]]>Pokhrel spoke out against the Supreme Court dispute at a press conferenced arranged by Press Chautari Nepal. He emphasized that the judicial proceedings should not be held hostage by the legal practitioners and by those who know law.
The CPN-UML leader opined that people are frustrated due to the stoppage of activities which were initiated by KP Oli administration. These were the activities which were founded for people’s necessity.
Pokhrel, who was the former Chief Minister of Lumbini Province, pointed out that the scrapping of 1,400 road projects spearheaded by Oli’s administration impacted the national economy adversely.
“Although the CPN (UML) is out of the government, it is always with the people and is currently focused on the upcoming general convention,” he stated.

]]>Speaking at an inauguration ceremony of an industrial estate in his home district, Jhapa, on Sunday, PM Oli challenged the Dahal-Nepal faction of the ruling Nepal Communist Party (NCP) to ousts him from his post if they can.
“Remove me if you can. If I am ousted, I’ll emerge victorious with a two-thirds majority in the next election,” he challenged the rival faction.
“KP Oli is still the parliamentary party leader of the NCP. He is the party chairman as well as the prime minister. If you have restored parliament, remove KP Oli from the prime ministerial post,” said PM Oli.
He also challenged the Nepal-Dahal faction to table a vote of a no-confidence motion against him and approve it.
“My resignation is not the way out. This will lead to political instability and chaos and will recur the tendency of horse-trading lawmakers,” added PM Oli.
“I have become the prime minister through democratic means,” said PM Oli stating that it was not Prachanda who made him the Prime Minister.
He also criticized Prachanda saying, “In fact, he precisely said that he would form a coalition government that is comfortable for others because he has never, in the history, been comfortable for the Nepali people and the country.”
PM Oli further condemned the rival faction for obstructing the government’s works saying, “The government was consistently under pressure from them. They interfered in every sector and every step. Instead of cooperating with the government, they were hell-bent on defaming it.”
Meanwhile, the Nepal-Dahal faction has been working rigorously to garner support from Nepali Congress (NC) and Janata Samajbadi parties in an apparent bid to remove Oli from power.

]]>He said that people favor elections, and the Supreme Court’s decision on the HoR dissolution case will be in favor of people and the country as a whole.
During the meeting, he said that the reinstatement of the dissolved HoR will not only be against the public interest but also lead the nation towards instability. He further informed that it is beyond his imagination that the Supreme Court would pass a verdict to reinstate the Parliament.
“We cannot even imagine that the Supreme Court will pass verdict otherwise under any pressure,” said PM Oli.
He also said that his party would launch an agitation if the Apex Court gave its verdict against the HoR dissolution.
Other prominent leaders of the Oli-led faction, including Home Minister Ram Bahadur Thapa and senior leader Subas Chandra Nembang, too addressed the mass gathering.
The mass gathering was organized to showcase their strength and inform people about the reasons behind HoR’s dissolution and calling of the mid-term elections.
Meanwhile, the Dahal-Nepal faction of the NCP formed a human chain around the outer sphere of Tundikhel as a protest against the HoR dissolution by the Oli-led government. Hundreds of participants formed the human chain and chanted anti-government slogans during the protest.

]]>Reacting to recent media reports that rival faction leaders within the NCP are pressing him to resign, Prime Minister KP Sharma Oli has claimed that a section of people is trying to push Nepal towards instability.
He said so while addressing the inaugural function of the newly constructed annex building of Manmohan Center under the Institute of Medicine in Maharajgunj today.
PM Oli’s remarks come after the NCP Chairman Pushpa Kamal Dahal and senior leader Madhav Kumar Nepal started allying to register a vote of a no-confidence motion against him during the upcoming winter session of the Federal Parliament.
However, PM Oli said that he would not step down from power despite the mounting pressure from the rival faction leaders. Although he did not mention anyone during his speech, it was clear that he was referring to the Chairman Pushpa Kamal Dahal and the senior leader Madhav Kumar Nepal.
“You can all think about it. Is it good for me to step down? It is not for me but for the country. Tendering resignation at this time is to push the country toward a mess. So, I will not tender my resignation. I have repeatedly said this. But again, some are still asking where my resignation is. I think this nonsense thing,” said PM Oli.
He also argued that he became the PM of Nepal not because of his own will but because of the support of the citizens.
“I am in this position not at my own will but due to the support and need of ordinary people. Tricks and treachery did not take me to this position. It was the wider support of people that took me to this position,” PM Oli said.
“Several attempts were made from both within and beyond the party to see if this government could be changed or toppled. There is a tendency to criticize anything the government does. Let us not be influenced by that,” he further added.

