The former PM went to EC along with a couple of political leaders. The party will be called CPN (Unified Socialist).
The EC had asked him to come over at 2 PM for the verification. It had earlier asked him to come at 11:30 AM.
The registration of the new party has become easier for Madhav as a new ordinance has come into play.
As per the new ordinance, a new party can be formed if it boasts 20 percent of central committee or parliamentary party members.
Madhav Kumar’s faction leaders are going all out to gain 20 percent, central committee members, as the party’s registration hinges on this technicality.
Previously, 57 members of the committee signed a letter requesting the registration of CPN (US).
Additionally, Mahantha Thakur, along with some leaders, headed to EC for the verification process of his political party, which is called the Democratic Socialist Party.

]]>Previously, 136 parties existed in the country.
The Commission stripped the parties of their recognition after failing to present their audit reports for three years.
In addition, the Commission has stipulated that none shall use the names, flags, and symbols of the disbanded parties for one year.
Raj Kumar Shreshta, the Commission Spokesman, stated that office bearers of the scrapped political would have to submit NPR 50,000 to Election Commission. “In order to prevent the central office bearers and members of the dismissed parties from becoming office-bearers of other parties for a period until the fine is collected, it has been decided to proceed with the proceedings in accordance with the law only after registering a new party and updating the existing parties,” said Shrestha.
Earlier, the Commission was lenient enough to ask 86 political parties to clarify their stance after failing to submit audit reports for three consecutive years.
As per the Political Parties Act 2073, political parties must share their income and expenditure details to EC and submit them to the Commission a month after their audit is complete. This submission has to be done 6 months ahead of the fiscal year expiry.

]]>The Prime Minister indicated his suggestion at a meeting with Chief Election Commissioner Dinesh Thapaliya and others of EC. Finance Minister Bishnu Prasad and Prasad Poudel, election commissioners Ram Prasad Bhandari and Janak Devi Tuladhar were also present at this meeting.
He urged the commission to implement the elections swiftly, considering the mid-term elections, due to being held on November 12 and 19.
“On the one hand, COVID pandemic is raging, and on the other, (the) election should be carried out within six months. There is no situation for deferring the election due to the pandemic. Amid the pandemic too, various countries including India, the US, the UK and Brazil have successfully completed elections,” PM Oli said.
The PM reassured the Chief Election Commissioner that adequate security arrangements would be made available. The budget and human resources will also be provided to the EC.
Although the PM advised the EC to conduct the polls in two phases, the Chief Election Commissioner advised the PM to review that decision as the EC is keen on holding the elections in a single phase.
The voters list will be updated after a political consensus emerges about the related laws, which is expected once the viral infection rate drops in the landlocked nation.

]]>In an all-party meeting on Sunday, the EC has prepared the preliminary draft on the work-plan, election schedule, and estimated expenses. It has concluded that around NPR 8 billion will be required to hold the elections in two phases. Moreover, the Commission has decided to publish the voter list on January 28.
EC Spokesperson Raj Kumar Shrestha informed that the expenses this time will exceed the previous expenses due to the coronavirus pandemic.
According to the EC, around NPR 7,759,441,000 was spent to hold the federal and provincial elections in 2017. The total expenditure, including expensed on election publicity, voters’ education, security, and materials required, stood at NPR 30 billion.
Meanwhile, the Supreme Court is still in the process of hearing the writs filed against the dissolution of the House of Representatives (HoR).
On December 20, 2020, President Bhandari dissolved the HoR on PM Oli’s recommendation, leading to NCP party spilt and protests across the country.
Many writs were filed against the dissolution, claiming that PM Oli’s decision was undemocratic and unconstitutional.
However, PM Oli said that the HoR dissolution was made in line with the constitution and national and international practices.

