region to promote connectivity and tourism,” Oli said.

    PM Modi’s Address at BIMSTEC
    PM Modi's Address at BIMSTECSpeaking at the inaugural session of the Fourth BIMSTEC Summit PM Modi said that all BIMSTEC member countries seek peace and prosperity and this is achievable only if there is connectivity across all aspects between members.

    “Each of our countries seek peace, prosperity and happiness, but in today’s interconnected world, we cannot achieve this alone,” said PM Modi.

    PM Modi called on member states representatives to take the BIMSTEC Coastal Shipment & Motor Vehicle Agreement-related process forward.

    Also talking about regional cooperation with Sri Lanka, Nepal, and Thailand he said, “We are committed to expanding digital connectivity in Sri Lanka, Nepal, Thailand and other countries.

    Furthermore, creating an opportunity for the development of arts and culture, he said that they will set up a center for Bay of Bengal Studies in Nalanda University for conducting research on arts, culture, and maritime laws.

    Bangladesh PM Sheikh Hasina’s Message:
    2018 BIMSTEC Bangladesh PM Sheikh HasinaSheikh Hasina said that Dhaka’s role in hosting the BIMSTEC secretariat was a sign of the country’s commitment to regional cooperation.

    Speaking about BIMSTEC’s success over the last two decades, Hasina said that the co-operation had a long way to go to achieve success through the adoption of a consolidated legal framework and substantial engagement for visible results.

    She also highlighted the need for trade promotion and free trade area.

    Bhutan’s Chief Justice Tshering Wangchuk’s Message:
    2018 BIMSTEC Bhutan’s Chief Justice Tshering WangchukTshering Wangchuk identified robust partnership as a driving force for shared prosperity and achieving national and mutual goals of the region.

    Wangchuk also emphasized on the need for enhanced co-operation in areas such as trade, regional integration, connectivity, security, people-to-people contact and climate change.


    Myanmar Pres. Win Myint & Sri Lankan Pres. Maithripala Sirisena

    2018 BIMSTEC Myanmar Win Myint and SRI Lankan Maithripala SrisenaWin Myint said cooperation and trade in energy was essential to fill the immense energy deficit in the region. He also urged member states for early finalization of the Free Trade Agreement, in a bid to promote trade and investment.

    He shared similar views with Indian PM Modi on terrorism and extended active cooperation in fighting terrorism. However, he mentioned that the region is still in the grip of poverty.

    Sri Lankan President Sirisena stated that all BIMSTEC states were facing similar political and social problems and enhanced collaboration could address these common problems.

    Thailand PM Prayut Chan-O-Cha’s Message:
    2018 BIMSTEC Thailand PM Prayut Chan-O-ChaChan-O-Cha said BIMSTEC could link South Asia with South East Asia. Saying that member countries should more on quality rather than quantity, he said that the co-operation could focus on five important areas, that is, trade, connectivity, people-to-people contact, security and science and technology.

    He also stressed on early finalization of the Motor Vehicle Agreement.

    BIMSTEC Summit Concludes with Kathmandu Declaration:

    The Fourth BIMSTEC Summit ended today, with the signing of the 18-point Kathmandu Declaration.

    The declaration includes issues like agricultural technology exchange, fight against terrorism, gradual reduction of climate change impacts, increased trade and investment and easing the visa processing for the BIMSTEC member states citizens.

    Following the conclusion of the summit, the member states have agreed to connect the countries through highway, railway, air, sea and power-transmission line.

    The member states have also firmly resolved to eradicate poverty from the region by 2030 in line with the UN Sustainable Development Goals. Similarly, they have pledged to stand against terrorism.

    Conclusion:
    We wish the countries luck for their endeavors and hope that they are able to provide timely support and co-operation for meeting the development goals of the BIMSTEC region.

    Ahead of the long-awaited Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) meeting, senior officials of the BIMSTEC group joined for a special meeting in Kathmandu on August 18, 2018.

    As the reports say, the higher officials’ meeting was part of preparations for the upcoming two-day BIMSTEC summit scheduled for August 30-31, 2018.

