]]>The Civil Aviation Authority of Nepal (CAAN) has formulated special flight schedules for these airlines effective from June 1 to June 30.
Highlighting that the airliners must follow COVID-19 norms, the CAAN said, “The flights have been approved in compliance with the decision of the government made on May 27 to facilitate the seamless traveling of needy public amid the global pandemic of COVID-19.”
Turkish Airlines, Qatar Airways and Air India have been permitted to operate one regular flight a week, while Nepal Airlines will operate two flights each week.

]]>In the last seven days from last Wednesday to Tuesday, as many as 754 people have lost their lives due to coronavirus infection. According to the data from MoHP, 145 have died last Wednesday, 106 on Thursday, 96 on Friday, 116 on Saturday, 109 on Sunday, 114 on Monday, and 68 on Tuesday.
As of today, a total of 7,454 people have succumbed to COVID-19 infection.
In the last 24 hours, Nepal has recorded 6,085 new cases, taking the nation’s caseload to 566,587. Meanwhile, 6,898 patients have recovered from the infection, taking the total recovery cases in the country to 454,344.
Currently, there are 104,789 active cases across the nation, among which 97,704 are in home isolation, 7,085 in institutional isolation, 1,491 in ICUs, and 404 on ventilators.
Among all the districts, Kathmandu recorded the highest of 1,080 new cases on Tuesday, followed by Lalitpur with 283 new cases and Bhaktapur with 215 new cases. A total of 16 districts recorded more than 100 infections in the last 24 hours.
According to the MoHP, a total of 20,165 people were tested for COVID-19 on Tuesday.

]]>According to Health Minister Hridayesh Tripathi, the decision to this effect came on the heels of the arrival of 800,000 vaccine doses from China.
People aged 60-65 years who are yet to receive COVID-19 dose will be inoculated across the country starting Tuesday. Nepal has a population of 850,000 people between the ages of 60 and 64.
Before this, people above 65 years of age were vaccinated in 63 districts and those above 55 years of age in 14 districts.

The Family Welfare Division of the Department of Health Services is making preparations to ship vaccines to all the districts within five days and start the vaccination drive from June 8.
“As the vaccines arrive, we will continue to inoculate people,” said Minister Tripathi, indicating that there is a scope of procuring vaccines from China and the US in the near future.
However, the government has decided to use only 500,00 doses out of 1 million doses of vaccine received from China in the new vaccination drive. The rest will be used only after confirming the arrival of more vaccines from China, informed Tara Nath Pokhrel, Director at the Welfare Division.

]]>On Monday, a Cabinet Meeting decided to award grades to the 10th class students based on their performance in internal assessment as the SEE examinations couldn’t be conducted due to the pandemic. The decision to this effect came on the heels of the proposal by the Education Ministry to conclude SEE results based on the internal evaluation.
According to the Cabinet, schools must assess their students based on their performance in internal exams and share the details with their respective District Education Development and Coordination Committee. The evaluation procedure will be the same as last year.
The Committee will send the details to the National Examination Board (NEB). Then, the NEB will prepare the result sheets based on the internal assessment shared by the schools and publish the SEE results.
Last year, a three-member evaluation committee, including the principal, class teacher and a senior teacher, assessed their students based on 10% marks from the first term, 30% from the second term, and 60% from the final exam.

]]>“I must admit, we probably underestimated, as a nation, the intensity of the second wave,” he told on Friday. This statement is fortified by Nepali’s COVID-19 infection rate, which has now gone up to 34.2%.
The landlocked country’s total cases shot up to 557,124, with active cases of 118,897. Its limited healthcare resources impede the country’s pandemic response, the billionaire felt.
World Bank data showed that Nepal only had 0.749 physicians per 1,00 people. Unfortunately, only 1,545 people are undergoing treatment in ICU, and 407 infected people are on ventilators. Even the inoculations were low in Nepal, as only 29 million residents were vaccinated.
Binod commented that the first wave ravaged the country, and the impact lasted for three months. However, he felt that the second wave is far worse than the first wave. “We were counting on India,” Binod said.
India is the manufacturing hub of vaccines and exported COVID-19 supplies earlier. However, India is under the weather with burgeoning COVID-19 cases. Due to this viral blowout, India has stopped exporting the vaccine.
“We’re looking for other sources of supply,” Binod said. He added that the non-profit arm of his company has donated USD 1 million to Nepal’s pandemic response. His company has mobilized its resources to bring in ventilators and oxygen cylinders. Various nations have already donated medical supplies to Nepal during this second wave.

General elections
An opposition member in the Parliament, Binod emphasized that the elections should be postponed until the country recovers from the pandemic, both on health and financial fronts.
With general elections due to be held in November, Nepali opposition parties are gearing up to challenge the dissolution of the parliament, which triggered this election. Chaudhary echoed this sentiment that most opposition parties are finding the timing unacceptable.
“While the house is on fire, we are still fighting (over) who’s going to sleep in the master bedroom.”

