    Prime Minister Sher Deuba upped the ante by daring the former Nepal King Gyanendra Shah to contest in the general elections if the latter wants to lead the Himalayan nation.

     

    These remarks were delivered at a program organized by Ganeshman Memorial Foundation on Wednesday. The Prime Minister further added that the former King should not go against the democracy and stated that all should go contest in the elections if they wanted to administer Nepal.

     

    The Prime Minister recalled how the former King imprisoned him for advocating democracy. Sher further warned that the King should not destabilize the current system of governance.

    “The republic was brought in by King Gyanendra, not us. I told him I can go against anything but democracy. I was put into prison for that, which enraged the public. I told him to move forward with the electoral process to lead the country. Just because they did not want to go for election, they went against democracy,” said the Prime Minister.

     “We have a very good constitution at the moment. Although there are some problems, we will resolve them in a democratic manner.” 

     

    The Prime Minister stated the Nepali’s biggest asset is their democracy.

    The last-ditch attempt by Election Commission to keep Janatha Samajbadi Party Nepal (JSPN) intact went in vain as the warring factions concurred they could no longer be united.

    Instead, the factions stressed the commission to allow one faction to retain the JSPN name while the other faction will register itself as a new political party.

    The commission called both the factions after both sought legal recognition from the election body. However, the formal attempt to pacify the factions and keep the party united failed on Tuesday.

    The JSPN is splitting as one group of the party supports Prime Minister KP Oli’s decision to dissolve the House of Representatives. The other group is against this decision of the PM. Having divergent views, they have decided to go their separate ways.

    The Nepali Government is all set to conduct Rastriya Sabha (or National Assembly) elections for 18 seats in all seven provinces today, i.e., January 23, 2020.

    A total of 45 candidates from 6 political parties are contesting for the National Assembly (NA) seats.

    According to Election Commission (EC), the NA elections will be conducted in 7 district headquarters, namely Morang, Dhanusha, Lalitpur, Kaski, Dang, Surkhet and Doti.

    The district judges of the aforementioned districts will work as returning officers.

    Rastriya Sabha Elections

    A total of 2,056 candidates will cast their votes. They include:

    • 550 – State Assembly members
    • 1,506 – Mayors, Deputy Mayors, Chairpersons and Vice Chairpersons

    According to the Chief Election Commissioner Dinesh Kumar Thapaliya, the voters can cast their votes at the polling booths from 10:00 am to 4:00 pm today and the results will be released after that.

    There are 19 NA posts, of which 18 seats will be filled by the candidates to be elected today and the remaining 1 seat will be appointed by the President.

    The 2-year term of the present 19 members of the 59-member NA is going to expire on March 3, 2020.

    Nepali cricket fans be ready for the comeback of Nepal’s own cricketing association – the Cricket Association of Nepal (CAN)!

    Elections for the CAN – Central Working Committee (CWC) will soon be taking place between September 27-28, 2019.

    The elections are being conducted after a meeting, involving the International Cricket Council (ICC), the National Sports Council (NSC) and an independent committee, decided on the reinstatement of Nepal’s cricket association.

    ICC Deputy Chairman Imran Khwaja and another representative Amar Sheikh met with National Sports Council (NSC) after they arrived in Nepal on September 16, 2019 . They held talks with NSC Member Secretary Ramesh Silwal and the independent committee’s Legal Advisor Rajeshwor Shrestha.

    Silwal shared that the meeting parties reached an agreement to conduct the CAN elections in a free, fair and disciplined manner.

    The upcoming elections will also pave way for Nepal’s reinstatement in the ICC.

    “I am optimistic that upon conclusion of the central elections, the ICC Board will be in a position to consider Nepal’s reinstatement at its October meeting in Sydney,” said ICC Deputy Chairman Imran Khwaja in the ICC’s press statement.

    The district and provisional elections have been completed in accordance with the CAN constitution and the CWC elections will be held during the CAN Annual General Meeting (AGM) between the given dates.

    “I’m glad to note that the CAN district and provincial elections have been concluded and we are at the final stages of conducting the central elections. I am thankful for the NSC’s support in ensuring that elections are conducted in a free and fair manner devoid of any political interference, which is an important prerequisite for the reinstatement of Nepal’s ICC membership”, said ICC Deputy Chairman Imran Khwaja.

    CAN has been absent for a long time following its dissolvement by the ICC in 2016 owing to factors such as rampant corruption within the association and political interference. Cricket in Nepal received a major hit due to this.

    The association’s reinstatement will revive the spirit of the game within Nepal.

    Nepal is currently gearing up for the Presidential election as a move to elect its new President in the place of current President Bidya Devi Bhandari.

    The Election Commission has announced March 13, 2018 as the date for conducting Presidential elections after a round of discussions with the newly-appointed Prime Minister KP Sharma Oli and various political parties, informed EC Spokesman Navaraj Dhakal.

    “There will be a separate election to choose new Vice-President a week after the presidential election,” added Dhakal.

    The new President and Vice-President of the country will be elected through a voting by Electoral College that includes members of the Federal Parliament and Provincial Assemblies, a month after the formation of Federal Parliament.