]]>The PM will also address a mass public meeting to be organized in Dhangadhi, said Prime Minister’s Press Advisor Surya Thapa in a Facebook message.
This is the first time that the Oli-led faction is organizing a mass assembly outside Kathmandu after the dissolution of the House of Representatives (HoR).
Industry Minister Lekh Raj Bhatta, Labor Minister Gauri Shankar Chaudhari, Forest Minister Prem Ale, and General Administration Minister Ganesh Singh Thagunna are at the location for the last four days to make preparations to present over 50,000 people in the open forum.
Meanwhile, the security has been tightened at the location ahead of PM Oli’s visit. Chiefs of Nepal Police, Armed Police Force, and Nepal Army have arrived at the airport in the morning today. A large number of security personnel have been deployed from the airport to the open forum.
Earlier on Wednesday, a provincial committee meeting of the Oli-led faction of the NCP extended the provincial committee to a 551-member committee. The meeting also elected Industry Minister Lekh Raj Bhatta as the Chief Coordinator of the Sudurpashchim Province.
The Election Commission (EC) on Thursday ordered both the factions of the National Communist Party (NCP) to send revised reports within seven days.
The Commission sent separate letters addressing PM Oli and Kamal Dahal, the chairpersons of two factions of NCP, in line with Rule 25 (4) of the Regulations for Political Parties, 2074 BS.
“If the situation arises that no name, statute, stamp, flag, and election symbol of the party can be changed, the Commission gives a seven-day deadline to the concerned groups to resend the amended details,” states the Rule.
Both the factions have been claiming the legitimacy of the NCP after the party was split into two with the HoR dissolution by PM Oli.

]]>In the latest Nepal political update, the Government appointed Nepal-India Eminent Persons’ Group member Nilamber Acharya to the long-vacant post.
Ever since the vacancy, Nepal Government was looking for a candidate with democratic credentials, especially Nepal-India relations and international affairs while also supporting the communist administration.
However, Acharya’s appointment by the leading Nepali Communist Party comes as a surprise, owing to his well-known affiliation to the Nepali Congress Party.
About Nilamber Acharya
Acharya was an interim minister after Nepal’s 1990 political change.
He was later appointed as Nepal Ambassador to Sri Lanka. In 2008, Nepali Congress nominated the minister to Nepal’s first Constituent Assembly and went on to lead the constitution committee.
Presently, he coordinates the Nepal Eminent Person Group on Nepal-India relations.
The new Ambassador is a Moscow graduate and has also served as an advocate.
Other Cabinet Nominations
The Nepal Cabinet also nominated Uday Raj Pandey as Nepal Ambassador to Malaysia and Krishna Dhakal as Nepal Ambassador to United Arab Emirates.
The cabinet decided to nominate Indira Niraula, Pitamber Timalsina and Rajesh Gurung as members of Nepal National Sports Council.
As part of the meeting, the cabinet also gave thematic approval to the Nepal National Priority Projects’ draft and decided to transfer Nepal former King’s family property ownership to Nepal Trust including the Kamaladi one.
Earlier, the Government had nominated former Nepal Election Commission Chief Commissioner Neelkantha Uprety as Nepal Ambassador to India. However, it withdrew this move following huge criticism.

]]>On September 26, 2018, EC decided to collect information from political parties that failed to update the regulatory with their property details.
However, only 31 out of the 127 parties registered with EC have reported the status of their property detail submission, so far.
According to the Nepal Act on Amendment & Integration of Political Parties 2017, central officials and members are required to submit property details to the party office within 60 days of being elected to the post.
The respective party’s central office has to publish names of members who submitted property details and those who failed to do so even one month after deadline.
In the event of failure to comply with the regulation, EC has the authority to fine the party member or official with NPR 10,000 fine. Additionally, the concerned party is fined with NPR 5000 if the details are not published in time.
EC Deputy Attorney General Ghanashyam Ojha said that most parties informed the election authority that they started collecting details from their central committee member while some others already collected them.
“However, all four ‘national’ parties’ represented in the House of Representatives—Nepal Communist Party, Nepali Congress, Rastriya Janata Party-Nepal and Sanghiya Samajwadi Forum-Nepal—informed us that their central committee members had submitted property details and that they had put up a notice on their notice board,” Ojha added.
Interestingly, all four national parties submitted details after the deadline.
The election authority will crosscheck authenticity of all the provided information after Tihar festival, Ojha said.
A report will be compiled, based on the information provided. “The meeting of commissioners will decide on what to do regarding the parties who failed to notify the EC within the deadline,” Ojha added.

