Oli expressly referred to the purported encroachment in Lipulekh, Limpyadhura, Kalapani, and Susta. He stated that his party’s main wish was to reclaim those areas.
“The main interest and concern is to recover the encroached territories of Lipulekh, Limpyadhura, Kalapani, and Susta,” the former PM said. “We want the issues between the two countries to be solved through diplomatic initiatives.”
Oli remarked that he and his political outfit, CPN-UML, intend to resolve the territorial issues with India and China. Oli’s remarks came at the first statute convention of CPN-UML. The former PM commented that his party’s foreign policy was not to fear anyone.

]]>The party’s chairman KP Sharma Oli welcomed quite a number of leaders, including Bhim Rawal, who earlier favored Nepal-Khanal faction, into his party in the Standing Committee (SC) meeting of the UML held yesterday.
Likewise, a total of ten influential SC members have also been invited to the UML party.
The former PM of Nepal was able to rebuild his party after he agreed to take the party to the status of May 16, 2018, and conduct the 10th General Convention.
The SC meeting on Tuesday took the decision to hold the 10th General Convention of the party from November 26 to 28, according to UML Spokesperson Pradeep Gyawali.
Leaders, who declined to be part of Madhav Kumar Nepal’s new party CPN-unified (socialist), participated in the SC meeting.
Even the former CPN (Maoist Center) leaders have decided to stay with the UML after the Supreme Court declined the unification of the UML and the CPN (Maoist Center).
“Those leaders who have defected from the UML have to regret and think twice before returning to the mother party and the SC meeting has decided to call for their return,” said Gyawali.
The SC meeting also decided to restore all the structures of the UML to the status quo, according to Gyawali.

]]>“President Bhandari ratified the ordinance at 1:10 pm today on the recommendation of the Council of Ministers in accordance with Article 114 (1) of the Constitution of Nepal,” said the president’s personal secretary Dr. Bhesh Raj Adhikari.
The Political Parties Act 2017 Amendment Ordinance enables political parties to split if 20% of the Central Committee members or the Parliamentary Party members agreed so.
Prior to this ordinance, the political party could only split if at least 40% of members opted for it.
Even the former Prime Minister KP Sharma Oli attempted to pass similar ordinance in April 2020. However, at that time, Nepali Congress and other political parties of the ruling alliance had apposed it.
Ironically, as soon as the ordinance was issued, the Mahanta Thakur faction of the Janata Samajwadi Party (JSP) has initiated preparations for the registration of a new party.
After losing the legal battle to claim the JSP party, the Thakur’s faction was waiting for the ordinance to register a new party.
According to leader Laxman Lal Karna, Thakur faction is set to reach Election Commission today for party registration. Janata Samajwadi Party (Democratic) is the new party name and bicycle is the election symbol.

]]>A cabinet meeting of the new government held on Friday made the decision to this effect.
Earlier, before his dethroning, Oli was planning to appoint 11 ambassadors after 45 days of the recommendation, even in the absence of the Parliamentary Hearing Special Committee after the dissolution of the House of Representatives. On the same lines, KP Oli had appointed various officials in various constitutional bodies.
According to the Parliamentary Laws, any appointment subject to the hearing can be endorsed if the Hearing Committee fails to give a concrete decision in 45 days.
However, the then Oli-led government misinterpreted those appointments can be made after the period even when the Hearing Committee did not exist.
With the reinstatement of the HoR, the Deuba-led government had rejected Oli’s decision to appoint the ambassadors even though the Hearing Committee has also been revived.
Unfortunately, the Ministry of Foreign Affairs had already sent letters to the concerned nations requesting agreements in the listed names to make appointments as soon as the 45 days are completed.

]]>The bench of five judges led by Chief Justice Cholendra Shumsher had concluded hearings on the petition filed by 146 lawmakers, including Deuba.
Reacting to the SC’s verdict, CPN-UML spokesperson and former foreign minister Pradeep Gyawali claimed that the move is unexpected and contrary to the Constitution.
“Wrong and unjustifiable, but will abide by it,” said Gyawali.
On Tuesday, President Bidya Devi Bhandari has appointed Deuba as the Prime Minister of Nepal, as per Article 76(5) of the Constitution of Nepal.
By the evening, the incoming PM Deuba has taken Oath of Office and Secrecy amid a special ceremony at the Office of President, Shital Niwas. President Bhandari administered the oath.
Earlier, Deuba had rejected the oath as the statement issued by President’s Office failed to mention anything about Article 76(5). Instead, the statement mentioned only the mandamus of the SC to appoint Deuba as the new PM.
Meanwhile, PM Deuba picked four ministerial candidates.
NC Chief Whip Bal Krishna Khand has been appointed as Home Minister and former finance minister Gyanendra Bahadur Karki as Law Minister. Likewise, Maoist Center party leader Janardan Sharma has been appointed as Finance Minister and Pampha Bhusal as Energy Minister.
President Bhandari also administered an oath of office and secrecy to these four ministers.
The Himalayan nation nosedived into a political crisis on December 20, 2020, after President Bhandari dissolved HoR and announced fresh elections at the recommendation of the then Prime Minister KP Oli.

]]>A Task Force formed to resolve the disputes between the factions led by PM Oli and senior leader Madhav Kumar Nepal has hammered out the 10-point proposal after several meetings held in the past few days.
The proposal has been forwarded to the party chairman KP Sharma Oli and rival faction leader Nepal.
Task Force member Ganashyam Bhusal made the proposal public on Monday.
The party leaders have agreed to resolve the disputes immediately as the differences within the party are not only enfeebling the CPN party but also triggering severe political instability in the country, said the Task Force.
The task force is preparing to resolve the rift in a lawful manner and address the main disputes amending the legislation if required.

