    In a new update encouraging entrepreneurship culture in Nepal, a group of 27 youth entrepreneurs have together established a Rs 150 million venture.

    The 27-member team has established a notebook factory at Parasahawa in Tilottama Municipality-17, Rupandehi.

    This project has been executed under Annapurna Multi Easy Industries, subsidiary of Bhairahawa Commercial Investment Company Pvt Ltd., and is the company’s third venture.

    Speaking on the occasion, the company Chairman Narayan Prasad Bhandari said the factory will start producing notebooks very soon, and is planning to donate the first lot to the orphanage children as under Corporate Social Responsibility.

    Nepali Entrepreneur Notebooks Factory

    The plant holds capacity to produce 10,000 notebooks per day, and the factory has already set up manufacturing units for packaging carton and cardboard.

    With the new factory, the company now owns 3 manufacturing units with 100 employees.

    Inaugurating the new factory, Province 5 Education and Industry Minister Lila Giri stressed on the significance of small-scale manufacturing industries as a strong foundation to build larger industries and curtail rising imports.

    Nepal Notebooks Factory

    The promoters of the company are planning to establish 10 factories in the next ten years taking the employee strength to 1,000 persons.

    The group has already invested NPR 280 million with a target to raise NPR 1 billion investment.

    Finance Minister Yubaraj Khatiwada Delivers Welcome Address

    The much-discussed Nepal Investment Summit unfolded on March 29, 2019 with a welcome note from Nepal Minister for Finance and Summit convener Yuba Raj Khatiwada at 9:00 AM.

    Prime Minister KP Sharma Oli inaugurated the summit being held at Hotel Sialtee in Kathmandu. Speaking on the occasion, the Prime Minister said that the development agenda and foreign investment enjoy consensus in Nepal.

    All political forces in the Nepal parliament stand united to welcome and support foreign investment in the country.

    According to the Investment Board Nepal (IBN), Nepal has put up 77 projects for foreign investment including 50 government projects and 22 on behalf of the private sector.

    As per the Finance Ministry, the government is expecting an overall investment of up to USD 30 billion based on the interest show by various global investors.

    Following are some of the key projects being showcased at the Nepal Investment 2019:

    • Kathmandu-Pokhara-Lumbini Railway

    Government Expectations from the Investment Summit

    Experts opine that more investment is expected from the summit as majority of the featured projects were chosen after preliminary feasibility studies and amending various laws paving way for more FDI.

    The Finance Ministry is expecting at least 12 memorandums of understanding (MoUs) will be signed by multiple investors for different projects during the summit.

    Over 600 foreign investors from 40 countries (including high-level dignitaries) are taking part in the summit.

    China tops the list of Nepal Investment Summit 2019 visitors with a record of 265 investors and delegates.

    Likewise, the summit will witness the participation 120 Indian, 21 Japanese and 19 Myanmar visitors. Representatives from Canada, Germany, USA, UK and South Korea are also participating in the summit.

    Among the development partners and multinational companies, Myanmar Union Minister for Investment and Foreign Economic Relations U Thaung Tun, World Bank Vice President Hartwig Schafer, ADB Vice President Shixin Chen Multilateral Investment Guarantee Agency (MIGA) Chief Keiko Honda, and Economics and Private Sector Development at the International Finance Corporation (IFC) Vice President Hans Peter Lankes have come to attend the event in Kathmandu.

    According to summit organizers, 10 sessions are scheduled for discussions on different issues of investments in Nepal. Muthoot Group Chairman M.G. George Muthoot and Meinhardt Group Executive Chairman Shahzad Nasim are among the keynote speakers at the event.

    Unified Security for Nepal Investment Summit

    In view of the upcoming Nepal Investment Summit 2019, the government instituted the unified security plan in Kathmandu Valley.

    According to the Ministry of Home Affairs, the government adopted a special security system to maintain law and order during the two-day event. This includes the Nepal Police, Armed Police Force and National Investigation Department.

    Moreover, security personnel dressed in civil dress and a mobile patrolling team have also been stationed to enhance the security, averting any unlawful activity.

    Ministry Spokesperson Ram Krishna Subedi said that over 7,000 security personnel from all three security forces and traffic police were deployed in various key-summit related locations including the airport, Hotel Sialtee and guest-residing hotels.

    Nepal Police Spokesperson Uttam Raj shared that as many as 4,200 Nepali Police personnel alone have been deployed for security of persons attending the investment summit

    Background

    The two-day conference is aimed at promoting Nepal as a promising investment destination.