    The meeting, headed by Secretary at the Ministry of Foreign Affairs, Shanker Das Bairagi, saw senior officials from the Ministries of Foreign/External Affairs of the BIMSTEC member nations.

    The meeting is focused on preparations for the BIMSTEC Summit, says Bairagi.

    During the meeting, the officials focused on 14 areas of priorities including energy, tourism, trade & investment, transport & communications, agriculture & poverty alleviation, counter-terrorism, public health & environment and natural disaster & climate change set by the member states.

    Nepal PM’s Address on BIMSTEC 2018
    Ahead of the ministerial meeting on the side-lines of BIMSTEC 2018, the Prime Minister of Nepal KP Sharma Oli made some key announcements about the Summit on August 28, 2018.

    In his address to the Parliament, Oli informed lawmakers and other parliamentarians about the government-level preparations and agendas of the BIMSTEC Summit.

    Stating that the Summit is being held under the theme ‘Towards Peaceful, Prosperous and Sustainable Bay of Bengal Region, Oli said the BIMSTEC 2018 will enhance economic cooperation and connectivity in key areas such as energy and transportation including railways and airways, among others.

    Oli Addresses Parliament on BIMSTEC 2018

    Oli informed that the 2018 edition of BIMSTEC Summit has integrated two additional priority sectors—Blue Economy and Mountain Economy—to the existing 14 key areas that BIMSTEC already has in its list.

    PM said the issues pertaining to trade, environment, connectivity and campaigns against organized crime will top the list of agendas in BIMSTEC 2018 meeting, which will also see the members agreeing upon a BIMSTEC Charter to address the same.

    Oli expressed hope that the Summit will help Nepal in boosting its ties with neighbors & beyond, and also coordinate with world nations to fight poverty.

    Visiting heads of various governments and BIMSTEC member nations will also hold meetings with President Bidya Devi Bhandari as part of their visit to BIMSTEC 2018, Oli added.

    As Oli says, this is the first such meeting being organized after the formation of the new government post successful completion of the long-awaited three-tier elections.

    “Though BIMSTEC should be held every two years, we are holding the meet for the fourth time, albeit it has been 20 years since BIMSTEC was established. We started preparations for the BIMSTEC meet after the formation of new government,” Oli told the Parliament.

    The first BIMSTEC meet was held in Thailand in 1997, followed by the next one in India in 2008 and lastly in Myanmar in 2014.

    Other Member Nations on BIMSTEC
    According to the Indian External Foreign Affairs Ministry, BIMSTEC 2018 will also focus on counter- terrorism, enhancing regional connectivity and trade.

    They feel that a push for Free Trade Agreement (FTA) and regional connectivity will have a major role to play in the Summit.

    As the reports say, members are little dissatisfied about the pace of progress pertaining to FTA.

    Heads of Missions of the BIMSTEC member states have reportedly raised concerns over the same at a recently-held Federation of Indian Chambers of Commerce and Industry (FICCI) seminar last week, stating that the BIMSTEC-FTA has not been concluded even after the framework finalization that happened 13 years ago.

    “We need to find a way to deal with emerging powers in Indo-Pacific and regional groupings to provide strength in numbers. So, multilateralism is important. BIMSTEC and ASEAN can be part of Indo-Pacific regional architecture,” reads a statement by Chutintorn Gongsakdi, Ambassador of Thailand, reportedly made at a recent interaction on August 25, 2018.

    The Government of Nepal has been high on preparations for the BIMSTEC Summit 2018 with tight intelligence and security measures. Let’s take a look:

    High Security Measures for BIMSTEC 2018
    Nepal Security BIMSTECAs part of its security measures, the government is also deploying around 30,000 security forces to safeguard the BIMSTEC Summit.

    The special forces include officials from the National Intelligence Department along with 8000 personnel from Nepali Army, 13,000 from Nepali Police and 6,000 Armed Police Force.
    Security and transport sub-committee headed by the Home Ministry is working on detailed security plan in coordination with security forces.