]]>Minister Paudel unveiled the annual budget virtually from Singha Durbar on Saturday as it could not be presented at the House of Representatives, which was dissolved recently.
On May 29, 2021, Finance Minister Bishnu Prasad Paudel has announced NPR 1.647 trillion budget for the upcoming fiscal year 2021/22 that starts in mid-July.
Of the total budget, NPR 678.610 billion has been allocated for recurrent expenditure and NPR 347 billion for capital expenditure.
For the second year in a row, the government has given special focus to controlling the COVID-19 crisis and economic recovery.
“For the government, the priorities are saving lives from the pandemic, recovering the economy damaged in the pandemic, promoting social security, and utilizing public and private resources to boost the productive sector,” mentioned FM Paudel.
The government has increased the Ministry of Health and Population (MoHP) fund by 35% to NPR 122.77 billion. Allocating NPR 26.75 billion for the procurement of COVID-19 vaccines, the government has prioritized vaccine procurement from foreign countries and inoculating people for free.
In the new budget, the Nepali Government has waived all taxes levied on equipment procured by hospitals for installing oxygen plants and purchasing medicines. It also decided to provide a 50% subsidy to the private and public hospitals for installing oxygen plants.
Moreover, the government has also decided to establish a 300-bed hospital in Kathmandu.
Domestic Borrowing
To meet the spending requirements for the fiscal year 2021/22, the government has borrowed NPR 250 billion from domestic creditors, up by 11.11% from NPR 225 billion in FY 200/21.

]]>“Thousands of oxygen concentrators, testing kits, hospital beds, tents and personal protective equipment are among critical supplies that are being shipped to countries and rushed to areas where they are needed the most,” said Dr. Poonam Khetrapal Singh, Regional Director of WHO South-East Asia.
4000 oxygen concentrators, 120+ tents, 400 medical beds for mobile hospitals, and many more supplies were shipped to New Delhi, an excerpt from the statement of WHO read. The organization is aiming to bring additional supplies for Nepal, Bhutan, Maldives, and Sri Lanka.
“This is a battle that cannot be fought alone. To curtail the pandemic, we must work together and step up to help each other within and outside our borders,” said Dr. Poonam Singh.

]]>The new ordinance Nepali Citizenship Act allows the kids born in Nepal and Nepali mothered kids, borne out of wedlock with non-Nepali husbands, to become citizens of Nepal.
Due to the prevailing federal law, some of the children couldn’t obtain citizenship despite being born in Nepal. Although the Supreme Court had previously ordered the government to grant Nepali citizenship to kids born to Nepali citizens, the chief district officers were compelled to ignore this directive as there was no change in the federal law.
With this ordinance, those kids will now obtain Nepali citizenship. This welcome ordinance was recommended by the Mahantha Thakur-Rajendra Mahato faction of the Janata Samajbadi Party-Nepal. The same faction promised Prime Minister Oli on Friday to help him form a new government.
The bill was tabled and discussed in the parliament for two years. However, it was not passed as the parliamentarians had differing views about the bill. The aspect where the members of the parliament diverged upon was the waiting period for naturalized citizenship for non-Nepali women married to Nepali spouses.
Surendra Kumar Mahto, a senior advocate, said that the ordinance made the Citizenship Act consistent with the constitution of Nepal.
However, advocate Mohan Kumar tempered the optimism of the affected people by indicating that the applicants might face other difficulties. The advocate hinted that the chief district officers may find some other route to delay the citizenship grant. He further cautioned that the ordinance would become invalid after six months. “Somebody can file a case and the court may halt the distribution of the citizenship as per the ordinance,” he said. He commented that the Prime Minister’s party was the primary impediment to the passage of the new citizenship bill.
Province 2 Chief Attorney Dipendra Jha echoed the same sentiment as Mohan, saying, “It depends on how honestly CDOs implement the act.”

]]>Today, opposition party leaders have filed a writ petition at the Supreme Court (SC) after President Bidya Devi Bhandari dissolved the House of Representatives (HoR) on Saturday.
The Office of the President on the wee hours of Saturday issued a notice announcing the dissolution of the Parliament for the second time in five months, on the recommendation of PM Oli’s Cabinet.
The President also announced the first phase of mid-term elections on November 12 and the second phase on November 19, 2021.
The dissolution bored from the failure of PM Oli and opposition leader Sher Bahadur Deuba to demonstrate their majority to form a new government by Friday, the deadline set by President Bhandari.
In response, opposition party leaders pertaining to the Nepali Congress (NC), Maoist Center, UML leader Madhav Kumar Nepal faction, and JSP Chairman Upendra Yadav faction gathered at Singha Durbar on Sunday to sign the petition against dissolution and submit it at the SC. The writ was filed on behalf of 149 lawmakers in favor of NC President Deuba, demanding his appointment to PM’s post.
The current situation sheds light on the lawmakers’ dereliction of duty, especially when the government’s priority is controlling the pandemic and reviving the already-broken economy.
It’s high time for the lawmakers to unite and rise to the occasion and defeat the common enemy, now, the pandemic. Political rivalry can wait. There will be many occasions to do that. The need of the hour is to combat this crisis as one, with a spirit of cooperation.