    “The main objective of the event is to project Nepal as a favorable investment destination by unveiling potential opportunities for investment in sectors such as Energy, Tourism, Industry, Transport Infrastructure, Information and Communication Technology and Agriculture,” the government said in an official release.

    As per the release, the government is planning to utilize this forum to announce a range of policy reforms and incentives to attract investors.

    In a new move towards Nepal development, the country’s leading industry body called on employees and investors of the SAARC region to invest in the Himalayan nation.

    Chairman of the Employers Council of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) and FNCCI Vice-President Chandra Prasad Dhakal said this at the 8th meeting of the South Asian Forum of Employers in New Delhi on February 12, 2019.

    Addressing the event, Dhakal said that Nepal has established a suitable environment for employers and workers through successful implementation of laws related to labor and social security.

    After a long political transition, Nepal now has a stable government and favorable investment climate, he added.

    In this regard, Dhakal urged foreign investors to tap the investment potential of various Nepali sectors such as energy, tourism, agriculture and services.

    Marking the 7th National Tax Day on November 17, 2018, the Government of Nepal took an innovative step that encourages the public to pay taxes in time!

    In an encouraging move, the government honored the country’s highest taxpayers including top companies in 15 different categories, at a program held by the Inland Revenue Department.

    Officials feel that the move will promote tax-paying culture in Nepal.

    Nepal-based MNC Surya Nepal emerged as the highest taxpayer even this time, leaving its mark for the third time in tax-paying to the Nepal Government.

    Siddhartha Shumsher grabbed the recognition in the ‘individual category’ as the top taxpayer, continuing journey as the ‘top taxpayer’ for the sixth consecutive year.

    Dabur Nepal, Himal Power Ltd, Agriculture and Livestock Probiotic Industry, the Chhimek Cooperatives, Nabil Bank, Nepal Punarbeema (Re-Insurance) Company, Nobel Medical College, F1 Soft Information and Taragaon Regency Hotel are among others in the list.

    Non-payment Tax Hindrance to Growth

    Addressing the event, Finance Minister Yuba Raj Khatiwada urged every Nepali citizen to be liable for voluntary tax-payment depending on their level of income and ensure timely payments.

    Stating that every lowest taxpayer is also a respectable tax-payer, the Minister said that the non-payment of taxes will hinder the country’s growth progress. In this regard, he also informed that the government is working towards manage taxation system alongside focusing on increasing the scope of taxation rather than tax rates.

    Meanwhile, Finance Secretary Rajan Khanal also informed that the government’s efforts on tax reforms have received some benefits over the benefits.

    The government has also recently set-up a tax consultation department to address public concerns about taxation.

    What Industry Said?

    Speaking on the occasion, industry bodies urged the government to ensure a business-friendly environment in the country.

    Federation of Nepalese Chambers of Commerce and Industry (FNCCI) President Bhawani Rana, Confederation of Nepalese Industries (CNI) chair Hari Bhakta Sharma and President of Nepal Chambers of Commerce Rajesh Kaji Shrestha were among key delegates present at the event.

    They urged the government to ensure a conducive investment-friendly environment in the industrial sector and also facilitate the industry-friendly taxation system.

    In this regard, the Nepali business community expressed their willingness to work with the government with regard to taxation and related payments.

    Director General of the Inland Revenue Department Bishnu Prasad Nepal informed that the Department is working with government on economic and revenue mobilization policies.

    We are also working on ways to raise awareness among tax-payers besides and have been providing needed concessions that encourage tax-payers.

    Nepali economy is poised to grow at a healthy rate in FY 2018-19 supported by expectations of political stability and implementation of mega infrastructure projects, said the Asian Development Bank (ADB) in its latest release.

    In its new Macroeconomic Update, ADB noted that Nepal will see a 5.5 percent economic growth rate (at basic prices) in the ongoing current fiscal that started in mid-July 2018.

    According to the release, the country’s agriculture sector will more likely grow from 2.8% in FY 2018 to 3.5% in FY 2019, backed by bumper harvest as a result of good monsoon.

    Whereas, the industry sector is going to see a 7.2% growth in FY 2019 supported by the improved power supply across the country.

    On the other side, the services sector is expected to witness a 6.1% growth in FY 2019 driven by the wholesale & retail trade expansion, travel & tourism subsectors and financial intermediation, informed ADB.

    “The growth forecast represents a continued trend reversal but is substantially higher than the average rate of 4.3% in the last 10 years (FY 2009–FY 2018). Growth will be supported by expectations of greater political stability following the 2017 elections, normal monsoon, and efforts to accelerate implementation of mega infrastructure projects,” says Sharad Bhandari, ADB Principal Economist for Nepal.