    These elections for the posts of President and Vice-President will see the replacement of Bidya Devi Bhandari and Nanda Bahadur Pun whose tenure began in October 2015 and will be ending very soon.

    These polls are also crucial for the implementation of the Nepal’s new Constitution promulgated in 2015.

    Left Okay for Constitutional Amendment

    Meanwhile, as per the recent update, the Left Alliance Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has expressed its willingness for Constitutional amendments

    CPN-UML has reportedly agreed to the amendment draft made on the basis of recommendations by Upendra Yadav led Federal Socialist Forum Nepal (FSFN).Nepal Constitution

    “The government has marched closer to make the revision on the clause that creates a hurdle for naturalized citizens to a take over the key post of the country,” say the sources, adding that a finalized decision in this regard is yet to be made.

    “Sooner or later, the Federal Socialist Party will join the government over heading the Rashtriya Janata Party Nepal (RJP-N) and this instance has increased the distance between the two parties who once took to the streets with the same demands and issues,” informed a statement.

    In another major move, the Left party leaders Oli and Pushpa Kumar Dahal have also proposed collaboration with FSFN to hold two-third majority in the House of Representatives.

    Out of the 275 seats, the Left Alliance parties (CPN-UML and CPN-MC) won 121 and 53 seats respectively in the lower house in the recently-held elections, and a coalition with 16 FSFN members will get the Left Alliance two-third hold in the House of Representatives.

    Oli Extends Cabinet Further

    In another major update, newly-elected Prime Minister of Nepal KP Sharma Oli has extended his cabinet strength inducting four new ministers, taking the total number to seven.

    The list of new ministers includes Ram Bahadur Thapa (CPN-MC) as the Minister for Home Affairs, Yubaraj Khatiwada as the Minister for Foreign Finance, Matrika Yadav as the Minister for Industry and Ishwar Pokharel (CPN-UML) as the Minister for Defence.

    The new finance minister is a notable veteran economist of Nepal and also served in key positions as the Governor of the Nepal Rastra Bank and as the Vice-chairman of National Planning Commission (NPC).

    Oli formed his own cabinet on February 15, 2018, the day of his election as the new Prime Minister with Lal Babu Pandit as the Minister for Environment and Tham Maya Thapa as the Minister for Women and Social Welfare.

    After the successful completion of long-awaited electoral process, Nepal is all set for its first parliamentary meeting on March 05, 2018.

    An official announcement in this regard has been made by the Office of the President on February 19, 2018, wherein, the statement informed that the first meeting will begin at 4 PM in Nepal local time.

    After the successful completion of the most-awaited provincial and parliamentary polls, Nepal today witnessed the National Assembly elections across six provinces.

    The electoral process that was held on February 07, 2018 saw 52 candidates of different political parties who were fielded for a total of 32 seats in Provinces 1, 3, 4, 5, 6 and 7.

    Nepal’s National Assembly has a total of 59 members, of which, 56 will be elected through the electoral college that includes assembly members of seven provinces, chiefs and deputy chiefs of municipalities and rural municipalities.

    The other three members will be selected by the President in line with the government recommendations.

    The electoral college of Nepal comprises of 2, 056 voters, 1,506 mayors and deputy mayors of various municipalities, along with the chairpersons and vice-chairpersons of rural municipalities.

    The National Assembly election saw a total of 1,677 voters, 1,234 local-level officials and 443 Provincial Assembly members of the six provinces.

    This election for Upper House is coming after the country has recently seen its long-awaited elections that saw election of members for various provinces and House of Representatives.

    Key to Final Results

    The current election holds significance owing to its key role in announcing the final results of the recently-concluded federal and provincial polls held on November 26, 2017 and December 06, 2017.

    Following the vote counting of this election, the Election Commission will submit final results to the President. Following this, the commencement of Parliament and election of the new Prime Minister of Nepal will take place.

    The Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) leader K P Sharma Oli has been named for the Prime Minister candidature.

    Dressed in cultural and traditional attire, various ethnic community members elected through recently-held provincial elections sworn in as Provincial Assembly members at all the seven provinces of Nepal on January 21, 2018.

    Govinda Subba for Province 1, Ratneshwar Lal Kayastha for Province 2, Baburam Kunwar for Province 4, Umakant Jha for Province 5, Durga Keshar Khanal for Province 6 and Mohan Raj Malla for Province 7 in Farwest are among others across different provinces.

    On New Governance

    Meanwhile, the Communist Alliance members met for a discussion on setting top priorities of the new Nepali Government that is yet to be formed on January 21, 2017

    The Party Unity Coordination Committee (PUCC) meeting called for formation of a special task force to ensure good governance and development teams.

    The resultant task force would set priorities for the new government based on the joint election manifesto to be formed by the two left parties, CPN-UML and CPM-MC.

    Power sharing, organisational integration and ideologies for the unified party were among key issues Oli and Dahal discussed, informed PUCC member Narayan Kaji Shrestha.

    “We asked the province chiefs of the party to finalize the names according to the clusters as decided by the task force,” Shrestha added while informed that the names would be announced on Jan 26, 2018.

