Fulfilling its promise of creating employment opportunities in Nepal, the government launched the much-awaited Prime Minister Employment Program (PMEP)!

PM Oli inaugurated the milestone program at a special function held in City Hall, Kathmandu. The scheme will create a minimum of 100,000 jobs, annually!

About the Prime Minister Employment Program (PMEP)

The employment campaign seeks to create job opportunities within Nepal and end Nepal youth dependency on jobs abroad, said Oli.

“This is a new beginning, a new campaign. Among many problems of the country, unemployment is the major one, which is directly linked with poverty. This program aims to resolve both,” the Prime Minister added.

Nepal PM Oli Addressing During "Prime Minister Employment Program"

Unemployed persons between 18-51 years will be covered under this scheme, which will assign them jobs as per their qualification and interest areas. Additionally, they will also receive vocational and skill-oriented training.

With the implementation of the new program, an unemployed Nepali citizen will get employment for a minimum of 100 days in a fiscal year along with subsistence allowance worth 50 days of work.

As per the employment program, the selected youth will be categorized under community infrastructure development, information and communication technology, industry and health, large and national pride projects and reconstruction among other services.

    Program Implementation

The program implementation will begin after the government gets a count of the number of unemployed persons in Nepal.

According to the Labor, Employment and Social Security Ministry, the government will provision employment coordinators at all 753 local levels to facilitate the program.

2,259 candidates have been shortlisted to run the Employment Service Centers (ESCs) at all local units.

ESCs will now look for government projects that require people for project execution and completion.

Finance Minister Yuba Raj Khatiwada says that for the process to commence, certain amendments need to be made in line with the Public Procurement Act. He also added that both the local and the provincial governments should work together for implementation.

The employment coordinators will have to submit the names of unemployed to the government by June 25, 2019.

“Every month, the working age population increases by 35,000 people and Nepal must create 286,900 jobs a year to maintain its employment rate”, says a World Bank report.

Nepali Sansar applauds the government for this remarkable step towards addressing Nepal’s unemployment scenario.

The Colombo Process, a regional consultative process focuses on the management of overseas employment and contractual labor for Asian countries.

The list of countries under Colombo Process include host country Nepal, Pakistan, Bangladesh, China, Cambodia, Philippines, Thailand, Vietnam, Indian and Indonesia.

These Asian countries provide close to 30 percent of the world’s estimated 150 million labor migrants.

“Our longstanding agenda to promote safe migration is finally receiving increased attention globally. Giving Nepalis migrants to Qatar a sigh of relief, the Qatar Government said it will establish a ‘visa’ and ‘bio-metric health center’ in Kathmandu, shortly. The facility will be the largest in Asia.

“We will soon establish a health center in Kathmandu, which we believe will be of tremendous help to Nepali migrant workers,” said Yousuf Bin Mohammed Al-Hail, Qatar Ambassador to Nepal.

Al-Hail added that the health center will ease migrants’ burden of undergoing health-checkups in Nepal and Qatar. Moreover, the existing process increases the financial burden on workers who reach Qatar but are sent back home on medical grounds.

“At present, workers who fail the health check-up in Qatar, have to return home even though they had passed the health check-up in Nepal,” he said.

The Qatar Ambassador said that the Qatar Government has roped in Singapore-based Biomet Smart Identity Solutions for setting up the bio-metric center and providing visa-related services.

Currently, a four-member Qatari Government delegation is in Kathmandu to hold talks with the Nepali side for revision of the existing Nepal-Qatar labor agreement.

Qatar Visa Support Service Department Director Major Abdullah Khalisa Al-Mohanadi informed that the delegation already spoke to Nepal Labor, Employment and Social Security (MoLESS) Minister Gokarna Bista regarding easing the process of opening a visa center in Kathmandu.

Besides Major Al-Mohanadi, Advisor to Qatar Administrative Development, Labor and Social Affairs Ministry Mohammad Al-Meer, Ministry of Interior ‘Visa Section Officer’ Captain Nasser Al-Khalah, and Ministry of Interior ‘Legal Adviser’ Yahya Albayati among others were present in the meeting.

However, MoLESS said that it is was not aware that the Qatar Government is planning to setup a visa and bio-metric health center in Kathmandu.

“We have not formally received any notice from Qatari government to establish a visa center in Kathmandu,” said Narayan Regmi, MoLESS Spokesperson.

Likewise, Biomet Smart Identity Solutions said it has not yet started any legal procedures for the setup of both the facilities.

“The Qatari embassy in Kathmandu will look into that issue,” informed Suhail Shaikh, business head of the Singaporean company.

Hopefully if all goes well, this will be significant move in easing the visa process for Nepali migrants to Qatar.

In a move dealing away with old practice of counting the migrant workers, the Government of Nepal introduced a new information management system on September 10, 2018 to have a detailed record of returning Nepali migrants.

Operated by the Department of Foreign Employment (DoFE), the Foreign Employment Information Management System (FEIMS) will keep detailed records of all migrant workers returning to Nepal for the first time.

Gokarna Bista Nepal Labor Minister“There had been data deficit on the actual number of migrant workers in foreign countries and those returning to Nepal after serving their job contract. The FEIMS will improve the data shortage condition,” says Gokarna Bista, Nepal Labor Minister.

The FEIMS website also has a supporting mobile application along with all the foreign employment and related agencies linked to it on a single platform, which include the Department of Passport, Department of Consular Services, Department of Foreign Employment, Department of Immigration, recruiting agencies, among other key agencies.

The new system also oversees employment verification procedures by Nepali missions at the foreign destinations along with gathering information on workers’ arrivals, informed the Ministry Secretary Mahesh Prasad Dahal.

“The system will provide real-time information and facilitate workers and manpower companies in their respective need. Additionally, it will also register workers’ grievances,” says Dahal.

FIEMS database will have integrated information and services concerning foreign employment at a place with consolidated data from all related agencies.

Now, workers can also apply for labor permits with ease as FIEMS issues a barcode-integrated sticker that will be unique for every application avoiding duplication.

Ease in making insurance payments online, access to medical reports, track the progress of complaints are among other benefits the new system or its mobile application offers, informed the DoFE engineer Raju Shrestha.

“Besides providing services online to recruiting agencies and workers, the system will keep a check on efficiency of government officials. Incidents of files being lost that happened in the past will not happen,” says Shrestha.

Till date, the government was maintaining migrant workers’ data based on the number of work permits issued. However, they realized that wouldn’t be a reliable approach to keep track of Nepali migrants working in foreign destinations.

“We have adopted the latest technology to improve foreign employment sector, making it more transparent and crack down misconduct going on under the cover of foreign employment,” says Bista.

Hope the new system would address discrepancies involving agents, insurance claims, employment, among other concerns haunting Nepali migrant workers.