]]>Nepal Foreign Minister Pradeep Gyawali informed that a Cabinet meeting held on July 16, 2018 decided to recommend Upreti as the new Nepali envoy to India.
To further this process, Upreti’s name will be sent for approval to a Parliamentary committee.
Post the committee’s ‘approval’, it will be forwarded to Nepal Ministry of Foreign Affairs (MFA) which will then send it to the Indian Ministry of External Affairs (MEA) for an agreemo.
Upreti is being considered as a replacement to Deep Kumar Upadhyay, who resigned in October 2017 to contest for the Nepal Federal Parliamentary Elections 2017.
Upreti’s Political Career
Nilkantha Upreti has served as Nepal’s Election Commissioner and Chief Election Commissioner (CEC 2013). After serving as officiating CEC for over four years, Upreti became full-time Nepal CEC in 2017.
During his tenure, he interacted with several Kathmandu-based diplomatic missions and successfully conducted talks for several projects for the Nepal Election Commission.
Upreti has also worked with UN’s Afghanistan electoral operations.
We hope that the newly-appointed ambassador will take the existing Nepal-India bilateral ties to greater heights driving collaboration across all levels of cooperation.

]]>Backed by the Left Alliance, Bhandari (56) fought back the Nepali Congress’ Presidential candidate Kumari Laxmi Rai with a grand majority.
Since the time she filed her nomination for the post, Bhandari has been receiving a positive response for her candidature from various political parties.
Bhandari’s victory is majorly attributed to the strong support by the ruling Left alliance (CPN-UML and CPN-MC), Sanghiya Samajbadi Forum-Nepal and other political parties.
While CPN-UML has a 23,356 vote-bank with 243 lawmakers in Provincial Assemblies and 148 in the Federal Parliament, its alliance CPN-MC has 108 lawmakers in Provincial Assemblies and 65 lawmakers in the Parliament accounting to a 10,319 vote-bank.
Samajbadi Forum-Nepal and other parties favouring Bhandari’s candidature also hold a decent vote bank.
Whereas, Nepali Congress, the prime opposition of Left Alliance, has a vote bank comprising of
11,248 members together with 113 Provincial Assembly seats and 76 Parliamentary seats.
With this situation in place, garnering a majority vote bank against the Nepali Congress candidate was not a herculean task for Bhandari.
While Bhandari garnered a total of 39,275 votes, Rai lost it out at 11,730 votes, says the Election Commission of Nepal.
Earlier, Nepali Congress had also fielded Man Bahadur in the Presidential race.
Overall, a total of 334 the Federal Parliamentary members including 275 members of the House of Representatives, 59 National Assembly members and 550 Provincial Assembly members were eligible for this election.
Bhandari is the first woman president to Nepal elected in 2015 and has also been elected twice to the parliament in 1994 and 1999.

]]>In an official press release on December 12, 2017, the agencies lauded political parties, voters and citizens for their successful participation in the parliamentary and provincial elections held on November 26, 2017 and December 7, 2017, respectively.
The presence and participation of senior citizens, women, as well as differently-able people were equally encouraging, read an official statement.
The election observation body comprises of General Election Observation Committee (GEOC), National Election Observation Committee (NOEC) and Inclusive Women Network for Peace, Justice and Democracy (Sankalp).
All the observation teams contributed their best to the fair conduction of electoral process.
While NEOC deployed a total of 3,743 trained observers, Sankalp had set up 910 observers followed by GEOC (800 observers) in both the first and second phase of elections.
Besides, these teams also deployed mobile observer and election expert teams across the sensitive polling centers to ensure free and fair electoral process.
In addition to these, NEOC had alsomobilized 165 long-term observers for data-based observation of both the election phases.
Besides deploying teams across the districts, the observation body had also set up call centers to avoid discrepancies in the polling process.
On the flip side, the elections also reported violation of election code of conduct despite strict arrangements by EC.
“In many places use of pamphlets and campaign materials were found to be in violation of the code of conduct. Data received from NEOC Call Center state that in 82 polling centers observed campaign materials were found within the 300-meter perimeter of the polling centers. Moreover, there were activities aimed at influencing voters outside 12 polling centers,” read a statement.
Overall, 99.60 percent (1307) of the polling centers had a minimum 6-member staff as promised by EC, 99.20 percent (1301) had clearly-marked ballot boxes, 0.40 percent (5) centers reported lack of necessary election material and 0.50 percent (6 centers) saw confidentiality failure, informed the observers.