    Inflation, Revenue & Federalism Among Challenges
    According to ADB, the growth is going to be healthy, but slow, majorly because of limited capacity at sub-national levels and challenges hindering smooth implementation of federalism.

    “Some of the major issues affecting the smooth implementation of fiscal federalism are slow progress in requisite legislation and deployment of staff, the need for further clarification of mandates and responsibilities of the three tiers of government, and inconsistencies in revenue mobilization regarding fees and taxes at local levels,” the release noted.

    On the other side, inflation is also most likely to grow from 4.2 percent in FY 2018 to 6.0% by
    FY 2019, partially due to supposed higher inflation in India, higher government expenditure under the new federal structure and modest rise in oil prices.

    When it comes to revenue collection, it exceeded the Fiscal Budget target in FY 2018 at NPR 731.4 billion (24.3 percent of GDP). However, the fiscal deficit widened to 6.7 percent of GDP because of high government spending compared to previous year.

    “While capital expenditures increased by 28.0% in FY2018 with the execution rate at 79.7%, the hasty nature of spending has continued undermining the quality of capital projects,” said the release.

    Growing trade and current account deficits are reflecting in country’s risks from external sector.

    The current account deficit in FY 2018 stands at 8.2% of GDP, significantly higher than that 0.4% of GDP in the previous year. Whereas, the trade deficit in FY 2018 was majorly due to large import of capital goods and construction material.

    “While remittance has shown a healthy growth, a substantial rise in the near future is unlikely to offset the rise in the trade deficit, leading to further widening of the current account gap,” ADB informed.

    Will have to see how the government deals with the situation to sustain the expected economic growth rate along with overall sector-wise development.

    Nepal Economy at a Glance

    Looking at the Nepali economy’s path over the period, the country’s GDP Annual Growth Rate averaged 4.48 percent from 1993 until 2017.

    While the country saw an all-time of 8.60 percent in 1993, a record low growth rate of 0.10 percent was observed in 2001.

    By economic indicators under the Asian Development Outlook (ADO) 2018 update, the country’s GDP growth rate grew from 0.2 percent in 2016 to 7.4 percent in 2017. And then saw a sudden down to 4.9 percent in 2018 and went a percent ahead further until now.

    Nepali ayurvedic sector is seeing a new trend of rising investment driven by the growing popularity among populace for the traditional/ancient medicine.

    According to the Department of Drug Administration of Nepal, there is a rise of investment in the local ayurvedic medicine factories and more such factories are being set up across the country.

    As it says, the country has seen nearly 78 ayurvedic medicine manufacturing companies who obtained licenses in 2018, with 44 ayurvedic companies currently in operation.  

    Meanwhile, Binod Paudel, chairman of the Nepal Ayurvedic Medicine Production Association says the domestic ayurvedic market is growing at an annual rate of 45 percent with domestic ayurvedic factories accounting to nearly Rs 15 billion revenues, annually.

    Side-effects associated with allopathy medicines are among reasons behind public’s increasing inclination towards herbal medicines over allopathy.

    According to Paudel, the domestic production is able to meet 50 percent of the domestic ayurvedic medicinal needs and the rest comes from Indian and Chinese markets.

    To ensure the quality of local produce, the Department of Drug Administration (DDA) is gearing up for measures to ensure that the local produce complies with the WHO’s Good Manufacturing Practices (GMP) quality guidelines.

    Santosh KC DDA“The guideline is ready, and the department is in the final stages of approving it. We aim to implement the new guideline in the next four months,” says Santosh KC, Information Officer, DDA Nepal.

    According to Santosh, Nepali ayurvedic products hold high demand in the foreign markets. However, lack of GMP certification is stopping the Nepali products’ performance in the global market.

    “If manufacturers obtain GMP certification, they can increase sales of their products in foreign markets,” adds Santosh.

    Surprisingly, the country currently has only a single GMP-certified ayurvedic medicine manufacturer!

    Nepali ayurvedic firms produce two types of ayurvedic medicines, Classical and Patent. While the first type is made using traditional methods, the second type are manufactured using company-dependent formulae.

    In a major update boosting Nepal’s industrial activity, India’s biscuit manufacturing giant Britannia has announced its plans to set up its new Rs 1 billion worth production plant in Nepal.

    Anindya Dutta, Vice-President of International Business of Britannia Industry, informed this to media on a special occasion to launch its new TV commercial for its flagship product Good Day, in Kathmandu on August 14, 2018.

    According to Anindya, the company is planning to establish its Nepali production factory in Birgunj.

    “We have already acquired the Nepali government’s approval to establish the factory,” reads Anindya’s official statement.

