Earlier on March 24, the government has imposed a nationwide lockdown to prevent the coronavirus spread. During nearly three months of stringent lockdown, the crime rate in Kathmandu Valley had decreased significantly.

However, the crime rate started increasing as soon as the lockdown was eased on June 10.

According to the Metropolitan Police Office, Ranipokhari, the Valley’s crime rate increased by more than 80% compared to one month prior to the easing of the lockdown restrictions.

The Kathmandu Valley has recorded 517 crime cases between June 15 to July 15, while only 280 cases were reported between May 14 and June 14.

Rise in Crime Rate in the Period of One Month

SSP Sushil Kumar Yadav, Spokesperson for the Metropolitan Police Office, said that the criminal cases have increased with the rise in people’s movement and opening of shops and businesses.

“Unemployment created by the coronavirus pandemic may have also contributed to the rise in crimes like theft, robbery and abduction,” said Sushil.

The authorities also anticipate a further rise in criminal cases due to the economic slowdown and unemployment incited by the pandemic.

Meanwhile, there is also a high risk of many former convicts going back to their criminal activities.

The Nepali Government has released around 410 prisoners from overcrowded prisons across the nation following a Supreme Court order in view of the pandemic.

The Metropolitan Police Office released alarming statistics about the rising rate of suicidal deaths over the years in the Kathmandu Valley.

According to the authority, 468 suicide cases were recorded in the Valley in the 2016-17 fiscal year, compared to 400 in 2014-15 and 402 in 2015-16.

The increasing rate of suicidal deaths is really alarming as their number is seven times the number of murders and double the number of deaths.

In 2016-17, at least 56 persons were murdered and 182 died in road accidents, which compared to suicides makes one suicide per day in the Valley.

Betrayal in love, terminal diseases, mental disorders, financial problems, pressure from or scolding by parents, and domestic disputes, among others are the major reasons behind the increasing rate of suicides, the police said.

The victims include youth, adolescents, divorced and single people, unemployed, drug addicts, members of broken family, housewives, victims of sexual abuse and drug abusers, among others.

The World Health Organization reports over 800,000 suicides across the world, every year. According to WHO, suicide is the second leading cause of death among people in the age group of 15-29 years, and 77 percent of global suicides occur in low-middle income countries.

During a function held at the Nepal Police (NP) Headquarters, Naxal, Inspector General of Police Prakash Aryal officially inaugurated the system by sending a communication with digital signature to the Metropolitan Police Office and other regional police offices.

On the occasion, Managing Director of Thapathali-based Nepal Certifying Company Pvt Ltd, Purushottam Ghimire, handed over seven units of digital signature set to IGP Aryal.

The company has the license to provide digital signature and certificate in Nepal for secured and authentic electronic transactions.

The company’s IT officer Kishan Pandey demonstrated the use of digital signature.

The digital signature will be used for communication among the NP Headquarters, Metropolitan Police Office and other regional police offices.

The NP said that digital signature system will be used to make official communication secure and reliable while avoiding the chances of fake communications. Around 40 police personnel were trained on the management of digital signature. The system helps these personnel ensure that electronic documents like e-mail, spreadsheet and text file are authentic.