    On the other hand, special forces have already beefed up their security measures and vigilance check-ups across moving transport, border areas, Tribhuvan International Airport and major hotel stays.
    The government is also preparing to declare no-fly-zone over the stays where the arriving foreign delegates would be residing at, a day ahead of the Summit.

    “We are also conducting a threat analysis of VIPs. The Nepal Police, in close coordination with their counterparts of the participating nations, has taken a detailed account of the leaders’ activities in the last six months,” informed an official part of the security planning.

    The government is also keeping a close watch on air traffic movement at the Tribhuvan International Airport (TIA) beginning from August 29, 2018, in view of the VVIP arrivals for the Summit.

    As traffic movement is expected to be affected, we are well prepared to keep the airport open 24 hours for two consecutive days if airlines ask us to do so,” informed Raj Kumar Chettri, General Manager of TIA

    Chettri informed that the airport has already issued notices to the carriers about the VVIP movement.

    According to TIA, the flight movement will be severely affected on August 30, 2018 due to the arrivals of the Heads of States from India, Bangladesh and Thailand.

    “We are yet to confirm the date and time of the departure of the VVIPs. “We have aimed to process the first flights from 6am. Starting an hour early will ease traffic congestion to some extent, adds Chettri, who feels that that the impact could continue till September 01, 2018.

    As part of health-related support, the government also formed the ‘Health Emergency and Disaster Management Unit’ that has a 11-member committee headed by the Ministry of Health & Population (MoHP) Secretary Dr Pushpa Chaudhary.

    The country’s renowned Bir Hospital, in coordination with other local hospitals, has also set up temporary health camps along with Onsite Logistic Ambulance (OLA) on standby.

    As part of safety and security measures, Nepal Government is also strengthening logistics and other aspects of management.

    Overall, the government has reportedly invested around Rs 916,150 as part of health security procedures for the Summit and has also commanded 78 satellite hospitals to address emergency health issues.

    Other Preparations

    Meanwhile, the Government of Nepal has also made key announcements as part of its preparations for the BIMSTEC Summit 2018.

    As the reports say, the government has reportedly asked the country’s top VIPs to handover their vehicles to assist the government in facilitating the safe and secure movement for the heads of different states during their visit to the country for the 4th BIMSTEC Summit.

    The list of VIPs includes Office of the President, the Office of the Prime Minister, Speaker of the Federal Parliament and National Assembly, Chief Justice, Ministers and Secretaries among others.

    The government is also keen on buying private vehicles to suffice the requirements.

    “We decided to make use of our own resources as such vehicles are expensive and will not be used frequently once the summit ends. Some of the vehicles are already being colored. Tinted glasses are being fit in all vehicles,” said an official.

    Meanwhile, Indian Government has also stepped up its support to Nepal in its preparations for BIMSTEC Summit.

    India lent three highly-sophisticated, fully-armoured cars to Nepal to be used for the heads of the states coming for Summit on August 30-31, 2018.

    The Indian Aircraft C-17 on August 25, 2018 brought three BMW bulletproof cars from New Delhi to Kathmandu, which the Nepal Government will return post the Summit.

    Following this, another Indian Aircraft IL-76 MD an additional armored vehicle to Kathmandu to be used for Indian Prime Minister Narendra Modi during his BIMSTEC visit.

    The government has already fixed on some high-end vehicles, currently being used by Nepali ministers and other officials, for the visiting foreign ministers and secretaries. The special arrangements also include nine Mercedes Benz cars gifted by Qatar in 2016.

    Learning from the past experiences from the past conferences, Nepal is planning big for this summit with a full-fledged assessment and security deployment, along with intelligence, emergency evacuation and action plan.

    Prime Minister of India Narendra Modi, President of Sri Lanka Maithripala Sirisena, Prime Minister of Bhutan Tshering Tobgay, Prime Minister of Bangladesh Sheikh Hasina, Prime Minister of Thailand Prayut Chan-o-Cha and President of Myanmar Win Myint are among key dignitaries attending the BIMSTEC Summit in Nepal.

    BIMSTEC body, formed two years ago, acts as a sub-regional body with key focus on enhancing economic & technical cooperation among the southern and Southeast countries of Asia along the Bay of Bengal coast.