    Through this project, Britannia aims to enhance its share in the Nepali biscuit market and also expand its brand value as the largest food brand in the country.

    Towards this end, the company is also keen on introducing its new food products such as breads, cakes and dairy products to lure Nepali consumers.

    Plans are also underway to increase its investment in the country with more emphasis on branding and network expansion.

    “Establishment of the factory will be crucial to enhance our market share in the biscuit market of Nepal, which is currently at 20 per cent,” says Anindya.

    Britannia CompanyThe Rs 1 billion worth new production factory is expected to be operational within the next 18 months period.

    According to Anindya, Nepali consumers’ growing inclination towards premium quality products has created avenues for Britannia to play its part in contributing to the growth of the country’s biscuit sector.

    The latest announcement comes at a time when there are wide-spread reports over widening trade deficit between India and Nepal.

    Sharing borders and trade with India poses a serious challenge for Nepal in developing its infrastructure capabilities to maintain competitiveness against Indian imports, which directly reflects in addressing the growing trade deficit.

    Hope, more such foreign ventures would create room for Nepal’s infrastructure development domestically and on a global scale attracting more such development partners.

    Nepal’s Fast-Moving Consumer Goods (FMCG) sector has seen a remarkable growth in the last few years, say the country’s manufacturers.

    According to them, growing middle-class population and changing individuals’ lifestyles supported by brand awareness have doubled the growth of the Nepali FMCG sector.

    The manufacturing sector profile of the Investment Board Nepal (IBN) shows a 20 percent annual growth rate for the country’s FMCG sector.

    “While urban markets account for the greatest share of total revenues in the consumer sector, there is a lot of scope for growth in rural markets, with consumption expected to grow in these areas as the penetration of brands increases,” IBN said in a statement.

    According to Parash Shakya, Executive Director of the Bhuramal Lunkarandas Conglomerate, the local FMCG industry is moving at an annual growth rate of 10 percent while the same for MNCs is going at a rate of 10-15 percent.

    “Domestic FMCG industries such as alcohol, dairy, tobacco, paper and juice are doing well,” adds Shakya.

    “In a country where urbanization is taking place rapidly and where rural demand is set to increase with rising incomes, FMCG is an attractive sector for investment, particularly for quality products and products specifically created for rural markets,” says IBN.

    While a good number of local players such as Chaudhary Group are among those with good progress, Dabur Nepal stands as one of the leading MNC manufacturers in the Nepali FMCG market.

    “We stand in the second position in most segments that we represent here including fruit juices, health supplements, personal care, home care, digestives and the consumer health division,” says Abhaya Prasad Gorkhaly, Senior Manager Marketing, Dabur Nepal.

    There are many other local and international players operating successfully in the Nepal’s FMCG market.

    The Federal Budget 2018-19 laid a special focus on infrastructure development across the country.

    Let’s have a glance at some of the key sectors that received major infrastructure push in the new budget:

    Energy

    With energy sector on top priority, the government allocated Rs 83.39 billion for enhancing the country’s energy infrastructure alone in the coming fiscal.

    With a target of equipping all the households with modern energy within three years and further with sufficient energy supply within five years, the government plans to call 2019-2029 as the ‘Energy Decade’.

    The budget also envisages construction of multipurpose hydropower projects across all provinces and begin construction of the same within two years period. The government is also planning to construct a 3,000-MW capacitive hydropower project with the combined investment of government, public and remittance funds.

    There are also plans to develop a good number of micro-hydro projects and biogas plants to electrify the rural areas of the country.

    Transport

    transportationTransport is another area that received a major boost in the present budget with an allocation of Rs 109.38 billion.

    Some of the high-profile projects include cable car and monorail projects in Kathmandu, construction of the East-west railway line, Kathmandu-Nijgadh Expressway, Postal Highway, Pushpalal Mid-hill Highway and link roads connecting all the districts touching the southern border to the Pushpalal Mid-hill Highway, among others.

    The new budget also envisages construction of new airports across the country.

    The government has allocated a budget of Rs 1.43 billion for the transportation management system and is also developing relevant government agencies in all the provinces.

    Tourism

    tourismTourism is one sector that is of high significance for Nepal. The new budget has Rs 5.20 billion allocated for the overall development of Nepali tourism sector.

    While the country reached 1 million target at the end of 2017, the new budget envisages a 2 million annual tourist arrival target by the end of 2020. Strengthening the domestic tourism to drive in more tourist inflow, the government is planning to develop 100 new tourist destinations and diversify tourist services across the country.