]]>As the second wave of COVID-19 infections stretches out and spreads across the country, Nepal has recorded more than 7000 cases for the second straight day.
In the last 24 hours, Nepal has recorded 7,388 new cases, the highest number of fresh cases in a single day since the pandemic outbreak. With this, the total number of cases in the country reached 343,418. Currently, there are 54,041 active cases and 286,015 recovery cases in the country.
Meanwhile, 37 people have succumbed to the virus in the last 24 hours, pushing the nation’s death toll to 3,362.
In a bid to deal with the sudden surge in coronavirus cases, the government has directed the Nepal Army (NA) to construct a 1,000-bed temporary hospital in every state and the capital, according to the PM.
He said that the government had intensified efforts to build primary hospitals with 5 to 15 beds capacity at all local levels.
PM Oli also informed that the new building of Bir Hospital and the Tri-Chandra Military Hospital of the Nepal Army would be operated as COVID-19 hospital.
All the large public and community venues, including stadiums, party palaces, meeting halls, hotels, factories, and other structures, would be temporarily transformed into well-equipped quarantine, isolation centers, and holding centers to tackle the second wave, said the PM.

]]>The Nepali team inflicted a crushing defeat on Bangladesh, winning by 2-1 to lift the title of Three Nations Cup 2021 held at Dashrath Stadium, Tripureshwor, on Monday.
Nepal showed dominance over Bangladesh since the very start of the match and took a 2-0 lead in the first half of the match.
Nepal’s Sanjog Rai made the opening score in the 18th minute and Bishal Rai in the 41st minute to give the host country a 2-0 dominance against Bangladesh in the first half.
However, the second half became more excited when Bangladesh scored a goal.
Prominent personalities, including PM KP Sharma Oli and Foreign Minister Pradeep Gyawali, watched the game at the stadium.

The meeting made some vital decisions, especially the transfer of responsibilities given to the leaders close to senior leader Nepal to the leaders belonging to the erstwhile CPN (Maoist Center).
Other decisions include holding the party’s general convention from November 18-22, amending the party’s statute, and scrapping all office-bearers’ positions except the post of Chairman and General Secretary. Most of the scrapped positions were held by the leaders close to Nepal.

The CC meeting of the Oli-led faction of the UML named Bishnu Paudel as the chief of the party’s Organization Department, replacing Bam Dev Gautam.

The meeting also elected Dr. Rajan Bhattarai as the chief of the party’s Foreign Affairs Department, replacing senior leader Madhav Kumar Nepal. Leader Pradeep Gyawali has been elected as the head of the party’s Publicity Department.
Addressing the meeting, Oli informed that the next CC meeting of the party would be held on March 20. He asked General Secretary Pokharel to invite the CC members close to senior leader Nepal for the next meeting.

]]>During an emergency Cabinet meeting on Sunday morning, Oli’s Administration, in a drastic move, decided to recommend President Bidya Devi Bhandari to dissolve the Federal Parliament.
As per PM Oli’s recommendation, President Bhandari on Sunday evening dissolved the nation’s House of Representatives (HoR), the lower house of Parliament, two years short of its five-year tenure. The President also announced mid-term elections on April 30 and May 10, 2021.
“On Sunday (December 20, 2020), the Honorable President Mrs. Bidya Devi Bhandari, in accordance with Article 76, Clauses (1) and (7) of the Constitution of Nepal and Article 85 and the basic essence and values of the parliamentary system and the practice of different countries, has announced to dissolve the current House of Representatives of the Parliament and go to the Nepali people for a fresh mandate,” stated President’s Office in a statement.
“The meeting of the Council of Ministers of the Government of Nepal has decided to hold the first phase of the election of the House of Representatives on April 30, 2021, and the second phase of election on May 10, 2021.”
The unprecedented move to dissolve the Parliament was proposed after a non-trust motion, signed by as many as 90 NCP leaders against PM Oli, was registered at the Parliament Secretariat on Sunday Morning. The non-confident motion proposed NCP Chairman Pushpa Kamal Dahal “Prachanda” as the next Prime Minister.
PM Oli alleged that some of the party members are planning to file an impeachment motion against President Bhandari with the one-third majority.
However, with the dissolution of the HoR, the proposals became unviable.
PM Oli’s decision to dissolving the HoR comes on the heels of a deepening crisis in his Nepali Communist Party, where he fell into the minority with the opponent faction demanding his resignation for failing to abide by party decisions.
Lately, the NCP rivalry factions and main opposition party Nepali Congress have upped their ante against Oli, especially after he intimidated an Ordinance to amend the Constitutional Council Act. The Ordinance allows the Constitutional Council to convene a meeting with the presence of the majority of its members.
The controversial Ordinance also empowers PM to take decisions even in the absence of key council members, including the Parliamentary leader of the main opposition, the Speaker of the HoR, and Deputy Speaker of the HR.
Following the Ordinance approval, Oli filled 45 vacant posts in 13 constitutional commissions with the support of just one member in the six-member constitutional council to bring key commissions under his control. This further heightened the intraparty rift.
With the dissolution of the Parliament, supporters and leaders of the Prachanda-Nepal faction of the ruling NCP and the opposition Nepali Congress held protests across the country, calling it a “constitutional coup”.
“This is against the democratic values, norms, and spirit of the constitution. This decision of the government has undermined the federal democratic republican constitution and has led the country towards instability, uncertainty, and chaos that might result in the failure state,” said the NC party.

Meanwhile, PM Oli has instructed all security chiefs of Nepal Army, Nepal Police, Armed Police Force, and National Investigation Bureau to stay alert to ensure law and order in the country.