    Maoist Centre leader Pun said that the coordination committee endorsed the report and the two top leaders will make any correction if needed.

    This Phase II election of provincial and parliamentary election, on December 07, 2017, will see the election of candidates for 128 Parliamentary (House of Representatives) and 256 Provincial Assembly seats.

    A total of 4,482 candidates are competing in this phase that is being held at 15,344 polling centers across 45 districts of the country.

    The first phase, held on November 26, 2017, was held across 32 districts.

    While the first round saw around 65 percent voter participation, the Nepal Election Commission (EC) expects the second phase polls to register more than 70 percent turnout with over 12.2 million voters exercising their vote.

    The completion of this First-Past-The-Post (FPTP) election will result in formation of Federal Parliament at the Center and Provincial Assemblies across seven provinces of the country as planned in the new constitution in 2015.

    The counting process will also begin the same day in the evening.

    A Worth-waiting Election

    The world governments, especially the bordering nations, are eagerly watching this landmark election of Nepal.

    “I think the party I feel like voting [for] is popular because it strongly claims Nepal as a nation that is capable of bringing those golden days of Nepal back, where Nepal stood economically, socially and politically strong without aid dependency,” says Lawyer Jyoti Singh Bhandari.

    “The Election Commission calls on all eligible voters to take part in the elections to convey a strong message to those who are against the implementation of the constitution as well as political stability in the country,” reads a statement by the Chief Election Commissioner (CEC) Ayodhee Prasad Yadav.

    While Nepal has saw a governmental transition 26 times in the past 28 years, many hope this election would end long-standing political turmoil and open ways for new Nepali constitution, while also bringing in needed development across the country.

    Nepal is receiving a wide appreciation for the successful completion of its landmark local-level elections.

    The Government of Nepal considered the local body polls as a prestigious matter and had also claimed that ‘holding of local-level elections on time’ as its major achievement in first 100 days of its functioning.

    Not just Nepal, its friendly countries are also of hope that the recently-held local-level polls would open avenues for new style of government functioning in the country.

    UN Secretary-General Lauds Nepal

    The United Nations (UN) Secretary-General Antonio Guteress congratulated Nepal on successful completion of its three-tier local polls held recently.

    The UN official was speaking on the sidelines of the UN General Assembly currently currently being held in New York, wherein, Prime Minister Sher Bahadur Deuba is representing Nepal.

    In a high-level meeting with PM Deuba, Antonio Guteress also appreciated Nepal on latest developments and its ongoing process of institutionalizing democracy, informed Deuba’s Foreign Affairs Advisor Dinesh Bhattarai.

    Local Elections Held Peacefully, Says Japan

    In a recent update, Japan congratulated Nepal hailing the way the elections were organized.

    “Japan appreciates that, overall, the local elections were conducted in a peaceful and fair manner,” said the Embassy of Japan in a statement, citing the observations made by a special Japanese team including the Embassy of Japan and the Japan International Cooperation Agency (JICA) on Nepali local polls.

    “Japan would like to pay its sincere respects to the people of Nepal who contributed to the successful holding of local elections after a break of 20 years,” the Embassy further added, “This is a significant progress towards the implementation of the constitution that was promulgated in 2015.”

    Extending Japan’s support to the Himalayan nation, the Embassy further informed, “Japan is committed to supporting the government of Nepal to the best possible extent.”

    A Significant Milestone for Nepal: US

    In his greetings to the 2nd Nepali Constitution Day yesterday, the United States President Donald Trump hailed Nepal for successful holding of local body polls.

    “Most importantly, you have held the first local elections in 20 years – a significant milestone for your democratic government,” said Donald Trump.

    “Nepal has achieved important progress,” he added.

    Indian Prime Minister also hailed Nepal saying, “As a close friend and neighbour, India remains steadfast in its support to the people and Government of Nepal in their national efforts to achieve peace, stability and development.”

    Local Governance Act Endorsed

    Meanwhile, following the local polls in Province 2, the Legislature Parliament of Nepal yesterday endorsed the Local Level Governance Act for the full-fledged functioning of local bodies elected through earlier phases.

    Since the time they were formed, the local bodies of Provinces 1,3,4,5,6 and 7 have limited their operations only to administrative works due to lack of relevant Act.

    “The newly-elected bodies can now function effectively after the Act comes into effect,” said the Minister for Land Reform Gopal Dahit while presenting the bill for endorsement.

    The new bill, yet to be signed by the President, allows the local governments to change their names and operating centers (if required), change the status and boundaries of the wards, besides granting them executive, legislative and judicial rights.

    CPN-UML Leading the Way

    According to the latest update, CPN-UML is leading the overall local polls race with 276 seats and 18 majority, followed by Nepali Congress (226 seats). Whereas, the case is exactly reverse in Province-2 as Nepali Congress is leading with 35 seats majority, followed by Others (22) and CPI-UML (18).

    The local elections, planned in three phases, ended yesterday with a record voter turnout in the third phase polls (compared to earlier phases) in Province 2. The first and second phases of local elections were held on May 14 and June 28.

    Now, the country is eagerly waiting for its provincial and federal elections scheduled for November 26, 2017, and December 7, 2017, respectively.