    The government also has plans to develop the Meetings, Incentives, Conferences and Exhibitions (MICE) tourism by mobilizing the country’s foreign missions. To facilitate ways for tourist arrivals, more number of airports are also being planned at various tourist destinations of the country.

    Towards getting academic support, the government is also aiming at the conversion of the Nepal Academy of Tourism and Hotel Management (NATHM) into a deemed university.

    Other key areas that received due attention for overall infrastructure development include:

    • Economic Affairs- Rs 483.14 billion
    • General Public Service – Rs 396.74 billion
    • Housing & Community Amenities – Rs 66.57 billion
    • Public Order & Security – Rs 47.50 billion
    • Social Protection – Rs 46.91 billion
    • Defense – Rs 44.93 billion
    • Environment Protection – Rs 22.72 billion
    • Recreation, Culture & Religion – Rs 7.10 billion

    Overall, the new budget paid due attention to the infrastructure development across the country as a key to achieve the economic growth.

    The most-awaited first federal budget of the Nepal Government is finally out on May 29, 2018 making a strong pitch for the socio-economic development of Nepal.

    In a landmark move, Finance Minister Yubaraj Khatiwada presented the country’s Rs 1.31 trillion (Rs 81, 750 crore) budget for the Fiscal Year 2018-19 in the Federal Parliament.

    Making a strong pitch for infrastructure development, the new budget by the Oli-led Nepal Government brought some significant changes towards adding more revenue to the government treasury, job creation, tackling inflation and FDI, along with a special focus on strengthening local bodies and domestic industries.

    Budget Allocation for FY 2018-19, By Ministry

    Here are some of the key budgetary announcements from the Nepal Federal Budget FY 2018-19:

    Finance Minister Yaburaj Kahatiwada1) Economic Growth: Through the latest budget FY 2018-19, the Government of Nepal is aiming at an 8 percent economic growth in the next fiscal.

    Here it is noteworthy that the economic growth projection for the current fiscal remained at 5 percent in contrast to the government’s expected rate of 7.2 percent.

    2) Tax Regime: This time the government is more serious on taxes as evident in the pitch made for revenue collection to the government’s treasury in the budget announced.

    According to the Finance Minister, Nepal will now have five income tax slabs.

    However, the new budget gave some relaxation to taxpayers by reducing the tax bracket for those earning Rs 3.5-4.5 lakh/annum from 15 percent to 10 percent, subjecting those earning below Rs 3.5 lakh/annum to 1 percent tax.

    3) Allocation to Provinces: The new budget laid special focus on strengthening of local bodies in a move towards achieving overall development. For the first time in Nepali annual budget history, the new government allocated separate funds for the development of provinces.

    The financial resource allocation will be done in three different forms as grants, conditional grants, and project finance. Besides, separate allocations were also done for special hi-profile projects enhancing transport connectivity.

    4) Education: Continuing the past trend, the education sector received the highest budgetary allocation in the Federal Budget for FY’19. In line with the global norms to dedicate 20 percent of a nation’s overall budget to education, the new budget saw the allocation of 10.19 percent (Rs 134.5 billion) of the total budget to the Ministry of Education, Science and Technology, compared to 10.09 percent of the previous fiscal.

    The budget envisages the development of a technical school across all local bodies along with goals to attain free and compulsory school education gradually, access to high-speed Internet across every public school and achieve 100 percent literacy in two years.

    5) Creating Jobs: In a move strengthening the country’s employment portfolio, the new budget pitched for creation of more employment opportunities across the country.

    According to the Finance Minister, the government is looking at creating around 500,000 jobs in the coming fiscal. This number draws significance in the wake of the current scenario where a large number of Nepali youth are moving abroad for career opportunities.

    6) Healthcare: Healthcare is key to any country and Nepal is no exception. Nepali healthcare sector saw an allocation of around Rs 56.41 billion in the new budget for FY 2018-19, up from around Rs 32 billion of the previous fiscal.

    Under the development plans, the government plans to ensure free basic health services and setting up health centers with at least one doctor across all local governments.

    Expansion of the health insurance program across the nation and free essential medicine are among plans for the government.

    7) Luxury Items: The new budget called for a hike on bikes with engines more than 150cc and cars with engines above 2,000 cc. Terming such vehicles as luxury items, the government said such vehicles would have a negative impact on the country’s foreign reserves.

    8) Immigration: In a move promoting local talent and wooing its migrant populace, the Federal Budget announced a project loan of up to Rs 1 million for returnee migrants depending on their skill-set. As part of the fiscal budget, another Rs 700,000 has also been allocated to the youth population as a loan supporting their education.
