    Nepal’s agriculture ministry went on record to state that farmers of Nepali farmers incurred a total loss of NPR 7.22 billion due to the unseasonal rains.

    The Ministry came to this conclusion after amassing reports that rice in 67,919 hectares of the land went to waste due to the rains in Sudurpaschim, Lumbini, and Province 1.

    The Ministry’s spokesman Prakash Sanjel stated that the loss for the damaged rice is NPR 7.22 billion.

    The Ministry identified that Lumbini province–Bardiya, Kapilvastu, Banke, and Rupandehi were the worst affected districts. The Lumbini district suffered the biggest loss as per the Ministry.

    Agriculture Damage

    The Ministry spokesman opined that the losses might increase as the district authorities are all continuing to report the losses.

    The rains were so disastrous that over 100 people have died in floods, landslides, and submersions that happened over recent times.

    Nepal is predicted to experience rains for three more days as monsoon winds continue to prevail in the country. The meteorology department stated this observation.

    Prativa Manandhar, a meteorologist, predicted that the season would remain in the landlocked nation for the next three days. Prativa said that this was because of the low-pressure belts which are in the south of Nepal and north-west of Bay of Bengal sea.

    Prativa stated that the rainfalls would range from light to moderate showers in most of the country. In Gandaki province, the sky is partially cloudy while other provinces are generally cloudy.

    Bagmati and Gandaki are experiencing light rainfalls in their respective provinces. The weather will generally be cloudy across Nepal in afternoons.

    Monsoon

    The department also stated that heavy rainfall will accompanied with thunders in a couple of places in Lumbini and Sudurpaschim.

    The Meteorological Forecasting Division stated that the minimum temperature of Kathmandu was 21.1 degrees Celsius. The maximum temperature was 28.2 degree Celsius.

    The Nepal Government has revised the economic growth target to 7.01 percent, down by 1.49 percent of the projected target of 8.5 percent.

    The Nepal Finance Ministry lowered the projection following the Nepal budget 2019-20 implementation trend in the first three months of the ongoing fiscal.

    According to the Ministry officials, the revised economic growth projection was based on the anticipation of low agricultural growth throughout 2019-20 and the slow pace of government expenditure.

    The government has a projected a drop in paddy production this year, owing to faulty Garima seeds. Due to the drop in paddy production, the government is also anticipating an overall drop in Nepal’ agriculture output as paddy makes up for a major part of the country’s overall agricultural production.

    In FY 2018-19, Nepal’s economy grew by 7 percent due to a major contribution the agricultural sector, especially paddy production.

    The drop in agriculture is further likely to impact Nepal’s Gross Domestic Product (GDP) as agriculture alone makes up for 28.5 percent of it.

    Nepal Agriculture

    Likewise, the Nepal Government has not been able to increase the pace of its capital expenditure spending. This is due to the low pace of development and economic activities in the country. In the first three months, the government spent only 5.8 percent which is NPR 23.97 billion of the total allocated NPR 408 billion under capital expenditure of the current fiscal.

    “All these factors show that we will not be able to meet the economic growth target initially projected for 2019-20,” said a source at the Ministry.

    According to Economist Raghubir Bista may fail to achieve the targeted growth rate even if it managed to increase public spending.

    “Despite increased investment in infrastructure, capital expenditure is far below the level needed to achieve the ambitious growth target,” said Bista.

    Projections by World Financial Giants

    World Bank

    The World Bank had projected a growth of 7.1 percent for the Nepal economy in the ongoing fiscal, which would be propelled by private investment and consumption. On the other hand, the Asian Development Bank (ADB) also projected a growth of 6.3 percent and said it would grow further if the capital expenditure increases even at the sub-national level and the private sector strengthens its hold.

    Economists say that even a growth of 8.5 percent is achievable, however, the government has not done enough to manage infrastructure for the growth of the economy.

    “Along with inadequate infrastructure, the government has not managed to expedite project development and budget expenditure, improve project implementation and attract ample investment,” said Biswo Poudel, an economist, adding that achieving the initial economic growth target of 8.5 per cent against this backdrop would have been difficult.

    The private sector has also expressed dissatisfaction over the country’s business environment.

    The monsoon season in Nepal marks the beginning of many festivals reminiscent of Nepal’s rich culture.

    One such festival is Ropain- the rice planting festival, which is celebrated on Ashar Pandhra (fifteenth day of Ashar). On this day, crop planting season officially begins in Nepal.

    Rice is planted between the last week of June to the first week of July and is then harvested in mid-November.

    Nepali farmers go to their fields to begin paddy plantation on this day. They joyfully indulge in the plantation, which they accompany with singing, dancing and mud splashing.

    The much-awaited monsoon season made its way into Nepal on June 20, 2019. This year, monsoons arrived 10 days after the normal date.

    The Nepal Meteorological Forecasting Department (MFD) said that monsoon officially entered Nepal from the eastern region on Thursday and will slowly move to the west.

    “It may take a few days for the active monsoon to spread across the country bringing plenty of rain,” reads the weather report issued by MFD.

    Monsoon 2019 Arrives in Nepal

    The Department forecasts that this year’s monsoon will bring average rainfall to Gandaki, Karnali and Sudurpaschim provinces, while Provinces 1,2,3 and 5 will experience below average rainfall.

    The monsoons in Nepal will last for three-four months. Nepal marks the onset of rainfall on June 10 every year and the season ends on September 23, 2019. Rainfall in Nepal lasts for an average of 105 days.

    “Nepal receives 80 percent of annual rainfall on an average during the monsoon, which originates in the Bay of Bengal and moves along the southern flanks of the Himalayas. The average annual rainfall in Nepal is 1,600 mm but it varies from place to place, depending on climatic conditions,” reads the report.

    Monsoon between June-September is called ‘Southwest Monsoon Season’.

    Timely and sufficient monsoon rains have given due boost to the Nepali agriculture sector.

    As a result, Nepali farmers are preparing to harvest the largest-ever paddy crop in this fiscal year, said the Nepali Ministry of Agriculture and Livestock Development (MoA&LD).

    According to the Ministry Secretary Yubak Dhoj GC, this year’s paddy harvest is expected to reach 5.66 million tons, showing a 10 percent year-on-year growth.

    Officials state that this record harvest is going to curtail the rice import bill and also contribute to government’s overall economic growth target.

    GC further informed that paddy transplantation was successful in more than 95 percent of the country’s 1 1.55 million hectares of rice fields in this fiscal.

    With regard to supporting raw material, none of the key paddy-producing areas, especially the country’s food basket Tarai, reported shortage of chemical fertilizers.

    Due to timely and regular monsoon, productivity has increased. There were no disease outbreaks and floods either. At the same time, we expect the country will be removed from the food deficit list this year   –  Yubak Dhoj GC, Ministry of Agriculture, Nepal

    He further stated that this progress in the agriculture sector will help Nepal Government to achieve its 8 percent economic growth target, given the fact that the country is largely agriculture-dependent i.e. worth NPR 3 trillion.

    So, monsoons mean a lot for the country as only 30 percent of its farmland currently has round-the-year irrigation facility.

    “If we can increase the round-the-year irrigation coverage to 80 percent of the land, we can potentially produce around 10 million tons of paddy annually,” says the Secretary.

    While the country’s monsoon season is from June-September, there was an early arrival this year two days prior to the regular case.

    The harvest in this fiscal is going to be an encouragement and recovery from the previous year’s number that took a hit due to severe floods in August 2017 in around 31 districts.

    It was lastly in 2016-17 that the country saw its record harvest of 5.23 million tons and is eagerly waiting for its new high of 5.66 million tons!
