    Waiting for a government job? Then here is an important announcement for you!

    In a move filling the vacant government posts, Nepal Ministry for Federal Affairs and General Administration issued a notification for job postings under the Public Service Commission.

    With this, PSC is now getting ready to announce job postings ad related advertisements for 11, 492 vacant posts in various departments across the local units.

    Currently, there is a requirement for over 16,000 staff in around 753 local units.

    In response to the Ministry’s enquiry on vacancy details, 437 local units responded reporting the requirement of 11,492 personnel.

    Employment Scenario in Nepal

    Given the rise in a number of Nepali nationals moving out for jobs, the Government of Nepal has expressed his commitment to creating enough job opportunities locally.

    In an announcement in January 2019, the Labor Minister Gokarna Bista informed that the government is formulating youth-targeted job programs.

    He informed that the government is undertaking measures towards effective utilization of domestic human resources, and also create more scope for employment in various sectors including agriculture.

    In this regard, the government has also planned for setting up of Labor and Employment Offices across the local units.

    First such one was already established in Gandaki Province in January 2019, and more across all the seven provinces are currently under plans.

    “Every month, the working age population increases by 35,000 people and Nepal must create 286,900 jobs a year to maintain its employment rate,” said a World Bank report in 2018.

    Will have to wait and watch to understand how successful will the government be in fulfilling the set targets.

    After a round of hearing on April 17, 2019, the Parliamentary Hearing Committee has finally endorsed former secretary Dinesh Kumar Thapaliya for the post of Nepal’s Chief Election Commissioner (CEC).

    Thapaliya will chair the post that has been vacant after Ayodhee Prasad Yadav’s tenure last month.

    Post the endorsement, Thapaliya presented his plans for reforms in CEC and the country’s electoral system as a whole.

    He expressed commitment to bring in fair and free electoral system along with necessary advancements, while also making the voting process easier for Non-Resident Nepalis.

    Thapaliya’s appointment is now waiting for President Bidhya Devi Bhandari’s approval.

    Thapaliya has served in top government department as the Secretary at the Ministry of Federal Affairs and General Administration.

    His appointment came after a special hearing held to examine complaints made against the nominees for the country’s top posts i.e. CEC and Supreme Court Justice, on April 17, 2019.

    Nepal’s Parliamentary Hearing Committee held special meetings on April 16, 2019 pertaining to hearing of nominations made for the country’s top posts.

    This include nominees for the posts of Chief Election Commissioner and Supreme Court Judge.

    In its decision on April 16, the Committee decided to hold a hearing session with Dinesh Kumar Thapaliya nominated for the vacant position of the Chief Election Commissioner on April 17, 2019.

    According to the Committee Chairperson Laxman Lal Karki, Thapaliya was due to attend the hearing at 2 pm today. While, the panel has decided to meet complainants against Thapaliya at 11 am the same day.

    A total of 6 complaints have been filed against Thapaliya.

    In another important decision, the Committee summoned five persons nominated for the Supreme Court Judge post on April 11, 2019.

    The Committee is also due to meet complainants against the nominees for the SC Judge post on April 18, 2019.

    Kumar Regmi, Hari Phunyal, Manoj Raj Sharma, Prakash Dhungana and Sushma Lata Mathema have been recently nominated for the SC Judge post, recently. And, a total of 5 complaints have been lodged against them.

    According to Government records, there are 87, 753 civil servants across Nepal.

    Interestingly, in FY 2017-18, 20,334 women held various government-office positions in Nepal, making it 23 percent of civil service jobs held by women.

    Most Nepali women civil servants credited ‘seat reservation’ for encouraging them to consider civil services.

    The amendment to Civil Service Act-1993 in 2007 brought about an increase in the number of women opting for civil service.

    Moreover, reservation of 45 percent civil seats for women with seats for Nepal’s Dalit and Madhesi community,  disabled people and people from backward areas motivated women to take Public Service Commission exams.

    Following this trend, many younger Nepali women were inspired to apply for civil services. Consequently, the number of women applicants for civil services increased at such a high rate that the number of women applying outnumber the ratio of men.

    According to the Nepal Public Service Commission’s (PSC) annual report, 296,704 women applied for civil service positions compared with 271,149 male applicants. This trend has been in place over the last decade, when the reservation came into existence.

    “Men still outnumber women in the civil service, but I see more and more women inside Singha Durbar in the past few years,” said Amrita Niraula, Undersecretary, Federal Affairs & General Administration Ministry.

    When Niraula joined the civil services in 2002, she used to be surrounded by male colleagues in the office. But over the last 16 years, Niraula witnessed a significant increase in the number of women entering government offices, especially Singha Durbar.

    “When I entered civil services 16 years ago, there was no reservation, and we were not confident about whether we could pass the exam since there was fierce competition. Now, women are confident of securing civil service job with some extra effort,” added Niraula.

    Job Security in Government Service
    Culture, Tourism and Civil Aviation Ministry Joint Secretary Nita Pokharel Aryal identifies ‘job security’ as one of the main factors that push women to apply for civil services.

    “The private sector does not guarantee the kind of job security government offers,” she said.

    The number of paid-time offs including maternity leave is another factor that most women consider. A comparison between private and the government sector shows that women are awarded more leaves in the later.

    However, the number of women applicants for civil services continue to remain lower than men applicants.

    According to PSC, it recommended 32 percent of women for civil service jobs after the examinations during the last fiscal. Out of 7,718 applicants recommended, 2,465 were women.

    Aryal said mainly because of social obstruction, followed by predefined family roles of mother, daughter and daughter-in-law women continue to face obstacles, said Aryal while talking about challenges to women civil service job roles.

    “They have to spend more time fulfilling social obligations, which affects their preparation for exams compared to men who can simply focus on their tests,” she said.

    Nepal’s Government job enrollments seem to be on high as the country’s Public Service Commission (PSC) says that the number of applicants has increased ‘six-fold’ in the last decade.

    According to PSC Spokesperson Kiran Kumar Sharma, the Loksewa Aayog received 567, 853 applications in FY 2017-2018.  The number was 86,168 ‘ten’ years ago, he added, pointing out at the positive trend over the years.

    Province 2 Tops the List
    In its 59th Annual Report submitted to President Bidya Devi Bhandari on October 12, 2018, the Loksewa Aayog has listed Province 2 as the highest contributor of applicants for government jobs in Nepal. Moreover, many successful candidates emerge from the same province.

    While Saptari from Province 2 produced the highest number of applicants, Sarlahi ranked No. 1 in contributing ‘successful candidates’ in the last fiscal.

    However, the same year saw 101 positions remaining vacant and exams held for 114 positions were not cleared.

    In FY 2017-18, the Loksewa Aayog spent Rs 758.2 million to conduct the recruitment process.

    The positive trend for government jobs gives Nepal a hope for employment, especially at a time when the government is doing its best to create domestic employment opportunities.
