It appears to be yet another instance of growing hostility and a complete disregard to the international border by India.

Eight districts of Province 2 share 464 km of border with India from Gobargadha of Saptari district in the east to Thori of Parsa district in the west.

According to the Armed Police Force (APF) Chhinnamasta Brigade, there are 4,027 border pillars along the border. Among them, 2,064 border pillars are intact, 704 need repair, 319 need replacement, 91 were washed away by rivers, and 849 went missing.

“We have been holding talks with our Indian counterparts from time to time for resolving the problem seen in the no-man’s land due to the missing border pillars on the international border,” said APF DIG Chandra Prakash Gautam.

The missing border markers and the encroachment on the no-man’s land make it challenging to demarcate the Nepal-India border at many places, he added.

According to DIG Gautam, the Indian citizens have encroached the no-man’s land in many districts of Province no 2, settled there, cultivated the land, and even constructed structures. Some instances are as follows:

• Constructed huts and sheds on the no-man’s land at Inarwa Tol
• Cultivated on the no-man’s land at Lachaka Tol in Madar
• Encroached upon the entire no-man’s land at Lagdigoth Tol
• Cultivated crops on the no-man’s land from Lagdi Gadiyani to Sanhaitha village
• Constructed houses and sheds on the no-man’s land from Avaya Nagar to Thadi at Inarwa
• Constructed the Indian customs office encroaching the border at Thadi in Siraha district
• About 50 Indian families have been living on encroached no-man’s land at Lagdigoth of Siraha
• Border pillar -253 has been moved 7m into the Nepali territory, and the land there has been encroached

The local administrations and representatives at the border areas have called for a scientific demarcation of the Nepal-India border. They urged the government to determine the border marker pillars through the GPS system.

During an emergency Cabinet meeting on Sunday morning, Oli’s Administration, in a drastic move, decided to recommend President Bidya Devi Bhandari to dissolve the Federal Parliament.

As per PM Oli’s recommendation, President Bhandari on Sunday evening dissolved the nation’s House of Representatives (HoR), the lower house of Parliament, two years short of its five-year tenure. The President also announced mid-term elections on April 30 and May 10, 2021.

“On Sunday (December 20, 2020), the Honorable President Mrs. Bidya Devi Bhandari, in accordance with Article 76, Clauses (1) and (7) of the Constitution of Nepal and Article 85 and the basic essence and values ​​of the parliamentary system and the practice of different countries, has announced to dissolve the current House of Representatives of the Parliament and go to the Nepali people for a fresh mandate,” stated President’s Office in a statement.

“The meeting of the Council of Ministers of the Government of Nepal has decided to hold the first phase of the election of the House of Representatives on April 30, 2021, and the second phase of election on May 10, 2021.”

The unprecedented move to dissolve the Parliament was proposed after a non-trust motion, signed by as many as 90 NCP leaders against PM Oli, was registered at the Parliament Secretariat on Sunday Morning. The non-confident motion proposed NCP Chairman Pushpa Kamal Dahal “Prachanda” as the next Prime Minister.

PM Oli alleged that some of the party members are planning to file an impeachment motion against President Bhandari with the one-third majority.

However, with the dissolution of the HoR, the proposals became unviable.

PM Oli’s decision to dissolving the HoR comes on the heels of a deepening crisis in his Nepali Communist Party, where he fell into the minority with the opponent faction demanding his resignation for failing to abide by party decisions.

Lately, the NCP rivalry factions and main opposition party Nepali Congress have upped their ante against Oli, especially after he intimidated an Ordinance to amend the Constitutional Council Act. The Ordinance allows the Constitutional Council to convene a meeting with the presence of the majority of its members.

The controversial Ordinance also empowers PM to take decisions even in the absence of key council members, including the Parliamentary leader of the main opposition, the Speaker of the HoR, and Deputy Speaker of the HR.

Following the Ordinance approval, Oli filled 45 vacant posts in 13 constitutional commissions with the support of just one member in the six-member constitutional council to bring key commissions under his control. This further heightened the intraparty rift.

With the dissolution of the Parliament, supporters and leaders of the Prachanda-Nepal faction of the ruling NCP and the opposition Nepali Congress held protests across the country, calling it a “constitutional coup”.

“This is against the democratic values, norms, and spirit of the constitution. This decision of the government has undermined the federal democratic republican constitution and has led the country towards instability, uncertainty, and chaos that might result in the failure state,” said the NC party.

Meanwhile, seven cabinet ministers announced their resignation by organizing a press conference in Singha Durbar on Sunday afternoon. They are:

• Minister for Labor Rameshwar Ray Yadav
• Minister for Education Giriraj Mani Pokharel
• Minister for Drinking Water Bina Magar

• Home Minister Ram Bahadur Thapa

Meanwhile, PM Oli has instructed all security chiefs of Nepal Army, Nepal Police, Armed Police Force, and National Investigation Bureau to stay alert to ensure law and order in the country.

The franchise-based tournament titled ‘Aadhi Aabadi Women’s Volleyball League’ is a joint initiative of the Nepal Volleyball Association (NVA) and Aadhi Aabadi Foundation, an India-based NGO.

The first edition of the tournament, a round robin league, has been scheduled for October 1-6, 2018.

The first league will see the participation of three departments such as Nepal Police Club, Tribhuvan Army Club and Armed Police Force (APF), along with other teams-Kathmandu Queens, Chitwan Tigress and Pokhara Pinkage.

Each of these teams can sign four overseas players and can only field three at a time.

According to NVA General Secretary Jeetendra Bahadur Chand, the tournament will be offering a whopping cash prize of Rs 600,000 to the champions, Rs 300,000 to the runners-up, Rs 1.5 lakh for the third position, and a bike along with Rs 50,000 cash for the ‘best player’.

Taking Forward
NVA President Manoranjan Raman Sharma and the Aadhi Aabadi CEO Dinesh Kumar Singh signed a MoU for organizing the tournament for 10 years. 

Under the deal, NVA will get Rs 1.5 million annually and the Foundation will also offer budgetary support through various sponsors to run the tournament, besides providing sports kits such as mats, referee stand and pole cover.

Singh informed that they are organizing the tournament considering the sport’s potential in Nepal and hoped that the tournament will offer needed boost to Nepal’s volleyball players.

Nepal won 57 golds, 42 silvers and 52 bronze medals at the International Open Friendship Taekwondo Championship played at the Covered Hall of Itahari Stadium, Nepal on January 03, 2018.

This tournament, organized with international regulations, has witnessed participants from around 12 countries.

The United States stood in the second position (with four golds, three silvers and a bronze) followed by Bangladesh in the third (with four golds, two silvers, and three bronze medals), among others.

While Indian player Abhishek Yadav was declared the best men’s player of the tournament, Nepal’s Dikshya Thakuri won the best women’s player title, and each of them received a cash prize of Rs 50,000.

From Nepal, Maitri Taekwondo Dojang received 11 golds and bronzes and eight silvers, followed by Tribhuvan Army Club (TAC) (10 golds, six silvers and 12 bronzes), Armed Police Force (eight golds, five silvers and three bronzes) and Chunikhel-based team (seven golds, and three silvers and bronzes), among others.

This championship, established in Portland, United States, had its first edition in Kathmandu followed by the second edition in Pokhara and third again in Kathmandu.