]]>The United States and Nepal signed the Compact in September 2017, and Nepal has committed to ratify the deal by September 2019.
However, the Nepali Government has missed the deadline as the ruling Nepal Communist Party (NCP) is largely divided over the issue. While Prime Minister KP Sharma Oli has been pressing for its endorsement, NCP Chairman Pushpa Kamal Dahal has sought some amendments. A majority of NCP leaders claim that certain clauses of the agreement are against Nepal’s national interest.
But, recently, a month ago, both the party chairs had agreed to seek amendments in the Compact before the Federal Government endorses it.
Amid the growing uncertainties surrounding the ratification of the MCC Compact, the US Government has informed that it is prepared to clarify the inquiries from the Nepali Government about the deal.
“MCC is prepared to respond to inquiries from the government of Nepal to support and update their understanding of the compact’s clauses,” said Anna Richey-Allen, Spokesperson at US Embassy in Kathmandu.
“Prior to signing the MCC compact in 2017, both the Nepali government and the MCC fully reviewed and agreed upon each provision during formal negotiations,” reminded Richey citing the claims that certain clauses are against Nepal’s national interest.
He also warned that, though accepting the grand is Nepal’s choice, the availability of the funding is no longer an open-ended offer.
“In order for the compact to be viable, it is important for the Nepali Government to ratify the compact and complete the remaining preliminary activities for the project as soon as possible,” he added.
Nepal will receive USD 500 million grant under the MCC Compact to build electric transmission infrastructure and perform road maintenance activities and directly benefit 23 million Nepalis.

]]>As many as 152 CC members wrote a letter to the NCP Co-chairpersons Pushpa Kamal Dahal and KP Sharma Oli to convene a CC meeting to discuss all the current issues of the party.
The move came at the time when the NCP’s rival faction led by Dahal and senior leader Madhav has demanded PM Oli to quit either as prime minister or NCP co-chair. However, PM Oli has refused to step down from any of the two posts.
The rift between the NCP co-chairs deepened further after PM Oli unilaterally postponed the scheduled Standing Committee meeting on July 28. In response, the rival faction held the SC meeting in the absence of PM Oli.
As Dahal and Oli had failed to narrow down their differences even after holding multiple one-on-one meetings and group negotiations, the CC members penned the letter to save party unity and ensure the party’s effectiveness.
As most of the CC members who have demanded the meeting are on the side of Dahal, PM Oli may certainly face even severe pressure to resign if the meeting is convened.
However, the Co-chairs has to call the CC meeting within 15 days if 25% or 110 CC members demand for the meeting, as per Article 59 (A) 4 of the party statute. Currently, the NCP Central Committee has 441 members.

]]>The meeting has been postponed for July 8, apparently to provide enough time to the top leaders to resolve the intra-party disputes.
Even the earlier meeting on July 5 was also postponed owing to the same reason.
During these times, the NCP Chairpersons KP Sharma Oli and Pushpa Kamal Dahal have held a series of meetings to minimize their differences before going for the crucial Standing Committee meeting.
The duo held a two-hour-long meeting on July 3 and a one-hour long meeting on July 5. However, they could not conclude.
Prime Minister KP Sharma Oli also held an emergency meeting with the Cabinet Ministers at his official residence in Baluwatar on July 4.
During the meeting, PM Oli said that the NCP party was facing grave condition and indicated that the party might split soon. “Now, conspiracies are being hatched to remove me from the post of the prime minister and party chairman. In addition to that, some of our party members are also trying to remove President Bidya Devi Bhandari from the power,” said PM Oli.
However, he said that he would not let it happen while urging the ministers to make their position clear whether to support him during the crisis.
Earlier on June 30, as many as 30 Standing Committee members sought PM Oli’s resignation claiming that he had failed to run the government and the party effectively.
They accused that PM Oli has failed to live up to the people’s expectations as promised during the elections and party unification.
Likewise, the rival faction leaders, including Chairman Dahal and senior leaders Madhav Kumar Nepal and Jhala Nath Khanal, held a meeting with President Bidya Devi Bhandari on July 5.
The leaders denied the claims made by PM Oli that conspiracies were being hatched by the rival faction leaders to oust the president from power and said that they don’t have such plans, and it was just a rumor.

The Embassy said that MCC focuses mainly on the economic development of Nepal through transparency and true partnership.

Nepal Government has proposed and decided Electricity Transmission Project and Transportation Project for MCC program. The US Government has committed to invest USD 500 million under MCC compact to fortify Nepal’s economic growth and stability.

The ministers’ resignations will be effective from November 17, 2019.
According to one of the members, the ministers were resigning to help the PM form a new team. He added that Oli sought the ministers’ resignation.
Another source said that the Prime Minister wanted to convey a message to his Cabinet ministers to quit their posts on their own so that he could form a new cabinet to further strengthen his government’s performance.
“The PM’s main target is Cabinet members. He wants them to resign,” he said.
The source added that the ministers would rather resign from their positions, than suffer humiliation for being removed on grounds on inefficiency.
A source close to NCP Party Chair Pushpa Kamal Dahal said that Oli had been considering reshuffling the cabinet, however, he did not take any formal decision till date.
“The PM has been talking about reshuffling his Cabinet. I think he will soon ask Cabinet ministers to resign en masse,” the source added.
The PM had earlier hinted a cabinet reshuffle even during his public speeches but did not take any step in that direction.
Interestingly, another source stated that the PM had receiving complaints that his Chief Advisor had been limiting public access to the PM and was interfering in various ministries’ works.
“The PM has received complaints against his Chief Adviser Bishnu Rimal ‘for limiting the public’s access to the PM and ‘for interfering in the ministries’ works,” said the source.
Rimal would hold meetings with senior ministers of the various Nepal ministries and take an account of their work, which was considered as unnecessary intervention.
Earlier in November, the incumbent government had also directed President Bidya Devi Bhandari to sack all seven provinces’ governors and reappoint new ones.
